R2004-023 02-09-04 RESOLUTION NO. R2004-23 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AWARDING A BID FOR CONSTRUCTION SERVICES ASSOCIATED WITH THE VETERANS DRIVE LIFT STATION. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City opened bids for construction services associated with the Veterans Drive Lift Station, and such bids have been reviewed and tabulated. Section 2. That the City Council hereby awards the bid to Reddico Construction Company, in the amount of $953,560.75. Section 3. The City Manager or his designee is hereby authorized to execute a contract for construction services associated with the Veterans Drive Lift Station. (S&B) is pleased to present this Recmmnendation of Award Letter for the referenced project. After review of the bid proposals submitted, S&B recommends awarding the project to Reddico Construction Company, Inc. for the amount of $953,560.75. A copy of the summary and detailed bid tabulation and meeting minutes are attached. The bid amount from Liftwater Construction, Inc. and B-5 Construction Co., Inc. did contain multiplication and addition errors. The correct totals were determined using Section 15.1 of the Instructions to Bidders section of the Project Manual. IF THIS DIFFERS FROM YOUR UNDERSTANDING, PLEASE NOTIFY US. ITEM I DESCRIPTION OF DISCUSSION Discussion 1 (Post-Bid Opening for the Veterans Drive Lift Station Project) 1. At the conclusion of the bid opening for the Veterans Drive Lift Station project the Engineer discussed with the apparent low bidder, Reddico Construction Company, Inc.'s (Reddico) representative, regarding bid items for both the Veterans Drive Lift Station and 30" Sanitary Sewer projects. The Engineer was concerned regarding the relative low price bid for control of ground water and surface water and the price bid in the extra items for wet sand bedding. The Contractor stated that they conducted their own geotechnical investigation of the site and produced information different than that of the information provided by the City's geotechnical investigation. The Contractor believes that they will not encounter water during construction, therefore the low price bid. The Contractor also requested that the Engineer contact Mike Gury with Reddico to discuss the bid schedule and the Contractor's geotechnical investigation. Discussion 2 (Discussion between Engineer and Contractor (Mike Gury of Reddieo)) 2. Engineer: The Engineer contacted Mike Gury to discuss the relative low price bid for control of ground water and surface water and the relative high price bid in the extra items for wet sand bedding. The Engineer made the Contractor aware of the ground conditions found by the City's geotechnical investigation. The Engineer stated that this investigation found ground water as well as piezometric pressure in the depths that would be encountered during construction. The Engineer also mentioned that the construction activities adjacent to the proposed lift station and sewer site produced ground water during their deep well pumping operations. This dewatering operation may have impacted the driller's results. The other contractor pumped the ground water down with 30' deep well pumps 40' apart. The Engineer believes that if ground water is not dealt with properly that wet sand bedding, an extra item, will have to be used for the entire project. The Engineer stated that this would be an unforeseen cost to the City. Contractor: The Contractor stated that they conducted their own geotechnical investigation the week of the bid and believes that dewatering will not be necessary. 4-5 holes were drilled along the project route. A 50' bore at the lift station and 30-40' bores at the other locations. The borings indicated no ground water or piezometric pressure. The Contractor's driller did not prepare boring logs. The Contractor's driller conducted his borings after the dewatering operation at the Canterbury Park development. The Contractor's driller also did not witness any water produced during the deep well pumping operation at the Canterbury Park development. The Contractor does not believe that water will be encountered, therefore the low price bid. If water is found and wet sand bedding is needed the Contractor stated that their price for wet sand bedding, an extra item, will be used in place of the bid item.
