R77-19 05-23-77RESOLUTION No. R77-19 A RESOLUTION BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS ENDORSING A 25 YEAR FLOOD PLAN AS AN ACCEPTABLE ALTERNATIVE TO THE 100 YEAR FLOOD PLAN FOR THE ENLARGEMENT AND RECTIFICATION OF CLEAR CREEK. WHEREAS, at previous Public Hearings, the governing body of the City of Pearland has expressed its concurrence with the development of a flood channel which would totally protect our City from the inundatation by a 100 year flood; and WHEREAS, the governmental body of the City of Pearland, still prefers to support the 100 Year Flood Plan but realizes that concurrence must be obtained by all entities of govern- ment and various citizen groups; and WHEREAS, it appears that to obtain this concurrence with the aforementioned units of government and various citizen groups a 25 Year Flood Plan may have to be considered; and WHEREAS, it is vital to the development of the City of Pearland that some flood control project be performed on Clear Creek in the immediate future. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: That the previous action supporting the 100 Year Flood Project submitted by Pearland's Mayor Carlton McComb at a Public Hearing held by the Corps of Engineers on November 7, 1974 be amended to express concurrence with other entities of government and citizen groups in adopting the 25 Year Flood Plan. Said concurrence being expressed as a secondary preference to the original 100 Year Flood Plan, and that the City Council further urges immediate action so that the estimated cost of enlargement and rectification of Clear Creek may be realistic for the work to be done, PASSED and APPROVED THIS ;23 DAY OF A. Box 1229 L Galveston, Texas 77553 i � • i' Topic: Clear Creek, Texas - Flood Control Project Attention: SWGED-PA Dear Colonel : r: ,;• : In 'response to your Announcement of Public Meeting dated April 25, 1977, •Brazoria County Drainage District Number 4, as a local sponsor, would make ' the following statement: The preferred plan based upon.all the facts available at this- time including cost, benefits, environmental impact and support is the 100 year plan. The second preference would be the 25 year plan. The results to be obtained • would appear to be worth the time, money and efforts necessary to prosecute ' , the plan to a successful conclusion. There is no doubt that the area within the Clear Creek watershed is develop- ing rapidly and that the time for positive action is passing us by. Further delay will only increase the cost of any plan to alleviate future flooding. It is interesting to note that total cost of the 100 year plan exceeds the 25 year plan by 1 .2 million and the 10 year plan by 2.7 million. Total . non-federal cost is less for both the 100 year plan and for the 25 year plan than for the 10 year plan. Further it appears from the Announcement that--the 100 year plan requires less total real estate. than both the 25 year plan and the 10 year plan. Without belaboring the statistical figures, suffice it to say that Brazoria County Drainage District Number 4 will enthusiastically support either the 25 year plan or the 100 year plan. .
