R72-19 11-06-72i RESOLUTION NO. 72-19 A RESOLUTION AUTHORIZING FUNDS FOR PARTICIPATION IN THE HOUSTON-GALVESTON AREA COUNCIL'S LAW ENDORCEMENT RADIO COMMUNICATION PROGRAM; AND PROVIDING THAT THIS RESOLUTION SHALL BE EFFECTIVE UPON AND AFTER ITS ADOPTION. WHEREAS, there is an immediate need for the coordination of the Police Radio Communications between cities in the Houston Metropolitan Area, and WHEREAS, the Houston -Galveston Area Council is the coordinating agency for thirteen counties in the Gulf Coast area, and WHEREAS, the Houston -Galveston Area Council has requested financial assistance from the Criminal Justice Council for installation of this system, and WHEREAS, an investigation of the cost of complete communication under this program indicates that the total cost of equipment required by the Pearland Police Department will be approximately $13,135.00, of which the City of Pearland will participate by matching funds of approximately $3;612.00, now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: THAT the City Council of the City of Pearland, Texas, hereby authorizes an expenditure of $3,612.00 as its part in this Police Radio Communications System Program as designed by the Houston -Galveston Area Council. Taylor SUBJECT: Law Enforcement Radio Communications d. ®CT241- Gentlemen: I CITY ^F PEA;.i A; I am sure that by now most of you know that the Houston-Galveston Area_ _ :a Council employed an engineering firm to prepare the final design plan for the Law Enforcement Radio Communication in the H-GAC Region. We are pleased to state that the plan is now complete and we are prepared to move along with the program. The H-GAC, subject to Executive Com- mittee approval, will request Criminal Justice Council funds, and will, with the use of cash matching funds from each of you who wish to parti- cipate, purchase all of the equipment needed. All of this depends upon the Criminal Justice Council approving our request for funds. Information was also distributed several months ago giving the approxi- mate amount of funds that each agency would need to provide the cash match for the purchase of the communication equipment for their agency. Also, the information was passed on that the time would come when this office would need a resolution from each city or county wishing to par- ticipate, stating that the matching funds will be available upon request. That time is now here. We must have such a resolution in this office no latter than November 21, 1972. The resolution need state no more • than that the funds will be available upon request. The reason we must establish November 21 as the deadline for receiving the resolution, is that the advertising for bidding will begin immediately afterwards and the bidding period will begin. Only when we receive the resolution from you will we know the agencies that want to participate in this program. The approximate amount of cash matching funds which we expect to need from you is indicated at the bottom of this page. At the time we request the actual cash, the amount requested will be the exact amount needed. We will notify you when we will need the cash deposit for matching purposes. We expect that this will be in March or early April 1973. There will be a special meeting to begin at 9:30 a.m. , October 31 in the Nessler Civic Center, 5th Avenue & 21st Street, • Texas City, for the purpose of reviewing with representitives from each participating agency their part of the final design plan. The • Sheriff and the Centerville Police Department use the 90 watt repeater located on the hill at Location 1 . The location of this hill, and any other peculiarities of the site would be given on the accompanying sheet which also indicates where a 5 KW auxiliary power unit is to be installed for the Sheriff. The repeater site installation will require a communication housing, a 150-foot self-supporting tower, top-mounted antenna, and 175 feet of trans mission line. The Sheriff will employ a control station with local control in Centerville and will have a remote control unit on the Police Department's intercity base sta- tion (ICBS) . The antenna for the Sheriff's control station will be mounted on an existing structure and will require 75 feet of transmission line. The Centerville Police Department must be supplied with five mobile units • and two motorcycle units. The Police Department will use a remote control unit for the Sheriff's control station and another remote control unit for their own ICBS. The Police Department ICBS will be a 90 watt station with a top-mounted antenna on an existing 125 foot structure and will require 150 feet of transmission line. Shortly, some of you will be contacted by Motorola to start preparations for installations as each agency's full complement of equipment accumulates. Attached is a copy of the March pro- gress report from Motorola, Inc. Due to the order of shipment of various items by the subcontractors, a revised implementation schedule is required. That schedule will be published and dis- tributed during the first week of May. Further revisions of the schedule may be made as equipment arrival dictates. You are reminded that all equipment remains the property of Motorola until fi- nal acceptance by H-GAC. Our contract requires no maintenance work be done by anyone except authorized Motorola service stations and that no "foreign" equipment be interfaced with Motorola equipment until after final acceptance. Such actions would void all warranties on Motorola equipment. A copy of Motorola' s letter is attached. Motorola will shortly contact each agency to prepare for actual installation and to verify that: 1. FCC licenses are in order; 2. All required telephone lines are available; 3. Sites for fixed equipment will be available when needed; 4. Vehicles will be scheduled for mobile installation; 5. Vehicle antenna mounting is agreed upon. Deviations from the implementation schedule will occur when such deviation will expedite the completion of the regionwide system. The exact order of implementation for agencies will be dictated by a number of factors, for ex- ample delivery of equipment, which are beyond the control of H-GAC or. our .local Motorola representatives. Complete installation of each agency's part of the system will be expedited whenever possible. We appreciate your coop- eration and are available to help with problems and questions as they arise. We look forward to presenting a lengthy report of work in progress next month. March 28, 1974 Mr. Jack Steele Houston-Galveston Area Council 3701 West Alabama St. Houston, Texas 77027 Dear Sir: It has come to our attention that some of the entities in H-GAC may be contemplating the installation of some "foreign" equipment in their vehicles after they have had the H-GAC mobile installed. This so called "foreign" equipment includes such items as scramb- lers, scanners, etc. which need to be interfaced with the mobile. Furthermore, it appears that this equipment would be installed by other than Motorola sub-contractors. Motorola ' s position in this situation is firm and I believe you will concur with us. In order for Motorola to provide H-GAC with pre-acceptance and post acceptance warranty in accordance with our contract, "foreign" equipment that requires interface with the mobile should not be installed, nor should any other sub- contractor work on the equipment during this period. To do so would void the warranty on that unit. The single exception to this policy would be the vehicle siren, which has previously been discussed. PROGRESS TO DATE: Orders have been placed on the plant for all equipment approved in the initial CJC grant for all 81 entities. Portions of each entity order has been acknowledged by the plant and 32 entities have been completely acknowledged. Equipment is being"received daily at our warehouse, something in excess of $100, 000 worth of equipment has been received to date. Approximately $95, 000 has been confirmed by your inventory and our Invoices for 70% payment amounting to $66, 000. A considerable amount of equipment is in the warehouse for which we have not received invoices. PROJECTED PROGRESS: It is expected that approximately $500, 000 worth of equipment will be re- ceived within the next 30 days. I feel that. in this period of time that we will have enough equipment on hand to begin the installation of some selected entities which meet the following requirements, all equipment on hand, valid FCC license, phone lines where required and adequate electrical service at the specified locations. -continued- '14 „A a r. ! PROBLEMS: As of this date only 25 agencies have supplied us with copies of all of their granted licenses, 9 others have supplied 1 or 2 of an expected 3 or 4 applied for. Quite a few others have had to be resubmitted for corrections, when these corrections are approved we should be able to inventory all entities and determine which ones are not complete. Phone lines may be a problem, I have had inquiries from only about 3 phone co. representatives, however, many entities may have enough existing lines so that no change is required. I will be contacting all of the agencies where phone lines will be needed to determine what the individual status is. Jack, while it may appear that things are at a standstill, I believe this report indicates that is not the case. I am confident that within the next month things are going to begin to fall into place and progress. will be more noticeable. I trust this will serve to keep you informed as to project development.
