RESOLUTION NO. 75-29 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, REAFFIRMING PREVIOUS ACTION AND POSITION TAKEN BY RESOLUTION NO. 37, ADOPTED UNDER DATE OF MAY 22, 1969, ON THE WESTERN ROUTE OF THE ALVIN-HOUSTON EXPRESSWAY. WHEREAS, the governing body of the City of Pearland, Texas, on the date of May 22nd, 1969, did duly pass a Resolution wherein they favored the locating and routing of the Alvin -Houston Expressway on the West side of State Highway 35 in and near the City of Pearland, County of Brazoria, State of Texas; and WHEREAS, the governing body of the City of Pearland .on the date of this Resolution reaffirms the action taken by Resolution No. 37, and hereby express that they believe that the public interest, service, necessity and welfare can best be served and advanced by recommending to the appropriate State Officials that the location and routing of the Alvin - Houston Expressway should be on the West side of State Highway 35 in and near the•City of Pearland; NOW THEREFORE, BE IT RESOLVED by the governing body of the City of Pearland, Brazoria and Harris Counties, Texas: That the said City by this action does by these presents reaffirm Resolution No. 37 favoring the locating and routing of the Alvin -Houston Expressway on the West side of State Highway 35 in and near the City of Pearland, Texas PASSED AND APPROVED by the City Council on this day of ;:1rm.€P/ , A. A. Nelson Auditorium at 2337 North' Galveston Avenue in Pearland for the purpose of discussing alternate routes and designs of the proposed relocation of State Highway 35 between Almeda-Genoa Road in Houston and Spur 409 North of Alvin. The Draft Environmental Impact State- ment for this project is being circulated in ac- cordance with Federal Highway Administration guidelines. At the public hearing, two possible routes will be presented, one east and one westofthe City of Pearland. For either route, the proposed design would provide a fully controlled access freeway on a usual right of way width of 420' with eightmain lanes separated by a 76-foot median from Almeda-Genoa Road to south of F.M.518 and continuing south to Spur 409 with six main lanes divided by a 100-foot median. Diagrammatic layouts, drawings, and exhibits showing the proposed preliminary locations and geometric design along with the Draft Environmen- tal Impact Statement to be displayed at this formal public hearing and any other available in- formation about the proposed project are on file and available for copying at the offices of Mr. Omer F. Poorman, District Engineer, at 7721 Wash- ington Avenue in Houston and Mr. Virgil Schultz, Supervising Resident Engineer, on F.M. 1959 be- tween the Gulf Freeway (I.H. 45) and Old Galves- ton Road (S.H. 3) southeast of Houston. The State's Relocation Assistance Program, the benefits and services for displacees, and infor- mation concerning the relocation assistance of- fice will be discussed. Tentative schedules for right of way acquisition and construction will be discussed. All interested citizens are invited to attend this public hearing. IT APPEARS THAT WE ARE ONCE AGAIN GATHERED TO TRY AND RESOLVE THE LOCATION OF THE ALVIN-HOUSTON EXPRESSWAY. ON PAGE ONE OF THE T. H.D. ENVIRONMENTAL IMPACT STATEMENT, YOU STATE THAT THE PURPOSE OF THIS CONTROLLED ACCESS FACILITY IS TO "IMPROVE TRAFFIC SERVICE BETWEEN ALVIN AND HOUSTON . " As A CONTROLLED ACCESS FACILITY, THIS PROPOSED ROAD IS NOT LIKE THE ONE CONSTRUCTED THROUGH ALVIN IN THAT IT HAS BEEN DESIGNED WITHOUT ACCESS ROADS . WITHOUT THESE ACCESS ROADS, THE ABUTTING PROPERTY OWNERS WILL HAVE NO OPPORTUNITY TO DEVELOP THEIR LAND AS "COMMERCIAL TRACTS" SERVICED WITH "FREEWAY" ACCESS . IN 1960 WHEN THE T. H .D. BEGAN ITS PRELIMINARY PLANNING OF THIS FACILITY, THE POPULATION OF ALVIN, TEXAS WAS 5,643 AND THE CITY OF PEARLAND WAS JUST A WIDE SPOT IN THE ROAD WITH A POPULATION OF 1,497, AT THE TIME OF THE LAST PUBLIC HEARING IN 1967, THE POPULATION OF ALVIN WAS APPROXIMATELY 10,200, WHILE THE POPULATION OF PEARLAND HAD GROWN TO APPROXIMATELY 5,000 PEOPLE . TODAY THE ESTIMATED POPULATION OF ALVIN IS 14,000, AND THE ESTIMATED POPULATION OF PEARLAND IS 9,500. THE POINT IS, THAT MANY COMMUNITY CHANGES HAVE OCCURRED SINCE 1960, AND EVEN MORE SINCE 1967, OUR COMMUNITY IS GROWING AT A PHENOMENAL RATE. IN THE PAST 12 MONTHS OVER $12,000,000, 00 IN NEW CONSTRUCTION HAS OCCURRED IN OUR CITY AND MUCH OF THE LAND WHICH WAS UNDEVELOPED IN 1960 AND 1967 IS NOW COMMERCIALLY, INDUSTRIALLY, AND RESIDENTIALLY DEVELOPED. IT APPEARS TO ME THAT THE DESIGN OF THE FACILITY THROUGH PEARLAND IS BASED ON THE NEEDS OF 1960 AND NOT 1980, BEING MAYOR OF A MAJOR GROWTH CENTER IS DIFFICULT ENOUGH WITHOUT HAVING TO COPE WITH THE ADDITIONAL PROBLEMS OF A NEW MAJOR ROAD FACILITY WITH DESIGNED OBSOLESCENCE. BOND FUNDS WHICH WERE AVAILABLE FOR LAND PURHCASE SIX AND ONE-HALF YEARS AGO ARE STILL AVAILABLE BUT THE COST OF THE LAND HAS INCREASED TO SUCH AN EXTENT THAT THIS AVAILABLE AMOUNT IS NO LONGER ADEQUATE, AND BEFORE THE ALVIN-HOUSTON EXPRESSWAY CAN BECOME A REALITY, ADDITIONAL FUNDS WILL HAVE TO BE VOTED. NOT ONLY FOR LAND PURCHASE, BUT PLSO FOR THE RELOCATION OF THE FAMILIES AND BUSINESSES LOCATED WITHIN THE PROPOSED RIGHT-OF-WAY CORRIDOR. I WOULD NOW LIKE TO COMMENT ON WHAT OUR CITY COUNCIL FEELS IS THE BEST FOR THE FUTURE DEVELOPMENT OF THE CITY OF PEARLAND. * (READ RESOLUTION No. 75-29) . OUR DECISION FAVORING THE WESTERLY ROUTE WAS PREDICATED UPON THE FOLLOWING FACTS : (1) THE EASTERLY ROUTE WILL DIVIDE THE CITY OF PEARLAND'S CORPORATE MASS INTO TWO PARTS. (2) THE EASTERLY ROUTE WILL REMOVE APPROXIMATELY 420 ACRES FROM THE TAX ROLLS OF THE CITY OF PEARLAND. To GIVE YOU AN IDEA OF THIS IMPACT, LET US ESTIMATE THAT THIS LAND HAS A MARKET VALUE OF $4,000 PER ACRE. AT OUR CURRENT CITY ASSESSMENT RATIO AND TAX RATE THIS WOULD EQUATE TO A $13,104. 00 PER YEAR MONITARY LOSS - THIS LOSS IS FOREVER. (3) THE EASTERLY ROUTE, AS PRESENTLY DESIGNED, WILL ONLY AFFORD INGRESS AND EGRESS TO OUR CITIZENS AT THREE POINTS IN APPROXIMATELY 4. 5 MILES OF ROAD LENGTH, (4) THE EASTERLY ROUTE WILL SERIOUSLY AFFECT THE EAST-WEST TRAFFIC FLOW THROUGH OUR CORPORATE LAND MASS BY MAKING ONLY FIVE CROSSINGS AVAILABLE IN 4. 5 MILES OF ROADWAY. (5) THE EASTERLY ROUTE WILL REQUIRE THE CITY OF PEARLAND TO EXPEND BETWEEN $137,800 AND $369,000 DOLLARS FOR EXISTING UTILITY RELOCATION . AN ESTIMATE WAS PREPARED FOR US BY YOUR DEPARTMENT BY LETTER DATED JUNE 11, 1975. THIS ESTIMATE OFFERS TWO SOLUTIONS TO THE RELOCATION OF OUR 27 INCH MAIN SEWER LINE TO WASTE TREATMENT PLANT No. 2. WE QUESTION THE ADVISABILITY OF PROPOSAL "1" TO FACILITY "4", IN THAT 700 FEET OF LINE WOULD BE INSTALLED WITHOUT ANY ELEVATION DEFERENTIAL. IN ADDITION TO THE LINE RELOCATION DISCUSSED IN THE JUNE 11, ESTIMATE, THE CITY HAS INSTALLED TWO ADDITIONAL SANITARY SEWER LINES ACROSS THE PROPOSED EASTERLY ROUTE WHICH WILL REQUIRE CONSTRUCTION ADJUSTMENTS . I CAN ONLY ASSUME THAT THESE ADDITIONAL COSTS WOULD BE COMPARABLE FOR LIKE SIZE LINES MENTIONED IN THE ESTIMATE. (6) THE EASTERLY ROUTE WILL REQUIRE THE CITY OF PEARLAND TO EXPEND AN UNDETERMINED SUM FOR BOTH WATER AND SEWER CROSSINGS - 2 - Ammik ACROSS THE FREEWAY ROUTE IN ANTICIPATION OF THE DEVELOPMENT OF UNIMPROVED LAND. THE SIZING AND LOCATION OF THESE LINES WOULD BE EXTREMELY DIFFICULT TO ESTIMATE AT THE PRESENT TIME . (7) THE EASTERLY ROUTE WILL REQUIRE A MAJOR REVISION TO THE CITY'S LAND USE AND URBAN DEVELOPMENT PLAN . (8) THE EASTERLY ROUTE WILL REQUIRE THAT PEOPLE, LIVING IN THE UN-INCORPORATED AREAS WEST OF PEARLAND, UTILITZE, TO EVEN A GREATER EXTENT, THE OVERLOADED STREETS AND ROADWAYS LEADING FROM WEST TO EAST. (9) THE EASTERLY ROUTE WILL, ACCORDING TO YOUR DESIGN, REQUIRE THE CONSTRUCTION OF TWO ADDITIONAL OVERPASSES OVER HWY 35 AND THE SANTA FE RAILWAY TRACKS NORTH AND SOUTH OF PEARLAND. THE EASTERLY ROUTE WILL COST AN ADDITIONAL TEN MILLION DOLLARS ACCORDING TO YOUR ESTIMATES EXPRESSED IN THE ENVIRONMENTAL IMPACT STATEMENT. LET ME BE THE FIRST TO AGREE THAT OUR CITY NEEDS RELIEF FROM THE DEPLORABLE TRAFFIC CONDITIONS ON STATE HWY 35, THE PEARLAND CITY COUNCIL, THE BRAZORIA COUNTY COMMISSIONERS COURT AND THE BRAZORIA COUNTY CITIES ASSOCIATION ARE ON RECORD AS FAVORING THE WESTERLY ROUTE. THE TEXAS HIGHWAY COMMISSION AGREED WITH THE PEARLAND CITY COUNCIL AND THE COMMISSIONERS COURT THAT THE WESTERLY ROUTE WAS THE MORE DESIRABLE OF THE TWO. THE CONCURRENCE IS EXPRESSED IN A TEXAS HIGHWAY COMMISSION MINUTE ORDER No, 63415 IN FEBRUARY OF 1970. THIS MINUTE ORDER IS STILL IN EFFECT AT THIS TIME. Poorman District Engineer District No. 12 SP/jc Attachment Revised June 11, 1975 Detailed Cost Estimate for the Relocation of the City of Pearland' s Water and Sewer Facilities in conflict with the proposed East Route of SH 35, Alvin Freeway • Facility No. 1 - Six inch transite water line in the right of way of SH 35 north of Pearland. This adjustment will consist of re- placing and lowering approximately 600 feet of 6 . inch transite water line and placing it in. a 10 . inch : 250 wall thickness casing. Material, contract cost and engineering amount to $22. 60 a foot, for a total cost of $13,600.00. Due to being in public right of way, the' costs are not eligible for reimbursement. Facility No. 2 - An 8 inch transite water line in the right of way of Knapp Road. Work accomplished by this adjustment will be to lower approximately 600 feet of 8 inch transite water line and place it in a 12 inch . 250 wall thickness casing across the entire right of way. Material, contract cost and engineering amount to a per foot cost of $32.00, for a total cost of $19,200.00. Due to being in public right of way, this work is not eligible for reimbursement. Facility No. 3 - 10 inch transite water line on private right of way - parallel to FM 518. The work to be done in the course of this adjustment will be to lower and replace the entire crossing placing the 10 inch transite water line in a 16 inch . 250 wall casing. Material, contract cost and engineering amount to $40.00 a foot for a total cost of $111,000.00 for which the cost incurred by this relocation will be reimbursable to the City of Pearland. Facility No. 4 - Proposal No. 1 - 27 inch transite sewer line, gravity flow. This adjustment will comprise of rerouting approximately 700 feet of the 27 inch transite sewer line around the bridge structure- at proposed Hughes Ranch Road. Material, contract cost and engineering are $150.00 a foot or a total adjustment cost of $105,000.00. Facility No. 4 - Proposal No. 2 - 16 inch cast iron pressured crossing encased in a 24 inch . 250 wall casing and a lift station to replace the 27 inch gravity flow sewer line listed in Item 4, Proposal 1 above. The wet well for the lift station will be approximately 10 feet by 12 feet by 25 feet deep and the maximum flow of the 27 inch gravity sewer line would require approximately 4,000 gallons per minute capacity pumps. It will be necessary to encase the 16 inch cast iron line crossing the freeway in that it is a pressured crossing. This adjustment will also consist of laying 1,000 feet of 16 inch cast iron pipe encased in a 22 inch casing at a cost of $41.00 per foot or a total crossing cost of $41,000.00. A lift station to accommodate the 27 inch gravity flow sewer line including labor, material and equipment will be $102,000.00. Engi- neering in the amount of $14, 200.00 which gives a total cost for the lift station and crossing of $157, 200.00. Estimate repairs, replacement and maintenance in the amount of $6,000.00 per year, minimum, times a 30 year life of the entire facility for a total of $180,000.00. Total cost to the City and State at the end of the 30 year life expect- ancy of the lift station $337,200.00, say $337,000.00. Total Re-Cap of Item 4, Proposals 1 and 2. Total cost of the highway crossing adjusted on the basis of replacing the 27 inch main with the lift station based on a 30 year cost is $337,000. 00.
