A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AWARDING A BID FOR CONSTRUCTION SERVICES
ASSOCIATED WITH THE MCHARD ROAD SOUND WALL PROJECT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1 That the City opened bids for construction services associated with the
McHard Road Sound Wall Project, and such bids have been reviewed and tabulated.
Section 2 That the City Council hereby awards the bid to John Reed Company
Ltd, in the amount of $934,242.00.
Section 3 The City Manager or his designee is hereby authorized to execute a
contract for construction services associated with the McHard Road Sound Wall Project.
PASSED, APPROVED and ADOPTED this the 13 day of September, A.D., 2010.

On August 26, 2010, the City received nine (9) bids for the above referenced project. The
following is a summary of our bid evaluation:
Bid Tabulation Sheet — Nine (9) construction firms participated in the bidding process. Each
bid was checked for mathematical errors and/or bid irregularities. The project was bid with a
base bid, supplemental and cash allowance items. The base bid included the soundwall
installation including foundations, leveling pads, drainage and sodding, the installation of four
(4) soundfighter gates, storm water prevention, and preparation of right-of-way. The project was
bid as one project with all three (3) walls included in the package. As discussed with City of
Pearland staff, the total base bid, supplemental and cash allowance items were utilized as a basis
for award of the contract. The bids for the total project are as follows:

Qualifications and Experience Record — John Reed and Company, Ltd. provided a list of
completed similar projects, list of active on-going projects, and list of the subcontractors and
suppliers for the project. Please see Section 2 of this report.
Telephone Conversations with References - Various references were contacted by telephone
and asked to respond to a series of questions. Generally, they were impressed with the work
John Reed and Company, Ltd. had performed and would use them again in the future. Please see
Section 3 of this report.
Based on the project information provided in the qualifications package, John Reed and
Company, Ltd. has performed projects similar to the McHard Road Soundwall Improvements
Project.
John Reed and Company, Ltd. appears to be a responsible firm that should be capable of
performing the specified work in a satisfactory manner. For these reasons, we recommend that
the City of Pearland award the McHard Road Soundwall Improvements Project (Country Place
and the Lakes of Country Place)to John Reed and Company, Ltd. for a total of$934,242.00.

project.

ANSWER: Numerous utility conflicts.
6. Were there many change orders on the project? If so,what were the reasons? Were they
reasonable?
ANSWER: There were four(4)change orders on this project. Two were for time
extensions,one was for changing the length of a wall and one was for
utility adjustments.
7. Were they able to complete the project within the time allotted? If not, what was the reason?
ANSWER: They were granted two time extensions. One was due to the impact of
hurricane Ike and the other one was for utility conflicts.
8. How would you rate their ability to cooperate with a client? (On a scale of 1-10)
ANSWER: 9.5
9. Would you like to have them perform a job for you again?
ANSWER: Yes. We currently have an off-system bridge project under contract
with them.
