RESOLUTION NO. 76-1
DESIGNATION OF JOINT REPRESENTATIVES
HOUSTON-GALVESTON AREA COUNCIL
EXECUTIVE COMMITTEE
1976,
BE IT RESOLVED, by the Mayor and City Council of CITY OF PEARLAND
acting jointly with other home rule cities under 25,000 population according
to the 1970 Census which are located within the area served by the Houston
Galveston Area Council, and such cities being members of the Houston -Galveston
Area Council, that Councilman Asa Yeamans and Mayor Benjamin Babovec be,
and they are hereby, designated as the representatives to the Executive Com-
mittee of the Houston -Galveston Area Council for the year 1976.
FURTHER THAT, the official Alternates authorized to serve as our
representatives to the Executive Committee should either or both of the here-
inabove named representatives become ineligible or if either or both of such
representatives resign, are CouncilmanTom Reid as Alternate for Councilman
Asa Yeamans and Mayor Leo Poye as Alternate for Mayor Benjamin Babovec.
THAT, the Executive Director of the Houston -Galveston Area Council be
notified of the designation of the hereinabove named delegates and alternates.
PASSED AND ADOPTED, this the 12 day of January , 197 6.

TO: Member Home Rule Cities
SUBJECT: Confirmation of results of Caucus Meeting held December 3, 1975
DATE: December 4, ! 1975

At the Caucus Meeting of the representatives to the General Body of the
Houston-Galveston Area Council from the member Home Rule Cities of under
25,000 population, the following delegates to the Executive Committee were
chosed:
Representative -- Councilman Asa Yeamans of Alvin
Alternate -- Alderman Tom Reid of Pearland
Representative -- Mayor Benjamin Babovec of Rosenberg
Alternate -- Mayor Leo Poye of Missouri City
It is requested that the attached resolution be presented to your city
council at the earliest opportunity. If the above meets with their approval,
please return one iexecuted copy of this designation.
Please call Nancie Roach of the Area Council staff if there are any problems
or questions.

RESOLUTION
WHEREAS , the City of Pearland, Texas , and other Texas
cities have heretofore witnessed difficulty in obtaining
competitive bids for public employee life, accident, and health
insurance.; and -
WHEREAS , past bids received and past premiums paid, for
employee life, accident, and health coverage, have indicated
an ever rising cost and steady drain of needed tax dollars ;
and
WHEREAS, the City of Pearland, Texas , and other Texas
cities have further found it ever increasingly difficult to
obtain motor vehicle liability coverage without being referred
to the Assigned Risk Pool for basic limits and then forced to
contract with other Insurance Companies for excess coverage so
as to meet minimum State liability requirements ; and
WHEREAS , the City of Pearland, Texas , and other Texas
cities have also found it increasingly difficult to obtain
general liability insurance; and
WHEREAS, all Texas cities that have participated in the
Texas Municipal League in the Workman' s Compensation Insurance
Program have enjoyed both acceptable rates and excellant claim
service;
NOW THEREFORE BE IT RESOLVED, that the Board of Directors
of the Texas Municipal League bring forward for discussion
and action, the report of the previously appointed Texas
Municipal League' s Investigation and Study Committee on Insui-
ance, and the facts set forth in the preamble of this resolu(:ion,;
at its Annual Conference to be held in Dallas on November 14-L'
