R2004-034 03-08-04 RESOLUTION NO. R2004-34 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPROVING CHANGE ORDER NO. 4 FOR SURVEYING AND RIGHT-OF-WAY ACQUISITION SERVICES ASSOCIATED WITH THE DIXIE FARM ROAD PROJECT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That change order No. 4 for surveying and right-of-way acquisition services associated with the Dixie Farm Road Project, a copy of which is attached hereto as Exhibit "A" and made a part hereof for all purposes, is hereby authorized and approved. Section 2. That the City Manager or his designee is hereby authorized to execute and the City Secretary to attest Change Order No. 4 for surveying and right-of-way acquisition services associated with the Dixie Farm Road Project. Freese-Nichols, Inc. 2010 East Broadway Pearland, Texas 77581 Re: Dixie Farm Road Project- Additional Services Dear Mr. Bavarian, This letter is our proposal to provide additional surveying services in connection with the engineering design and right-of-way acquisition for the Dixie Farm Road Project in Brazoria County, Texas. This proposal covers that portion of the project along Dixie Farm Road from the centerline of Clear Creek, southward to State Highway 35. Additional AcquisitiOn Tracts The original propOsal was based on a fifty (50) parcel count. Numerous tracts have been sold and divided over the span of time from when the original proposal was prepared until now. Other tracts have been sold to new owners without changing the property lines. Some tracts were separated into additional parcels at TXDOT's direction. Currently there are a total of fifteen (15) additional parcels created as a result of these various changes. Each of these changes has necessitated the setting of additional property comers, the preparation one (1) new and one (1) revised parcel plat and two (2) new metes and bounds descriptions. Each of these changes has to be made to the overall right-of-way map and new drawing sets are distributed. There is an allowance in this proposal for seven (7) more parcels to be created for a total of 72 parcels. Projected cost = $48,400.00 Surveying Support for the Right-of-Way Acquisition and Utility Relocation Efforts The Wilson Survey Group, Inc. has been requested to provide on-going surveying support through this phase of the project. We anticipate that these services will include: · re-marking the proposed right-of-way lines with wooden laths for evaluation by appraisers and landowners · Provide additional copies of surveys. The additional services are due to more parcels takings. Additional field surveying and computations, metes and bounds descriptions, and related appraisals and negotiations, were performed. The additional parcels were required due to buying and selling of tracts or portion of them between the original proposal and now. Freese and Nichols, Inc. has also incurred charges for coordination on above. Their proposals are attached with detailed scope of work.
