R2004-17 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPROVING WORK AUTHORIZATION #3 SUPPLEMENT #8 FOR ENGINEERING SERVICES ASSOCIATED WITH THE PEARLAND MOBILITY AND DRAINAGE BOND PROGRAM (WEST MARY'S CREEK DETENTION PROJECT). BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain contract by and between the City of Pearland and Turner, Collie and Braden, Inc., ("T C & B) for Program Management of the Pearland Mobility and Drainage Bond Program was authorized by the City Council on December 10, 2001. Section 2. That T C & B has developed work authorization #3 Supplement #8, which is attached hereto as Exhibit "A". Section 3. That Work authorization #3 Supplement #8 for engineering services associated with the West Mary's Creek Detention Project is hereby approved. City of Pearland 3519 Liberty Drive Pearland, TX 77581 Subject: Mary's Creek Detention Enhancement Study Dear Mr. Kneupper: Dannenbaum Engineering Corporation (Dannenbaum) is pleased to present this proposal for engineering services for the above-mentioned project. In March of 2003, Dannenbaum submitted its final report for the West Mary's Creek Regional Detention Facility. The report presented the analysis of the hydraulics of a proposed regional detention facility on West Mary's Creek between FM 1128 and Harkey Road. The report recommended a comprehensive study to investigate the cumulative effects of all the existing and proposed regional detention facilities on Mary's Creek. In particular, the report mentioned that the water surface elevation reductions presented in the final report will have an effect on the operation of the existing Southwest Environmental Center (SWEC) regional detention facility. In recent discussions with personnel from the City of Pearland (the City) it was brought to our attention that the City is in fact concerned about the mutual effects of the proposed West Mary's facility and the SWEC facility on one another. Moreover, the City indicated an interest in modifying the designs of both facilities in a way that would yield the best flood reduction benefits possible on Mary's Creek. Dannenbaum proposes a hydrologic and hydraulic study of the proposed West Mary's facility and the SWEC facility that would address the concerns mentioned above. The proposed study would make use of existing models of the Mary's Creek watershed, which include HEC-1 models of the Mary's Creek watershed, HEC~2 models of Mary's Creek and ICPR models of the proposed West Mary's Creek detention facility. In addition Dannenbaum will incorporate the proposed improvements to the Corrigan Subdivision (as-is) into the modeling effort described above. Klotz and Associates is currently conducting an Impact Study for sections of Magnolia drive from roughly SH-288 to Pearland Parkway. Dannenbaum will coordinate with Klotz and share information as required. Dannenbaum proposes the following scope of work: Mr. Doug Kneupper, P.E. Page 2 July 14, 2003 Revised December 22, 2003 PHASE I -Trial HydrOlogy and HydraUlics The current HEC-1 models do not reflect the simultaneous operation of the proposed West' Mary's facility and the existing SWEC facility. Therefore, Dannenbaum will need to modify the current models as follows: 1) Revise drainage sub-area boundaries and the location of HEC-1 nodes to accurately reflect the location of each detention facility. 2) Add information as necessary to incorporate the proposed Corrigan Subdivision improvements into HEC-1 (as-is). 3) Revise the Clark Unit Hydrograph parameters in the HEC-1 model to accommodate the changes to the drainage sub-area boundaries. 4) Develop trial diversion relationships based on the current weir inlet desig-ns for each facility. 5) Perform storage routing computations for the trial hydrologic conditions. 6) Develop HEC-1 hydrographs for the 3-Yr, 10-Yr, 25- Yr, and 100-Yr storm events for input into the ICPR model. 7) Compute the 3-Yr, 10-Yr, 25-Yr, and 100-Yr profiles in HEC-2 using the HEC-1 flows developed in the previous step. 8) Develop a trial rating curve for the Mary's Creek cross-section just upstream of the AT&SF railroad to serve asa downstream boundary condition for the ICPR model. 9) Extend the channel links in the ICPR model downstream to the AT&SF railroad. 10) Input the existing geometric and weir data for the SWEC facility into the ICPR model. 11)Input the appropriate trial boundary conditions and HEC-1 hydrographs into the ICPR model. 12) Run the 3-Yr, 10-Yr, 25-Yr, and 100-Yr simulations in the ICPR model. 13) Make any adjustments necessary to the ICPR model so that the peak stages and peak flows computed by ICPR are reasonably comparable to those computed by HEC-1 and HEC-2. 14) Compare the flow diversions computed for each facility in ICPR with the diversion G:\I 110EH HENGX3659-02-P earland\admin'qVlaryCrkDetOpt_Rev2.doc 12/23/2003 Mr. Doug Kneupper, P.E. Page 3 July 14, 2003 Revised December 22, 2003 relationship that was previously input into HEC-1 and make adjustments to the HEC-1 input as necessary. 15)Re-run the HEC-1 models for the 3-Yr, 10-Yr, 25-Yr, and 100-Yr storm events to accommodate the changes to the diversion relationships in the previous step. 16) Re-compute the 3-Yr, 10-Yr, 25-Yr, and 100-Yr profiles in HEC-2 using the HEC-1 flows developed in the previous step. 17) Prepare and submit a brief interim report to the City engineer with appropriate tables, graphs, and exhibits that summarize the results of the above analysis. Phase I of the proposed study will end with the completion of the above tasks. At this point the City will know the mutual effects of the proposed West Mary's facility and the SWEC facility on one another as they are currently designed. The City will be able to make an informed decision as to whether the designs should be altered to provide better flood reduction benefits. This will be addressed in Phase II of the proposed study. PHASE II - Enhanced Flood Reduction Benefits Analysis This phase of the study will focus on enhancing the flood reduction benefits on Mary's Creek by modifying the weir inlet structures of the proposed West Mary's facility and the SWEC facility. Dannenbaum proposes to work closely with City personnel to determine precise goals for enhanced flood reduction benefits on Mary's Creek. These goals may include working toward storing two- thirds of the combined detention volume for the 10-year storm event and at least maintaining or exceeding the current performance of the SWEC facility. Based on the results from this phase of the study Dannenbaum will recommend design modifications to the proposed West Mary's facility and the SWEC facility that would allow the achievement of those goals within reason. The following tasks are proposed for this phase of the study: 1) Meet with City personnel to establish goals for flood reduction benefits. 2) Determine appropriate modifications for the weir inlet of each facility. 3) Perform steps (9), (11) and (13) of the Phase I analysis to incorporate the modifications. 4) Perform storage-routing computations using HEC-1 and HEC-2. 5) Perform steps (14) and (15) of the Phase I analysis to incorporate modifications. 6) Prepare and submit a brief interim report to the City engineer with appropriate tables, graphs, and exhibits that summarize the results of the above analysis. Manager - Pearland Mobility and Drainage Bond Program 5757 Woodway Houston, Texas 77057 Proposal for Engineering Services Design, Bid, and Construction Phase Services for the Construction Plans for SWEC Detention Facility Outfall Modifications Dear Mr. Keller: Dannenbaum Engineering Corporation (DEC) is pleased to submit this proposal for providing engineering services for the development of construction drawings for the construction of SWEC detention facility outfall modifications along Mary's Creek in Pearland Texas. This project scope includes the preparation of construction drawings based on the results of the optimization hydraulic analysis to be done by DEC. This work includes the development of construction drawings for demolition of existing structure and reconstruction of control structures. DEC will also be available to answer questions, and provide additional information during the Bid and Construction Phases of the project. Based on the revised drainage analysis to be done under separate contract, modifications will likely be designed for the SWEC Detention Pond inlet structure downstream of the Mary's Creek Detention Pond. This revised budget estimate includes the construction drawings and cost estimates necessary to bid this project. The bid and construction phases can be handled under the original budget for West Mary's Creek. Any survey work, if needed, is assumed to be conducted by others. It is assumed that the SWEC weir modifications will be included in the construction plans set for West Mary's Creek Regional Detention, therefore, cover sheets and applicable details will not be duplicated. The following is a detailed summary of the proposed Scope of Work for the three (3) phases (Design, Bid, and Construction) of the project. The Pearland Mobility and Drainage Bond Program (PMDBP) through TC&B will be involved in each milestone of the project as outlined in the Scope of Work. Prepare final list of unit items with quantities. Prepare any contract specific specifications, and updates to PMDBP standards for items not covered in City of Pearland technical specifications. COMPENSATION We propose to provide the above Basic Services for a lump sum fee of $26,124.00. The attached spreadsheet provides the estimated personnel categories and hours required to provide the Basic Services. PROJECTSCHEDULE Dannenbaum Engineering Corporation is prepared to begin work immediately after execution of the contract and notice to proceed. The duration of the project is 90 calendar days. See the attached schedule. Note that schedule does not include time waiting for soils or survey information and revie;v time by PMDBP, or other unforeseen delays. Attached is a "Summary of Work" which provides the estimated hours required for each milestone category that includes the Basic Services. Cost associated with property or easement descriptions, boundary surveys or plats are not included in any of the above costs. Should those services be necessary, the associated engineering services will be considered additional services and invoiced on an hourly basis.
