The meeting was called to order at 6:33 PM.
11. PURPOSE OF HEARING
Request of owners for an amendment to the Land Use and Urban Development
Ordinance of said City from classification Suburban Development District (SD) to Light
Industrial District (M-1) on the following described property, to wit:
Legal Description: 11.423 acres out of 27.056 acre tract, out of a 48.035 acre tract out
of the Easterly part of 94.243 acre tract, F.B. Drake Survey, A-
1181, and the H. T. & B. R.R. Co. survey, A-413, as recorded in
Vol. 1288, pg 299, deed records of Harris County, TX (3250 South

Planning & Zoning Chairperson Mary Starr read the purpose of the hearing into the
record. Manager of Administrative Support Tobin Maples explained that this is an
existing business that was annexed in 1999. He stated that the Comprehensive Plan
shows this area for a business park.
111. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Carl Boddie, 3250 S. Sam Houston Parkway East, explained that they were
approximately three quarters finished with construction when they were annexed. He
stated that industrial zoning is more appropriate for this type of business. He presented
photographs of the two million dollar, forty thousand square foot building on six acres.
Mr. Boddie explained that six acres were left vacant for future development of the
company. He also added that further development would be hindered if the property
were not rezoned. He gave a brief explanation of what the company does.

Mayor Tom Reid praised the aesthetics of the Industrial Polymers Corporation building
and landscaping.
A discussion ensued regarding the companies sign and the boundaries of their property.

proposed church. He stated thatthe Comprehensive Plan shows this area as a business
park.
III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Jack Miller, 13418 Hooper Road, Houston, explained that he is a member of Southway
Church. He stated that they are asking for the zone change so that they can sell the
property as commercial in the future if they choose to do so.
Tim Stanford, 3310 E. Orange, stated that he is also a member of the church. He
explained that if they decide to move the church, it would be to their advantage to have
the property zoned Commercial.

V. COUNCIL/PLANNING COMMISSION/STAFF DISCUSSION
Council Member Larry Marcott asked if Commercial is in compliance with the
Comprehensive Plan. Manager of Administrative SupportTobin Maples stated that staff
will be working on the Comprehensive Plan to make the Land Use consistent.
Mayor Tom Reid asked what zone a church is allowed in. Manager of Administrative
Support Tobin Maples stated that a church is allowed in all residential or commercial
zones.

1. CALL TO ORDER
The meeting was called to order at 6:48 PM.
11. PURPOSE OF HEARING
Request of owners for an amendment to the Land Use and Urban Development
Ordinance of said City from classification Suburban Development District (SD) to
General Business District (GB) on the following described property, to wit:
Legal Description: 2.289 acre tract of land in Section 21, H. T. & B. R.R. co. survey, A-
309, Brazoria Co., TX, as recorded in Vol. 2, pg. 23, plat records of
Brazoria Co., TX (Southwest corner of Broadway St and Cullen
Blvd)

Planning & Zoning Chairperson Mary Starr read the purpose of the hearing into the
record. Manager of Administrative Support Tobin Maples explained that this is a
proposed retail/commercial type development. He stated that the Comprehensive Plan
shows a major retail node at this intersection.
III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Randy Peacock, 4545 Post Oak Place, Suite 130, Houston, of Peacock Properties stated
that they need the zoning in order to acquire the property and build on it.
Lillie Freddie, 2830 Old Chocolate Bayou, explained that this property is behind hers.
She questioned how this zone change would affect her property.
Wilfred Freddie, 2830 Old Chocolate Bayou, stated that there is a drainage ditch on this
property that is not maintained. He expressed concern about drainage on his property.

Council Member Helen Beckman asked that staff address Mr. & Mrs. Freddie's concerns.
Manager of Administrative Support Tobin Maples explained that the owners are only
requesting zoning at this time. He stated that if the zoning is approved, then they will plat
the property. He added that during the platting process, the drainage will be addressed.
Mr. Maples also stated that during the building permit process the drainage will be
checked again. He added that the drainage may actually improve.
A discussion ensued whether this was a recognized drainage ditch and the possibility
of a church being built on this property. Also discussed was how this property would be
affected by the Cullen Boulevard extension.

11. PURPOSE OF HEARING
Request of owners for an amendment to the Land Use and Urban Development
Ordinance of said City from classification Suburban Development District (SD) to Single
Family Dwelling District (R-3) on the following described property, to wit:
Legal Description: A 10.00 acre tract of land out of Lot 28 & 29, Allison Richey Gulf
Coast Home Co. Subdivision, Section 20, H. T. & B. R.R. Co.

Planning & Zoning Chairperson Mary Starr read the purpose of the hearing into the
record. Manager of Administrative Support Tobin Maples stated that the Comprehensive
Plan shows this area as low density residential. He explained that this is a continuation
of an existing development. He added that the property is surrounded by Suburban
Development District (SD) and Single Family Dwelling District (R-3). Mr. Maples stated
that this request was considered and denied last month. He explained that the applicant

has reapplied seeking the same zoning.
III. PERSONS WISHING TO SPEAK FOR THE PROPOSED REQUEST
Clinton Wong, Amvest Properties, explained that he returned from vacation to find that `—
their surveyor had made a mistake with the radius. He stated that this mistake has been
clarified and apologized for the problem. Mr. Wong explained that this ten acres is a
continuation of Sunrise Lakes development which is zoned R-3. He stated that they
have built R-2 with seventy foot lots on the lake, however, they do have R-3 on the
outskirts. He added that with this tract abutting Hillhouse Road and the cemetery, he
feels that R-3 is more suitable. He also added that they have built even higher quality
homes than expected.
Ken Caffey, Amvest Properties, handed out site maps showing the existing development
and the ten acres being considered for the zone change.

A lengthy discussion ensued regarding the status of Hillhouse Road and whether it
would be used as access for this subdivision.
