R77-21 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE MAYOR OF SAID CITY, TO EXECUTE THE NECESSARY APPLICATION INSTRUMENTS TO APPLY TO THE GULF COAST MANPOWER CONSORTIUM UNDER TITLE VI OF THE COMPREHENSIVE EMPLOYMENT AND TRAINING ACT (CETA). WHEREAS, Federal funds have been made available through the H.G.A.C. for Gulf Coast Manpower Consortium under Title VI of the Comprehensive Employment and Training Act; and WHEREAS, the City of Pearland desires to participate in this program by utilizing additional personnel for safety development and beautification of public facilities; now therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS. SECTION I That Carlton McComb, Mayor of the City of Pearland, Texas, be, .and he is hereby, authorized to execute the necessary application instruments to apply to the H.G.A.C. for funds and to provide such additional information as may be required under Sections 102 (a); 701 (a) 9 and (10) of the act. ATTEST: Mayor, City of Pearland City Secreta SUMMARY-CETA TITLE VI PUBLIC SERVICE EMPLOYMENT PROJECTS Title VI of the Comprehensive Employment and Training Act (CETA) provides funds to create jobs in public and private non-profit agencies. These funds will b4 used to implement new public services through employment projects that can be completed , in one year or less. Eligible Organizations : States, cities, counties, school districts and public or private non-profit agencies. Eligible Employment Projects: Employment projects are definable tasks or group of tasks which can be completed within a definable time period, not exceeding one year which have a public service objective, resulting in a specific product or accom- plishment when completed, and which would not otherwise be accomplished with existing funds. Example of employment projects are: (1) A one year project by laborer and maintenance crews in a city to clean-up and renovate its park system. . - (2) A specific effort by library aides and clerk typists to up-date and modernize county library files and catalogs such as the card catalog, audio-visual catalog, etc. Eligible Project Participants: Persons hired for public service projects must be: (1) One of the following - a member of a family receiving AFDC; or - an unemployed person receiving unemployment compensation for at least 15 weeks; or - an unemployed person ineligible for unemploy- ment compensation who has been unemployed for 15 or more consecutive weeks; or - an unemployed person who has exhausted all available unemployment compensation; and • . (2) Must be a member of a family which has a total annual family income equal to or less than 70 percent of the lower living standard budget published by the Bureau of Labor Statistics. . Eligible Costs: ( 1) Up. to 7.5 percent of the total project costs may be used for administrative costs. Allowable administrative costs include, but are not limited to: Supervision, clerical support, travel of supervisory staff, rent, and other facilities cost, and costs of supplies, materials, and equipment not used • directly in providing services to participants. The 7.5 percent funds, in addition to administration, may be used for the rental or leasing of supplies, equipment, and materials, including equipment and materials used in the train- ing of public service project participants. Such funds may also be used for rental or leasing of real property. However, none of thefunds may be used to contract for capital improvements. (2) Allowable fringe benefit costs for participants include, but are not limited to the following: Annual , sick, court, and military leave pursuant to an approved leave system; employer's contribution for social security, employee's life and health insurance plans, worker's compensation insurance, unemployment insurance where applicable; retirement benefits, provided such benefits are granted under an approved plan and certain training materials, work tools, uniforms, or other equipment.
