R2011 -4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AWARDING A BID FOR CONSTRUCTION SERVICES ASSOCIATED WITH THE WALNUT STREET AND DRAINAGE PROJECT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1 That the City opened bids for construction services associated with the Walnut Street and Drainage Project, and such bids have been reviewed and tabulated. Section 2 That the City Council hereby awards the bid to Calco Contracting, Ltd., in the amount of $2,858,859.50 Section 3 The City Manager or his designee is hereby authorized to execute a contract for construction services associated with the Walnut Street and Drainage Project. The low bidder Hassell Construction, of Houston, Texas has been noted to be rather slow in the performance of their construction projects including two TxDOT projects with the City of Pearland. However, their work appears to have been constructed to the required standards. LJA requested a statement of qualifications and financial statement after the bid opening and again in several follow up emails. A statement of qualifications was received on Monday, November 29. As of this letter a financial statement has not been obtained. Calco Contracting Ltd, the second low bidder, has a record of performing the construction projects, including a recent project for the City of Pearland, rapidly and in conformance with the required standards. A statement of qualifications and financial statement was requested from Calco on Monday, November 29 and received this morning by courier. LJA has difficulty recommending the award to the lowest bidder based solely on the cost. Responsiveness, along with previous work performance, and timeliness are important in the completion of a major project and to reduce, as much as possible, the disruption to the lives of the citizens of Pearland. The disruption will affect not only the citizens in general but especially the lives of those citizens living near the construction itself. Therefore, LJA recommends the City award the project to the second lowest bidder, Calco Contracting Ltd. If you have any questions or need additional information, please advise. Sincerely, Charles W.
