A RESOLUTION URGING THE TEXAS CONGRESSIONAL
DELEGATION TO REQUEST AND SUPPORT FUNDING FOR
THE U.S. ARMY CORPS OF ENGINEERS GENERAL RE-
EVALUATION REPORT ON CLEAR CREEK FOR THE FISCAL
YEAR 2011.
WHEREAS, the Clear Creek Watershed is a major Texas drainage artery
that drains 260 square miles, 47 linear miles, serving Harris, Brazoria, Fort Bend
and Galveston Counties and sixteen cities, many of which have experience
severe structural and non structural flooding over the past 29 years; and
WHEREAS, the watershed was impacted by Tropical Storm Alison
causing damages to over 3,000 residential structures along Clear Creek and its
tributary channels; and flood levels were recorded as the second highest to
devastate the watershed; and
WHEREAS, the population explosion that has occurred in recent years in
northern Brazoria County, northern Galveston County, and southern Harris
County has greatly impacted the effectiveness of waterway and drainage
facilities in this area; and
WHEREAS, the U.S. Army Corps of Engineers (Corps) Galveston
District's General Re- evaluation and Review (GRR) of the Clear Creek Project is
being finalized and additional funding is needed to complete the GRR and begin
design; and
WHEREAS, design and construction of the Clear Creek flood control
project has been fully authorized by Congress in the 1960's; and
WHEREAS, the President's proposed budget does not include funding for
this critical project; now therefore
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS:
Section 1. The City Council Supports funding for the completion of the
GRR for the Clear Creek Project and for funding required to begin design of the
project during the 2011 fiscal year.

Section 2. The City Council strongly encourages the Texas
Congressional Delegation to $3 million in funding for the General Re- evaluation
and Review, to complete the report and begin design in order to protect the
health, safety and welfare of the citizenry of the Texas Counties of Harris,
Brazoria, and Galveston.
