R2011-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPROVING AND ADOPTING THE GOALS PROMULGATED DURING THE CITY'S 2011 ANNUAL PLANNING WORKSHOP. WHEREAS, the City Council realizes the necessity of identifying primary goals and priorities to ensure the constant pursuit of improving the quality of life for the citizens of Pearland; and WHEREAS, the City Council held a workshop with City staff on March 19, 2011, at which time specific goals and objectives for the City's future were enumerated; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Council hereby adopts and embraces the 2011 City Council's Goals attached hereto as Exhibit "A". Continue to communicate through regular "State of the Finances Snapshot" Workshops. 4 Continue to implement proactive ways to share information with citizens. C. Continue effective approach to Budget preparation including a series of pre -budget workshops presenting comparative data from internal and external sources to understand impact of trends on revenue base. D. Take strategic approach to issuance of debt. 4 Include impact on debt ratio as part of each consideration. 4 Clarify whether consideration is from funded or "new" money. E. Continue to improve content of fiscal information in Executive Summaries for Council Agenda Items. F. Continue to identify and plan for "worst case scenarios" In Financial Forecasting. Finances (continued) G. Continue to explore opportunities to contract services. H. Survey health benefits to determine if we are consistent with benefits offered by other cities. III. Transportation A. Continue to efficiently execute the plan which is in place. B. Continue to build relationships with all stakeholders and actively lobby Elected Officials/TxD0T to ensure Pearland's priority transportation interests/ needs are met. 4 Impact of Port of Freeport on Highway 288. C. Consider preliminary engineering on McHard Road 5 mile gap corridor. D. Bring 1128 back for discussion. E. Staff take a proactive role in aggressively pursuing funding sources for regional transportation projects and enhancing effective communication between the City and funding/political entities to secure support and funding for Pearland's transportation needs. IV. Westside Library A. Explore partnering with private sector. 4 Consider changing trends in methods/use when evaluating the type of facility needed . Continue to look for economic opportunities to remain in pursuit of future goals. VIII. Regional Detention A. Conduct a workshop to review/re-evaluate long-term strategy. IX. Parks / Recreation A. Conduct a workshop on data and finances related to the Recreation Center. X. Animal Control Services A. Present a plan to conduct a comprehensive review of all ordinances. -i Consider impact from annexed areas. B. Explore feasibility of a Westside facility. XI. Other A.
