BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain contract for engineering services associated with the
Cullen /FM 518 Regional Detention Pond Project, a copy of which is attached hereto as
Exhibit "A" and made a part hereof for all purposes, is hereby authorized and approved.
Section 2. That the City Manager or his designee is hereby authorized to execute
and the City Secretary to attest a contract for engineering services associated with the
Cullen /FM 518 Regional Detention Pond Project.

SECTION I SERVICES OF THE CONSULTANT

THIS CONTRACT is entered into on February 09, 2011 by and between the City of Pearland
"CITY and GC Engineering, Inc. "CONSULTANT
The CITY engages the CONSULTANT to perform professional services for a project known and
described as Cullen Road Sub- Regional Detention Pond Design in City of Pearland, Brazoria
County, Texas "PROJECT (Project
The CONSULTANT shall perform the following professional services to CITY standards and in
accordance with the degree of care and skill that a professional in Texas would exercise under
the same or similar circumstances:
A. The CONSULTANT shall perform professional engineering services for Cullen
Road Sub- Regional Detention Pond Design in City of Pearland, Brazoria County,
Texas. See Exhibit A, attached, for a detailed SCOPE OF WORK and PROJECT
schedule. The PROJECT schedule shall be submitted in digital and hard copy
form in the Microsoft Project for Windows format.
B. The CONSULTANT shall prepare and submit a detailed opinion of estimated cost
of the PROJECT.
C. The CONSULTANT acknowledges that the CITY (through its employee
handbook) considers the following to be misconduct that is grounds for
termination of a CITY employee: Any fraud, forgery, misappropriation of funds,
receiving payment for services not performed or for hours not worked,
mishandling or untruthful reporting of money transactions, destruction of assets,
embezzlement, accepting materials of value from vendors, or consultants, and/or
collecting reimbursement of expenses made for the benefit of the CITY. The
CONSULTANT agrees that it will not, directly or indirectly; encourage a CITY
employee to engage in such misconduct
D. The CONSULTANT shall submit all final construction documents in both hard
copy and electronic format. Plans shall be AutoCAD compatible and all other
documents shall be Microsoft Office compatible. The software version used shall
be compatible to current CITY standards. Other support documents, for example,
structural calculations, drainage reports and geotechnical reports, shall be
submitted in hard copy only. All Record Drawings electronic files shall be
submitted to the CITY in TIF format.
E. The CONSULTANT recognizes that all drawings, special provisions, field survey
notes, reports, estimates and any and all other documents or work product
generated by the CONSULTANT under the CONTRACT shall be delivered to the
CITY upon request, shall become subject to the Open Records Laws of this State.

F. The CONSULTANT shall procure and maintain for the duration of this
Agreement, insurance against claims for injuries to persons, damages to property,
or any errors and omissions relating to the performance of any work by the
CONSULTANT, its agents, employees or subcontractors under this Agreement,
as follows:
(1) Workers' Compensation as required by law.
(2) Professional Liability Insurance in an amount not less than $1,000,000 in
the aggregate.
(3)
Comprehensive General Liability and Property Damage Insurance with
minimum limits of $1,000,000 for injury or death of any one person,
$1,000,000 for each occurrence, and $1,000,000 for each occurrence of
damage to or destruction of property.
(4) Comprehensive Automobile and Truck Liability Insurance covering
owned, hired, and non -owned vehicles, with minimum limits of
$1,000,000 for injury or death of any one person, $1,000,000 for each
occurrence, and $1,000,000 for property damage.
The CONSULTANT shall include the CITY as an additional insured under the
policies, with the exception of the Professional Liability Insurance and Workers'
Compensation. Certificates of Insurance and endorsements shall be furnished to
the CITY before work commences. Each insurance policy shall be endorsed to
state that coverage shall not be suspended, voided, canceled, and/or reduced in
coverage or in limits "Change in Coverage except with prior written consent of
the CITY and only after the CITY has been provided with written notice of such
Change in Coverage, such notice to be sent to the CITY either by hand delivery to
the City Manager or by certified mail, return receipt requested, and received by
the City no fewer than thirty (30) days prior to the effective date of such Change
in Coverage. Prior to commencing services under this CONTRACT,
CONSULTANT shall furnish CITY with Certificates of Insurance, or formal
endorsements as required by this CONTRACT, issued by CONSULTANT'S
insurer(s), as evidence that policies providing the required coverage, conditions,
and limits required by this CONTRACT are in full force and effect.

G. The CONSULTANT shall indemnify and hold the CITY, its officers, agents, and
employees, harmless from any claim, loss, damage, suit, and liability of every
kind for which CONSULTANT is legally liable, including all expenses of
litigation, court costs, and attorney's fees, for injury to or death of any person, for
damage to any property, or errors in design, any of which are caused by the
negligent act or omission of the CONSULTANT, his officers, employees, agents,
or subcontractors under this CONTRACT.
H. All parties intend that the CONSULTANT, in performing services pursuant to this
CONTRACT, shall act as an independent contractor and shall have control of its
own work and the manner in which it is performed. The CONSULTANT is not to
be considered an agent or employee of the CITY.
SECTION II PERIOD OF SERVICE
This CONTRACT will be binding upon execution and end twelve (121 months.
SECTION III CONSULTANT'S COMPENSATION
A. The method of payment for this CONTRACT is hourly not to exceed rate. Total
compensation for the services performed shall not exceed the sum of $207 005.40.
B. The CITY shall pay the CONSULTANT in installments based upon monthly
progress reports and detailed invoices submitted by the CONSULTANT subject
to the following limitations:
1. Prior to approval of the preliminary design, payments to the
CONSULTANT shall not exceed 90% of the total CONTRACT amount.
2. If the scope of work of this CONTRACT includes the preparation of
studies, design concepts, or other investigations, progress payments shall
not exceed 80% of the total CONTRACT amount prior to submittal of the
final report deliverables.
B. The CITY shall make payments to the CONSULTANT within thirty (30) days
after receipt and approval of a detailed invoice. Invoices shall be submitted on a
monthly basis.

SECTION IV THE CITY'S RESPONSIBILITIES
A. The CITY shall designate a project manager during the term of this CONTRACT.
The project manager has the authority to administer this CONTRACT and shall
monitor compliance with all terms and conditions stated herein. All requests for
information from or a decision by the CITY on any aspect of the work shall be
directed to the project manager.
B. The CITY shall review submittals by the CONSULTANT and provide prompt
response to questions and rendering of decisions pertaining thereto, to minimize
delay in the progress of the CONSULTANT'S work. The CITY will keep the
CONSULTANT advised concerning the progress of the CITY'S review of the
work. The CONSULTANT agrees that the CITY'S inspection, review,
acceptance or approval of CONSULTANT'S work shall not relieve
CONSULTANT'S responsibility for errors or omissions of the CONSULTANT or
its sub consultant(s) or in any way affect the CONSULTANT'S status as an
independent contractor of the CITY.
SECTION V TERMINATION
A. The CITY, at its sole discretion, may terminate this CONTRACT for any reason
with or without cause by delivering written notice to CONSULTANT
personally or by certified mail at GC Engineering, Inc., 2505 Park Avenue,
Pearland, Texas 77581.Immediately after receiving such written notice, the
CONSULTANT shall discontinue providing the services under this CONTRACT.
B. If this CONTRACT is terminated, CONSULTANT shall deliver to the CITY all
drawings, special provisions, field survey notes, reports, estimates and any and all
other documents or work product generated by the CONSULTANT under the
CONTRACT, entirely or partially completed, together with all unused materials
supplied by the CITY on or before the 15` day following termination of the
CONTRACT.
C. In the event of such termination, the CONSULTANT shall be paid for services
performed prior to receipt of the written notice of termination. The CITY shall
make final payment within sixty (60) days after the CONSULTANT has delivered
to the CITY a detailed invoice for services rendered and the documents or work
product generated by the CONSULTANT under the CONTRACT.
D. If the remuneration scheduled under this contract is based upon a fixed fee or
definitely ascertainable sum, the portion of such sum payable shall be
proportionate to the percentage of services completed by the CONSULTANT
based upon the scope of work.

E. In the event this CONTRACT is terminated, the CITY shall have the option of
completing the work, or entering into a CONTRACT with another party for the
completion of the work.
F. If the CITY terminates this CONTRACT for cause and /or if the CONTRACTOR
breaches any provision of this CONTRACT, then the CITY shall have all rights
and remedies in law and /or equity against CONSULTANT. Venue for any action
or dispute arising out of or relating to this CONTRACT shall be in Brazoria
County, Texas. The laws of the State of Texas shall govern the terms of this
CONTRACT. The prevailing party in the action shall be entitled to recover its
actual damages with interest, attorney's fees, costs and expenses incurred in
connection with the dispute and/or action. CONSULTANT and CITY desire an
expeditious means to resolve any disputes that may arise between under this
CONTRACT. To accomplish this, the parties agree to mediation as follows: If a
dispute arises out of or relates to this CONTRACT, or the breach thereof, and if
the dispute cannot be settled through negotiation, then the parties agree first to try
in good faith, and before pursuing any legal remedies, to settle the dispute by
mediation of a third party who will be selected by agreement of the parties.
SECTION VI ENTIRE AGREEMENT
This CONTRACT represents the entire agreement between the CITY and the CONSULTANT
and supersedes all prior negotiations, representations, or contracts, either written or oral. This
CONTRACT may be amended only by written instrument signed by both parties.
SECTION VII COVENANT AGAINST CONTINGENT FEES
The CONSULTANT affirms that he has not employed or retained any company or person, other
than a bona fide employee working for the CONSULTANT to solicit or secure this
CONTRACT, and that he has not paid or agreed to pay any company or person, other than a
bona fide employee, any fee, commission, percentage brokerage fee, gift, or any other
consideration, contingent upon or resulting from the award or making of the CONTRACT. For
breach or violation of this clause, the CITY may terminate this CONTRACT without liability,
and in its discretion, may deduct from the CONTRACT price or consideration, or otherwise
recover, the full amount of such fee, commission, percentage brokerage fee, gift, or contingent
fee that has been paid.

SECTION VIII- SUCCESSORS AND ASSIGNS
This CONTRACT shall not be assignable except upon the written consent of the parties hereto.
The parties have executed this CONTRACT this 9th day of February, 2011.

INTRODUCTION
EXHIBIT "A"
PROFESSIONAL ENGINEERING SCOPE OF SERVICES
FOR
Cullen Road Sub Regional Detention Pond Design
City of Pearland, Brazoria County, Texas
The City of Pearland (City) requests that GC Engineering, Inc. (GCE) provide professional
engineering services for the analysis and design of a sub regional detention pond on Cullen Road
near FM -518 within the City of Pearland, Texas.
In September 2010, the City completed a drainage study in order to update the City's Drainage
Master Plan dated 2008 and identify storm water detention infrastructure needs for the City's
anticipated future growth for next 25 years. As a result, a sub regional storm water detention
plan was developed which included potential locations and sizing of ponds, service areas, and
priority for implementation within each watershed. As part of the sub regional detention system
for Hickory Slough sub watershed, a detention facility at the southwest quadrangle of Cullen
Road and FM -518 (Broadway) intersection was identified as one of the high priority projects in
the study.
City's 2009 zoning map indicates the future land use for the approximately 350 -acre services
area for the proposed project as suburban residential with retail offices and services. Proposed
Cullen Road Sub Regional Detention Pond which will be approximately 40 acres in size will
fulfill the detention needs for the service area. Project location map is shown in Figure 1.
BASIC SERVICES: GCE shall render the following professional services to the City in
connection with the development of the Project.
A. PRELIMINARY PHASE SERVICES
Task 1- Data Collection
a. Ascertain and review available existing information including hydrology /hydraulic
studies, drainage studies, flood mapping, and geotechnical studies and Environmental
Assessment and Wetland Delineation Reports for the project area. This will include the following:
1. Drainage Study for Cullen Road (FM -865) Widening Program,
2. Clear Creek Watershed Modeling Update prepared for Clear Creek Watershed
Steering Committee by Dannenbaum Engineering Corporation dated August
2009,

3. City of Pearland Sub Regional Detention Plan dated September 2010, and;
4. FEMA Flood Insurance Studies for Hickory Slough.
b. Obtain available information related to property ownerships within the proposed land for
the detention pond. GCE will also collect available information on the existing easements
such as those for utilities and drainage facilities.
c. GCE will also collect, review, and assemble the following data:
1. Existing water, sanitary sewer, and storm sewer utility information from the
City.
2. Available utility plans for electric, gas, cable, telephone, and other known
public utilities.
3. Available USGS and topographic surveys.
4. Other available data, literature, mapping, and reports.
d. In coordination with the City, GCE will meet with the stakeholders within the project
area, including the following landowners who may have plans for development in the near
future:
Task 2 Surveying:
1. Ms. Renee West
2. Mr. Mike Pollack
3. Pearland Independent School District, and
4. The church group.
The purpose of the above meetings is to determine the future plans including the extent
and nature of development, project timing, as well as incorporating their input on the
proposed project.
GCE will determine the survey needs based on the available information. The following
survey tasks are anticipated:
Deed search. Top Results Title Services will provide current ownership for the
properties located in the project area.
Preparation of an ownership map of the area.
Establishing up to 8 Temporary Bench Marks (TBMs)
Survey of soil boring locations
Determination of conversion factors for City of Pearland control monuments
(NGVD29, 1987 adjustment). Factors will be determined for converting the elevations
to Harris County TSARP control (NAVD88, 2001 adjustment, GEOID99) and to the
FEMA datum used for the Hickory Slough Watershed Study (NGVD29, 1978
adjustment).
A limited topographic survey of the project area including cross sections along outfall
channels, culverts, and the confluences at Hickory Slough. Sunrise Lake Ditch out fall

to Hickory Slough will be surveyed 100 feet upstream and 100 feet downstream of
Hickory Slough.
The survey work will be performed by GCE's subconsultant, The Wilson Survey Group,
Inc., (WSG) located in Pearland, Texas. The scope of work for surveying tasks by WSG is
enclosed.
Task 3 Geotechnical Investigations:
A limited geotechnical study will be performed to characterize the subsurface material as
they exist within the site. The information developed will be used for determining the
suitability of the excavated material for reuse, evaluation of the stability of cut slopes, and
bedding and /or foundation preparation requirements for drainage structures. The proposed
work includes the following:
Prepare a subsurface exploration program to include 10 borings drilled to an average
15 -foot depth within the envelope of the proposed storm water detention pond.
Perform soil laboratory testing to determine the physical and engineering properties
of selected representative soil samples from the borings.
Prepare a geotechnical investigation report based on the findings from the
geotechnical explorations. The report will contain the following:
o Summary of investigations performed
o Subsurface conditions including the soil stratigraphy, and ground water
conditions,
o Recommendations for
Slope stability analysis for the detention pond, and
Suitability of excavated material from detention pond for use as borrow
Geotechnical studies will be performed by GCE's subconsultant Geotest Engineering, Inc.,
located in Houston, Texas. The scope of work for geotechnical tasks by Geotest
Engineering, Inc. is enclosed.
Task 4 Hydrologic and Hydraulic Study
As part of updating the existing hydraulic models of the tributaries within the Clear Creek
watershed, Clear Creek Watershed Committee (CCWSC) has contracted Dannenbaum
Engineering Corporation (DEC) to update Hickory Slough hydrologic and hydraulic models to
reflect the surface improvements as of June 2009. These CCWSC models developed by DEC for
Hickory Slough in 2009 -2010 period represent most up -to -date modeling available for the
Hickory Slough Watershed.
GCE will utilize the HEC -RAS and HEC -HMS models available from DEC study to perform a
detailed hydrologic and hydraulic study for the proposed detention pond area. In addition to
these models, GCE will also utilize the drainage models developed by Klotz Associates (Klotz)
for the Cullen Road Widening project from FM -518 to Hickory Slough.

The proposed work includes the following:
Evaluate the DEC and Klotz's drainage models subject to current site conditions and the
anticipated future improvements within the surrounding area. Revise the models as appropriate
to suit the current site conditions as well as to optimize the cost and system efficiency. The
following tasks are anticipated:
Update hydrology for the project area.
Fine tune the existing models for current conditions using the project survey.
Determine future land use.
Develop proposed hydrology.
Determine storm water detention requirements.
Develop up to three storm water detention alternatives.
Present the alternatives to the City including the evaluation based on the
discussions with the City and other factors including system performance,
overall costs, accessibility, construction phasing considerations, and
constructability.
Select a detention pond configuration for the project.
Refine the analysis of the selected storm water detention pond alternative by
incorporating and routing the proposed flows through the detention pond for
the design storm events.
B. DESIGN PHASE SERVICES
Task 5 Preliminary Pond Design
Detention pond design will be performed on the selected pond alternative meeting the City and
BDD4 design criteria. Pond design will include the following;
Detention pond geometry based on the existing site grades depicted on the project survey.
Approximate cut -and -fill volumes.
Conveyance to the detention pond from service area.
Outfall channel and improvements, if any, to ultimate outfall at Hickory Slough.
Perform drainage outfall design at Hickory Slough.
Task 6 Pricing Strategies for Detention Pond Credits
GCE will develop pricing scheme for selling detention pond credits to users. The pricing scheme
will address various scenarios including:
a. Cost of credits for outright purchasers
b. Cost of credits for purchasers providing in -kind services such as creating their "own
volume" within the sub regional pond
c. Cost of credits for purchasers who intend to use the sub regional pond only as an
outfall to their own detention system.

Task 7 Prepare 30% Construction Plans
GCE will prepare 30% plans and details for the selected detention pond alternative for the
Project. Plans will include the following;

Task 8 Prepare Preliminary Engineering Report (PER)
Based on the preliminary engineering studies and designs performed, GCE will prepare a
Preliminary Engineering Report (PER) at 90% completion level and submit three copies for the
City's and review and Brazoria Drainage District 4 (BDD4) comments. GCE will address 90%
review comments and submit three copies of the 100% PER with written responses to comments
by the City.
The PER will include the following:
i. Executive Summary Design Recommendation and review of Detention Pond
Alternatives.
ii. Conceptual Diagrammatic Layout of the Proposed Detention Pond.
iii. Preliminary Drainage.
iv. Engineers Conceptual Construction Cost Estimate.
v. Pricing strategies for detention pond credits.
vi. Preliminary Construction and Project Phasing Schedule.
GCE will coordinate the drainage studies with the City and BDD 4 through out the review
process.
ADDITIONAL SERVICES
GCE shall provide the following additional services:
Task A Environmental Review
The purpose of the environmental review is to conduct a cursory review of the potential for
contamination and the presence of sensitive environmental resources that might affect the
proposed project. The proposed work includes the following:

Task B Miscellaneous Expenses
Phase I Environmental Site Assessment (ESA) to evaluate the potential of
recognized environmental concerns. The ESA will generally follow the
ASTM International Standard Practice for Environmental Site Assessments E
1527 -05 (ASTM E 1527 -05). The objective of this ESA is to render an
opinion based on the analysis of current and historical data for the potential
for environmental liabilities associated with past or current practices of the
properties within the project area.
Wetland Determination A site inspection will be performed to determine the
likelihood of the presence of jurisdictional wetlands. Should the wetland
determination identify the presence of wetlands within the project corridor, a
biological survey of the property will be performed to determine the presence
of significant biological resources. Jurisdictional determination and Corps
verification are not included in the scope of services.
Record Search for Threatened and Endangered Species A preliminary
Biological Assessment will be prepared for the Texas Parks Wildlife
(TP &W) Biological and Conservation Data System review to identify any
protected species or their preferred habitats that are documented within the
project study area. It is not anticipated that formal consultation under
Sections 7 and 10 of the Endangered Species Act will be necessary. In the
event, that Threatened or Endangered species are found with the study area, a
scope of services necessary to perform formal consultation and additional
reports and field work would be negotiated as an additional service in a
supplemental agreement. The letters requesting concurrence with findings and
recommendations will be prepared and sent to the Texas Parks and Wildlife
Department and the U. S. Fish and Wildlife Services.
The expenses including permit fees, document purchases, report production, and courier services
shall be included in this task. The cost of production for standard deliverables indicated in the
Basic Services is included in the respective tasks under Basic Services.
ASSUMPTIONS
The proposal presented is based on the following assumptions:
I. Drainage models by Klotz for the Cullen Road Widening project are available in
electronic format.
II. No USACE Section 404 permitting and other permitting and approvals, except those
indicated above, will be required.

III. The City will provide GCE with any information that indicates environmental
contamination, environmental liens, related citations or violations, or significantly or unusually
lower purchase prices for the properly when compared with nearby, comparable property. The
City will provide any previous reports prepared on the property. The City will provide safe
access and right of entry authorization to the property.
TIME OF COMPLETION:
GCE is authorized to commence work on the Project upon execution of this AGREEMENT and
agrees to complete the services called for in Basic and Additional Services so as to deliver
Preliminary Engineering Report for the Project, within One hundred and twenty (120) calendar
days thereafter. Review periods by the City, acquiring approvals and permits have not been
accounted for.
If GCE's services are delayed or suspended in whole or in part by the City, or if GCE 's services
are extended by the Contractor's actions or in actions for more than 90 days through no fault of
GCE, GCE may be entitled to equitable adjustment of rates and amounts of compensation.

COST PLUS WITH NOT -TO- EXCEED BUDGET
For and in consideration of the services to be rendered by GCE, the City shall pay the fees
hereinafter set forth.
A. COMPENSATION:
1. Basic Services: Compensation to GCE for the Basic services as defined in Exhibit "A" shall
be on a cost plus basis with a not -to- exceed cost of $197,131.75. If GCE sees the Scope of
Services changing so that additional services are needed, GCE will notify the City for the
City 's approval before proceeding.
2. Additional Services: For Additional Services as defined in Exhibit "A a total budget of
$9,873.65 is proposed.
Therefore, total fee shall be $207,005.40. Details concerning the fees are included in this Exhibit
"B".
B. COMPENSATION TERMS:
1. "Sub- Consultant Expense" is defined as the expense that is incurred by GCE in
employment of others in outside firms for services in the nature of foundation borings,
testing, surveying, process design and similar services that are not included in the Basic
Services.
2. "Direct Non -Labor Expense" is defined as that expense for any assignment incurred by
GCE for supplies, transportation and equipment, travel, communications, subsistence and
lodging away from home and similar incidentals in connection with that assignment.

Upon authorization from the City, GCE shall proceed with the services outlined in Exhibit "A
For the purposes of preparing monthly statements for the preliminary and design phase of the

In accordance with your request, Geotest Engineering, Inc. (Geotest) is pleased to present
this proposal for the referenced project.
The detention pond (about 5 feet deep) is approximately 4.0 acres in area and is located in
the southwest quadrangle of Cullen/FM 518 intersection. This pond will provide approximately
200 acre -foot of detention volume.
Purpose and Scope
The purpose of this study is to determine subsurface conditions and to develop
geotechnical recommendations for design and construction of detention pond in accordance with
City of Pearland guidelines.
The scope of services is based on your email request and our discussions on December
15, 2010 and consists of the following:
Drill and continuous sample 10 15 -foot borings.

Schedule and Fees
It is our understanding that the proposed borings will be located and tied in by
you or your surveyor.
Perform laboratory tests on representative soil samples to evaluate the
engineering properties of the soils.
Utilizing the results of the laboratory tests, perform engineering analyses to
develop geotechnical recommendations for the proposed detention pond. The
recommendations as a minimum will include stable slope recommendation for
the detention pond per City of Pearland criteria.
Prepare a geotechnical report containing a plan showing the locations of the
borings, logs of the borings along with all of the test data and
recommendations as outlined above.
We should be able to start field work within one week after receiving your written
authorization or one (1) week after staking the borings whichever is later. The field work will be
complete in three (3) days, barring bad weather. The laboratory tests will be completed in about
three (3) weeks. The geotechnical report, which will include field and laboratory data and design
recommendations, will be submitted in about eight (8) weeks after receiving the written
authorization. Preliminary design recommendations, if needed, will be provided as early as
possible after completion of field and laboratory testing.
Based on the scope of work outlined above, the cost of the field investigation, laboratory
testing, engineering analyses, and a geotechnical report will be a lump sum of $11,657.00. A
cost brealcdown is provided in Attachment No. 1. However, based on google map, the site is
heavily wooded and hence clearance will be required for boring access. The cost of
clearance is estimated to be $1,200.00 per day and we estimate two (2) days for clearance.
The total cost including the clearance will be $14,057.00.

This letter is our proposal to provide surveying and mapping services in connection with the
above referenced project. The area covers approximately 300 -acres and is bounded by
Broadway Street to the north, Old Chocolate Bayou Road to the east, Fite Road to the south
and County Road 866 to the west. Based on our discussion and the information you provided
we understand the scope of services to be as follows:
OWNERSHIP MAP
WSG will research the Brazoria County Deed Records for the ownership deeds within the
project area WSG will then compile the deeds and subdivision maps into a scaled ownership
map of the project area, Major pipeline and electrical transmission easements will be shown in
accordance with recorded Information. We will provide the AutoCAD Civil 3D 2011 ,DWG files
and two (2) hardcopies of the ownership map. Note: This map will be a compilation of the
recorded deeds and subdivision maps only. There may be unreconciled differences pending
actual field surveys being performed,

Elevations will be established based on the current City of Pearland control monuments
(NGVD29, 1987 adjustment). Factors will be determined for converting the elevations to Harris
County TSARP control (NAVD88, 2001 adjustment, GEOID99) and to the FEMA datum used for
the Hickory Slough Watershed Study (NGVD29, 1978 adjustment).

Cross-section elevations will be determined at 100-faot intervals along the on -site ditch
generally paralleling Cullen Road from Fite Road to the point where it empties into pipes
(approximately 400 -feet south of Broadway Street). Cross sections will extend 50 -feet
outside the tops of banks of the ditch, The flowline elevation of the detention pond
located behind the Assisted Living Center on Cullen Road will be determined.
Elevations and pipe diameters will be determined for the pipes crossing Broadway Street
at Sunrise Meadow Drive. Cross- section elevations will be determined at 100 -foot
intervals from Broadway to the confluence of the Sunrise Lakes' ditch and Hickory
Slough.
Elevations will be determined 100 -feet upstream and 100 -feet downstream on Hickory
Slough at the confluence with the Sunrise Lakes' ditch.
A total of twelve (12) miscellaneous elevations will be established around the perimeter
of the project area and provided to GCE to be used for comparison to the existing City of
Pearland aerial topographic survey information. Additionally, elevations will be
established at the point where an east -west ditch crosses Navarro Lane, Ower Lane and
at Cullen Road ditch. These points will be established in areas that do not require
landowner permission to access their land.
The horizontal and vertical values for the various elevations will be provided to GC
Engineering in an .asc file. Copies of all electronic and paper fieldnotes will be provided.

WSG will establish the horizontal and vertical location of a maximum of ten (10) soil bores within
the project area, The soil bore locations will need to be marked by a visible wooden lath or a
representative of the geotechnical company will need to be available to show the survey crew
the locations of the soil bores. WSG will prepare a spreadsheet showing the soil bore number,
the x and y coordinates and the natural ground elevation of each bore. The data will also be
supplied in an .asc file.
