R2011-026 - 2011-02-28A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING A CONTRACT FOR ENGINEERING SERVICES ASSOCIATED WITH THE OLD ALVIN WATERLINE PROJECT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain contract for design services associated with the Old Alvin Waterline Project, a copy of which is attached hereto as Exhibit "A" and made a part hereof for all purposes, is hereby authorized and approved. Section 2. That the City Manager or his designee is hereby authorized to execute and the City Secretary to attest a contract for design services associated with the Old Alvin Waterline Project. R2011 -26 0 TOM REID MAYOR CONTRACT FOR PROFESSIONAL SERVICES SECTION I SERVICES OF THE CONSULTANT Exhibit "A" Resolution No. R2011 -26 THIS CONTRACT is entered into on Feb. 28 2011 by and between the City of Pearland "CITY and Charles D. Gooden Consulting Engineers, Inc. "CONSULTANT The CITY engages the CONSULTANT to perform professional services for a project known and described as Old Alvin Road Water Line_ "PROJECT (Project WA1101) The CONSULTANT shall perform the following professional services to CITY standards and in accordance with the degree of care and skill that a professional in Texas would exercise under the same or similar circumstances: A. The CONSULTANT shall provide design phase services, bid phase services and construction administration services. See Exhibit A, attached, for a detailed SCOPE OF WORK and PROJECT schedule. The PROJECT schedule shall be submitted in digital and hard copy form in the Microsoft Project for Windows format. B. The CONSULTANT shall prepare and submit a detailed opinion of estimated cost of the PROJECT. C. The CONSULTANT acknowledges that the CITY (through its employee handbook) considers the following to be misconduct that is grounds for termination of a CITY employee: Any fraud, forgery, misappropriation of funds, receiving payment for services not performed or for hours not worked, mishandling or untruthful reporting of money transactions, destruction of assets, embezzlement, accepting materials of value from vendors, or consultants, and/or collecting reimbursement of expenses made for the benefit of the CITY. The CONSULTANT agrees that it will not, directly or indirectly; encourage a CITY employee to engage in such misconduct. D. The CONSULTANT shall submit all final construction documents in both hard copy and electronic format. Plans shall be AutoCAD compatible and all other documents shall be Microsoft Office compatible. The software version used shall be compatible to current CITY standards. Other support documents, for example, structural calculations, drainage reports and geotechnical reports, shall be submitted in hard copy only. All Record Drawings electronic files shall be submitted to the CITY in TIF format. E. The CONSULTANT recognizes that all drawings, special provisions, field survey notes, reports, estimates and any and all other documents or work product generated by the CONSULTANT under the CONTRACT shall be delivered to the CITY upon request, shall become subject to the Open Records Laws of this State. The CONSULTANT shall procure and maintain for the duration of this Agreement, insurance against claims for injuries to persons, damages to property, or any errors and omissions relating to the performance of any work by the CONSULTANT, its agents, employees or subcontractors under this Agreement, as follows: (1) Workers' Compensation as required by law. (2) Professional Liability Insurance in an amount not less than $1,000,000 in the aggregate. (3) Comprehensive General Liability and Property Damage Insurance with minimum limits of $1,000,000 for injury or death of any one person, $1,000,000 for each occurrence, and $1,000,000 for each occurrence of damage to or destruction of property. (4) Comprehensive Automobile and Truck Liability Insurance covering owned, hired, and non -owned vehicles, with minimum limits of $1,000,000 for injury or death of any one person, $1,000,000 for each occurrence, and $1,000,000 for property damage. The CONSULTANT shall include the CITY as an additional insured under the policies, with the exception of the Professional Liability Insurance and Workers' Compensation. Certificates of Insurance and endorsements shall be furnished to the CITY before work commences. Each insurance policy shall be endorsed to state that coverage shall not be suspended, voided, canceled, and /or reduced in coverage or in limits "Change in Coverage except with prior written consent of the CITY and only after the CITY has been provided with written notice of such Change in Coverage, such notice to be sent to the CITY either by hand delivery to the City Manager or by certified mail, return receipt requested, and received by the City no fewer than thirty (30) days prior to the effective date of such Change in Coverage. Prior to commencing services under this CONTRACT, CONSULTANT shall furnish CITY with Certificates of Insurance, or formal endorsements as required by this CONTRACT, issued by CONSULTANT'S insurer(s), as evidence that policies providing the required coverage, conditions, and limits required by this CONTRACT are in full force and effect. The CONSULTANT shall indemnify and hold the CITY, its officers, agents, and employees, harmless from any claim, loss, damage, suit, and liability of every kind for which CONSULTANT is legally liable, including all expenses of litigation, court costs, and attorney's fees, for injury to or death of any person, for damage to any property, or errors in design, any of which are caused by the negligent act or omission of the CONSULTANT, his officers, employees, agents, or subcontractors under this CONTRACT. H. All parties intend that the CONSULTANT, in performing services pursuant to this CONTRACT, shall act as an independent contractor and shall have control of its own work and the manner in which it is performed. The CONSULTANT is not to be considered an agent or employee of the CITY. SECTION II PERIOD OF SERVICE This CONTRACT will be binding upon execution and end upon completion of the project but not to exceed 18 months. SECTION III CONSULTANT'S COMPENSATION A. The method of payment for this CONTRACT is Lump Sum for Design Engineering Services, with Bid and Construction Phase Services based on hourly not to exceed rates plus reimbursable expenses. Total compensation for the services performed shall not exceed $319,220.00. B. The CITY shall pay the CONSULTANT in installments based upon monthly progress reports and detailed invoices submitted by the CONSULTANT subject to the following limitations: 1. Prior to approval of the design 60% plans, payments to the CONSULTANT shall not exceed 60% of the total CONTRACT amount. 2. Prior to approval of the final design documents, payments to the CONSULTANTS shall not exceed 90% of the total CONTRACT amount. The final approval and payment will be made within a reasonable period of time regardless of the project construction schedule. B. The CITY shall make payments to the CONSULTANT within thirty (30) days after receipt and approval of a detailed invoice. Invoices shall be submitted on a monthly basis. Design 3 of 6 Dl. Revised 2/10 SECTION IV THE CITY'S RESPONSIBILITIES A. The CITY shall designate a project manager during the term of this CONTRACT. The project manager has the authority to administer this CONTRACT and shall monitor compliance with all terms and conditions stated herein. All requests for information from or a decision by the CITY on any aspect of the work shall be directed to the project manager. B. The CITY shall review submittals by the CONSULTANT and provide prompt response to questions and rendering of decisions pertaining thereto, to minimize delay in the progress of the CONSULTANT'S work. The CITY will keep the CONSULTANT advised concerning the progress of the CITY'S review of the work. The CONSULTANT agrees that the CITY'S inspection, review, acceptance or approval of CONSULTANT'S work shall not relieve CONSULTANT'S responsibility for errors or omissions of the CONSULTANT or its sub consultant(s) or in any way affect the CONSULTANT'S status as an independent contractor of the CITY. SECTION V TERMINATION A. The CITY, at its sole discretion, may terminate this CONTRACT for any reason with or without cause by delivering written notice to CONSULTANT personally or by certified mail at 2320 Holmes Road, Suite A, Houston, Texas 77051. Immediately after receiving such written notice, the CONSULTANT shall discontinue providing the services under this CONTRACT. B. If this CONTRACT is terminated, CONSULTANT shall deliver to the CITY all drawings, special provisions, field survey notes, reports, estimates and any and all other documents or work product generated by the CONSULTANT under the CONTRACT, entirely or partially completed, together with all unused materials supplied by the CITY on or before the 15 day following termination of the CONTRACT. C. In the event of such termination, the CONSULTANT shall be paid for services performed prior to receipt of the written notice of termination. The CITY shall make final payment within sixty (60) days after the CONSULTANT has delivered to the CITY a detailed invoice for services rendered and the documents or work product generated by the CONSULTANT under the CONTRACT. D. If the remuneration scheduled under this contract is based upon a fixed fee or definitely ascertainable sum, the portion of such sum payable shall be proportionate to the percentage of services completed by the CONSULTANT based upon the scope of work. In the event this CONTRACT is terminated, the CITY shall have the option of completing the work, or entering into a CONTRACT with another party for the completion of the work. F. If the CITY terminates this CONTRACT for cause and/or if the CONTRACTOR breaches any provision of this CONTRACT, then the CITY shall have all rights and remedies in law and /or equity against CONSULTANT. Venue for any action or dispute arising out of or relating to this CONTRACT shall be in Brazoria County, Texas. The laws of the State of Texas shall govern the terms of this CONTRACT. The prevailing party in the action shall be entitled to recover its actual damages with interest, attorney's fees, costs and expenses incurred in connection with the dispute and /or action. CONSULTANT and CITY desire an expeditious means to resolve any disputes that may arise between under this CONTRACT. To accomplish this, the parties agree to mediation as follows: If a dispute arises out of or relates to this CONTRACT, or the breach thereof, and if the dispute cannot be settled through negotiation, then the parties agree first to try in good faith, and before pursuing any legal remedies, to settle the dispute by mediation of a third party who will be selected by agreement of the parties. SECTION VI ENTIRE AGREEMENT This CONTRACT represents the entire agreement between the CITY and the CONSULTANT and supersedes all prior negotiations, representations, or contracts, either written or oral. This CONTRACT may be amended only by written instrument signed by both parties. SECTION VII COVENANT AGAINST CONTINGENT FEES The CONSULTANT affirms that he has not employed or retained any company or person, other than a bona fide employee working for the CONSULTANT to solicit or secure this CONTRACT, and that he has not paid or agreed to pay any company or person, other than a bona fide employee, any fee, commission, percentage brokerage fee, gift, or any other consideration, contingent upon or resulting from the award or making of the CONTRACT. For breach or violation of this clause, the CITY may terminate this CONTRACT without liability, and in its discretion, may deduct from the CONTRACT price or consideration, or otherwise recover, the full amount of such fee, commission, percentage brokerage fee, gift, or contingent fee that has been paid. Design 5 of 6 DI. Revised 2/10 SECTION VIII- SUCCESSORS AND ASSIGNS This CONTRACT shall not be assignable except upon the written consent of the parties hereto. Project Goal Per suggestions from its most current water modeling, the City of Pearland proposes to construct a 13,200 linear foot, 20 -inch diameter distribution water line from McHard Road to John Lizer Road along Old Alvin Road. All existing service lines along the project alignment will be connected to the new 20 -inch line. On the north end of the project, the new water line will tie into a 20 -inch line originating from the City of Pearland Water Plant. The tie in location will be in the southwest corner of the intersection of Old Alvin Road and McHard Road. On the south end of the project, the new line will tie into an existing 20 -inch water line which is presently stubbed out in the northeast corner of the intersection of John Lizer Road and Old Alvin Road. Additional Concerns to be addressed in Preliminary Design Phase Right -of -Way Easements 1. According to an interlocal agreement Old Alvin Road must be 4 lanes wide within 4 years between McHard Road and East Orange Street. During design of the new water distribution line, CDGCE should take into account the requirement for additional right -of -way for the proposed four (4) lane road. 2. Old Alvin Road Bridge is currently five (5) lanes wide across Town Ditch. 3. The City owns right -of -way for the extension of Halik Road. CDGCE shall provide a 6" stub out on the north side of the right -of -way for future development. 4. CDGCE should consider recommending easements for utilities where required along the project alignment. The new 20 -inch water line shall be tied into all service lines along the project alignment 2. An existing 12 -inch PVC water line between Broadway and East Orange St. will be abandoned as part of this project. 3. An existing 10 -inch asbestos concrete (A.C.) water line between Orange St. and McHard Rd. will be abandoned as part of this project. Elevated Crossings 1. There will be elevated crossings at Town Ditch and Mary's Creek. The crossings will be designed for the ultimate section of each waterway. Project Team Scope of Services CDGCE shall follow the City of Pearland's Standard Scope of Services for Utilities Projects. This scope of services comes directly from the City of Pearland Project Delivery Model, Second Edition (2010). CDGCE's scope of services is detailed in Exhibit A. Revised 7/08 BASIC SERVICES: The Consultant shall render the following professional engineering services to the OWNER in connection with the construction of the Project. Preliminary Design Phase Services 1. Data Collection a) Attend Design Kick -Off meeting with City. i. Review City informational resources and make arrangements to obtain these. ii. Discuss objectives of project and adjacent projects. b) Procure such additional data as required through other services and /or sub consultants. c) Provide survey (metes, bounds topo) info Geotechnical data as required. Environmental if required. 2. Prepare and Submit Preliminary Engineering Report (PER), consisting of, but not limited to: i. Route Study exploring at least two alternative routes alignments. ii. Recommendation for one route. iii. Proposed construction methodology and materials. iv. Cost estimate with 15% contingency. v. 30% Plans consisting of Plan Profile Topographic Survey with parcel data vi. Analysis of Utility Relocation Effort required in notification of utility companies. vii. Preliminary parcel map identifying any required Right of Way (ROW) or easements along with property owner data. viii. Review, consolidate and prepare written response to City's review committee. ix. Review report per comments and submit final former report. Design 2 of 5 D10. Revised 7/08 Design Phase Services a) Prepare Construction Plans and Specifications b) Cost Estimates i. Submit for review detailed construction plans at 60% 90% (along with specifications form at 60% include bid form completed "front end documents" at 90 ii. Submit 60% 90% plans to Utility companies and coordinate work for relocation by others. iii. Coordinate with external regulatory and permitting agencies, including but not limited to, TXDOT, Brazoria DD #4 Harris County Flood Control USACE (US Army Corp of Engineers). iv. Provide Traffic Control plan and SWP3 plans and spec's if required. v. Submit plans for City Engineer's signature. vi. Prepare bid sets for distribution to plan houses and bidders. Design 3 of 5 D10. Revised 7/08 Bid Phase Services 1. Bid Phase Services a. Provide Notice to Bidders (NTB) to the Project Manager. City is responsible for advertising. b. Reproduce and disseminate bid sets to Dodge, AGC, ABC, Amtek and (2) two sets to the City [PM (1), Purchasing (1) and interested bidders] c. Distribute (including the sale of) plans to interested bidders i. Keep record of plan holder's list d. Chair pre -bid meeting and attend Bid Opening e. Respond in writing to questions from bidders and prepare adenda as necessary. f. Assist with design of Bid Proposal* g. Prepare Engineer's Recommendation of Award Letter that includes the following required content: i. Check for math errors and reconcile any mathematical discrepancies ii. Review for unbalance bid items iii. Certified Bid Tabulation including Engineer's estimate iv. Review of contractor's financial standing and references provided v. Explanation of discrepancies between the Engineer's estimate and bids vi. Recommendation to award 2. Attend City Council meeting and recommendation for award of Contract for Construction. 3. Produce and transmit to selected contractor five (5) sets of project manuals ready for execution with City's Notice of Intent to Award (NOI) *This is the use of bid strategies to attain lowest possible prices for work, use of alternatives, etc. Design 4 of 5 DIO. Attend monthly progress meetings with Construction Manager, Contractor City of Pearland ID. Review approve monthly pay applications coordinating with Construction Manager v. Provide interpretive guidance for Contractor, Construction Manager in resolution of problems vi. Coordinate with Construction Manager to review progress of work for Substantial Completion; with production of punch list; substantiation that items are completed; and issue both Certificate of Substantial Completion Final Acceptance vii. Issue letter to City recommending acceptance release of final payment viii. Coordinate contracts, CM /CI to provide complete record of As- Builts ix. This proposal outlines our understanding of the scope of the project and presents our approach and our fees for providing the investigation. The proposal is revised to revise the number of borings. The project involves construction of a new waterline along Old Alvin Road from McHard Road to John Lizar Road in Pearland, Texas. The length of the project alignment is about 13,200 linear feet approximately. The waterline will be constructed on the west side of Old Alvin Road. We understand that the project also includes two elevated crossings, one over Town Ditch and the other over Mary's Creek. A geotechnical investigation was performed by Terracon in December 2006 on Old Alvin Road between McHard Road to Plum Street. Subsurface soil information from this report will be utilized in our geotechnical investigation The purpose of this study is to provide design and construction recommendations for the proposed waterline construction. Scope of Work This investigation will be performed in general accordance with the City of Pearland's 2010 Project Delivery Model (PDM). We propose to drill thirteen (13) 15 -foot borings for the waterline and four 40 -foot borings for the elevated crossings. The waterline borings will be spaced at approximately intervals not exceeding 500 feet, and the borings near the ditches will be drilled on either side of crossings. The borings will be drilled according to ASTM standards. Mr. Charles Gooden, Jr. HG1019721 February 17, 2011 We are planning to convert a maximum of three borings (one 15 -foot and two 30 -foot) to piezometers based on water levels encountered during drilling. The 30 foot borings will be installed at the locations of elevated crossings. Groundwater levels in the piezometers will be obtained 24- hours after initial installation and after 30 days of installation. The piezometers will be abandoned after taking the final water level readings. When necessary, the pavement will be cored at the borehole locations prior to drilling and pavement thickness information obtained from the cores will be included in the report. We made our best estimate for the number of pavement cores. Traffic control will be used during the field operations when needed. All boreholes will be backfilled with cement grout by tremie method to the full depth. The borings will be used to determine site stratigraphy and to obtain samples for laboratory testing. All the field and laboratory tests will be performed according to ASTM standards, where applicable, or with other well established procedures. Results of the field and laboratory data will be used to develop recommendations for geotechnical design. A report of our study will be prepared by an engineer specializing in soil mechanics and foundation engineering after reviewing available structural, geological, boring, and laboratory data. In general, the following items will be included in our report: Boring logs and test data, Groundwater conditions, Generalized subsurface conditions, Deep foundation recomtendations at elevated crossings, Recommendations for waterline installation by open -cut and augering techniques, Piping system thrust restraint design recommendations, and Structural fill requirements and general earthwork recommendations. The following items will be also provided after completing the final report: An electronic copy of the final report Trench safety recommendations letter. Schedule We expect to complete this assignment in approximately six weeks, following our receipt of your written notice to proceed. If requested, verbal recommendations can be provided throughout the progress of the investigation as testing is completed. Two draft copies of each of our geotechnical reports will be delivered for review by Charles D. Gooden Consulting Engineers, Incorporated. and the City of Pearland. After approval of our draft reports by Charles D. Gooden Consulting Engineers, Incorporated. and the City of Pearland, two final copies of each report will be submitted. Fee and Conditions Based on the scope of work outlined, the estimated not to exceed fee for our services is $$22,811.50. It outlines our understanding of the scope of the project and presents our approach and our fees for providing the studies. This City of Pearland Project No. WAl 101 involves replacement of waterlines along Old Alvin Road from John Lizer Road on the south to McHard Road on the north. The Phase I ESA is intended to provide guidance on the presence and possible impact of recognized environmental conditions at the subject property and the immediate vicinity, Phase i ESA Historical Review. The Phase I Environmental Site Assessment (ESA) will be based on ASTM Standards (E- 1527 -05) and City of Pearland environmental scope of services document (revised July 2008), The Phase 1 ESA will include reviewing available current and historical aerial photographs (1940's through 1990's) and historical city directories. Historical directories will be reviewed for the main thoroughfares in the project area and up to two additional streets for five (5) decades. Due to the location of the project, fire insurance (e.g. Sanborn or other) rate maps should not be available, We will check our data sources and if no Sanborn maps are available, a Sanborn "no coverage' letter will be provided. Current and available historical USGS topographic maps will be reviewed, Historical chains-of-title (COT) will not be obtained because it is not clear whether or not rights -of- way of easements will be acquired by the City. Our historical data will be supplemented with interviews of knowledgeable parties, if those parties can be identified during the course of this study. Regulatory Data. Environmental data will. be obtained for registered hazardous waste and petroleum sites in the immediate vicinity of the site. Data will be obtained for the following types of sites: Federal, state, and local government agency records concerning generation, use, storage, and disposal of hazardous wastes and /or regulated wastes; Mr. Charles D. Because of the location of the project area, oil and gas and water well searches will be conducted. We assume that there might be four or more sites whose files need to be reviewed (these are typically LPST sites and the review will take place at the TCEQ office in Houston). Correspondence with .External Agencies. In accordance with the City of Pearland environmental scope of services document, our Phase I ESA will include a request for information on. "uses and concerns with regard to the site including regulatory enforcernents" (this does not include environmental lien review for the project alignment). HVJ Associates will document any responses from the U.S. Fish and Wildlife Service, Texas Parks and Wildlife Department, U.S. Army Corps of Engineers, 13razoria County Historical Commission, Texas Archeological Research Laboratory and the Texas Historical Commission. Physical Setting, Our Phase I ESA will include a review of the local /regional hydrogeology and soil conditions to determine preferential pathways for the migration of contaminates to or from the site. Geologic Paultiir A literature review and site rec.onnaissance will be conducted to determine if active geologic faults are present on or near the site that could impact any proposed facilities. Site Reconnaissance. Our site reconnaissance will be conducted on all streets and right of ways where proposed drainage activities are planned. Interviews will be conducted with key site individuals of regulated environmental sites and sites that may store or use potential contaminants, Adjoining properties will be observed for the potential to impact the site and any regulated sites adjacent to the property will be observed. Photographs will be taken during our site visit. Review of Previous Study. Our services will include a review of any previous studies that may be available for the site or site area. Reporting. Following our review of data, site reconnaissance and data analysis, a report will be prepared summarizing our findings and conclusions. The report will include: a summary of our field observation data; figures and /or drawings depicting general, environmental, and geologic conditions; a review for the potential for contamination to impact the site; and recommendations for further environmental studies (if necessary). Two draft copies of our report will be delivered for review by Charles D. Goodell Consulting Engineers, Inc. and the City of Pearland After approval of our draft report by Charles D. Goodell. Consulting Engineers, Inc. and others, six original copies of the study will be submitted. Wetland Check Services HV] Associates will conduct a literature review and field reconnaissance to determine if any potential wetland develop/neat exists on or near the project area. During this field reconnaissance, HVf Associates personnel will collect and describe site vegetation near possible wetland areas, view and describe project area hydrology and make soil observations in at least two soil pits. Based on these data collected and on published information, HVj Associates field personnel and others will make a determination as to whether it is necessary to conduct a wetland delineation study of the property in accordance with United States Army Corps of Engineers (USAGE) guidelines for studies of this nature, Prior to any wetland delineation work, Hy) Associates will prepare a letter to the USAGE with project information attached requesting a jurisdictional determination. Wetland Delineation Services If the USAGE finds that the alignment is jurisdictional, a wetlands delineation survey to satisfy USACE permit requirements will be required. This study will be designed to identify and delineate the location and acreage of jurisdictional wetlands prior to the USACE issuing a permit for the project. Jurisdictional wetlands are defined by 33 CFR Part 328.3(b) and are protected by Section 404 of the. Clean Water Act (33 USC 1344), which is administered and enforced by the USACE, Galveston District. I IVj Associates proposes to conduct the required Wetland Delineation Study using those specific procedures for tracts of more than 5 acres, as promulgated in the current Federal Manual for Identifying and Delineating Jurisdictional Wetlands. The wetlands study will be conducted using the 9 -step approach for determining wetlands followed by the on -site delineation approach which involves 22- steps. 'These methods requires the establishment of transect lines and observation points in the field and the recording of information on data forms. The steps for the study will include preliminary data gathering and synthesis and on -site inspection necessary for areas greater than 5 acres in size. HVJ Associates will produce a written report (including a photographic log) documenting the material assembled, the results of our professional analysis of the data and our field investigation, and our wetland data forms. Our report will include acreage totals, a percentage calculation of jurisdictional wetlands in proportion to the total acreage within the study area and a site map marking the areas of wetlands encountered. The areas of the study site that are found to be jurisdictional wetlands will be marked for surveying by others) and for USAGE verification. Our proposal does not include this sun'ey. We will provide a field map indicating the approximate location of jurisdictional wetlands to assist a professional surveyor in the field. Fee and Schedule Based on the scope of work outlined, the fee for the Phase I ESA services discussed is $4,715. Should the wetland check or wetland delineation be required in accordance the City of Penland Environmental Scope of Services document, additional charges for these services will apply. The fee for the wetland check is $1,955 and for the wetland delineation is $4,138. These charges are provided as separate line items on the cost sheet because it is not clear if these services will be required. Should chains -of -tide be required by the City, an additional charge will apply. A review of title and judicial records for environmental.. liens or activity and use limitations (AUTA) can be provided at an additional charge (see Conditions section below). A breakdown of our fees for the Phase I ESA project is attached. In general, the USACE usually takes one to two months to respond to a Delineation Study at which time they may conduct a site verification visit. However, they may also accept the delineation and take jurisdiction of the wetlands without a site visit. Re: Proposal for Preliminary Urban Forestry Consulting Services on the City of Pearland, Old Alvin Road Waterline project. As per your request, C.N. Koehl Urban Forestry, Inc proposes to provide Urban Forestry Consulting services for the preliminary report phase of the City of Pearland, Old Alvin Road Waterline project. Approximately 13,200 linear feet of project right of way will be evaluated for proposed waterline construction. Based on your request for proposal, and our most recent experience on similar projects, we propose to provide the following Urban Forestry services: Phase I- Services for Prior to Preliminary Engineering Report We will attend a preliminary meeting at Gooden's offices to review proposed construction along the project route to gain as clear an understanding as possible on how the construction design may impact adjacent trees. We will then visit the site to evaluate the species, size, condition, and preservation feasibility of trees that may be impacted located along the project route. If a survey has been completed at this point and a drawing is available, the surveyed location of each tree will also be confirmed. Aspects of the construction activity adjacent to each tree along the project right of way will be evaluated to determine impacts on long term tree survival, each tree's structural integrity, and protective measures that will be needed during construction. The information provided in the preliminary meeting with Gooden and information collected in the field will be used to generate a report addressing anticipated construction impacts to adjacent trees, design alternatives that may reduce impacts on adjacent trees, and associated costs of each alternative presented. We have allowed for two (2) meetings at Gooden's offices and one (1) meeting at City of Pearland offices to review our findings and to incorporate our findings into the project planning and design. Proposed fees for Phase 1 are not to exceed limits, as all allocated meetings may not be necessary.
