2000-03-27 CITY COUNCIL PUBLIC HEARING MEETING MINUTES�-^ MINUTES OF A PUBLIC HEARING OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, HELD ON MARCH 27, 2000, AT 6:30 P.M., IWTHE COUNCIL CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. r^ 'The meeting was called to order with the following present: Mayor Mayor Pro -Tem Councilmember Councilmember Councilmember Councilmember City Manager City Attorney City Secretary Tom Reid William Berger Helen Beckman Richard Tetens Larry Wilkins Klaus Seeger Glen Erwin Darrin Coker Young Lorfing Others in attendance: Deputy City Manager Alan Mueller; Executive Director P.E.D.C. PURPOSE OF HEARING - AMENDMENT OF THE CITY OF PEARLAND SIGN ORDINANCE. To consider the amendment of the City of Pearland Sign Ordinance to regulate signs advertising produce grown and harvested within the City of Pearland. Mr. Darrin Coker, City Attorney. STAFF REVIEW OF PROPOSED AMENDMENT City Attorney, Darrin Coker, addressed Council and stated there have been several requests regarding an amendment to the Sign Ordinance. The concerns and letters that have been received are regarding the sale of produce that is being grown on the same property and the requests have been to erect signs to advertise that produce. Mr. Coker gave an overview of the amendment to the Sign Ordinance. CITIZEN COMMENTS Stella Roberts, 2918 Green Tee, addressed Council and stated that she has questions regarding the amendment of the ordinance. She said the amendment does not stipulate how often, or how long the signs could remain out. She further stated that if someone grew Page 1 of 3 - 3/27/2000 oat 002 variety of crops that went through the entire year then we could have these little signs interminably. If during the planting season, someone is growing two or three types of crops, could have three or four signs. Mrs. Roberts also stated that there are multiple signs on 518 at this time, and she does not want to see the City allow what has been illegal, now become legal. COUNCILISTAFF DISCUSSION City Attorney, Darrin Coker, stated the signs can only be displayed when the produce is available for purchase. He also stated that the produce that is being advertised must be grown there. Mr. Coker further stated that one sign is allowed for every 200 hundred feet of frontage on the property where the produce is grown. Councilmember Beckman stated she would recommend that no additional signs be allowed in area where there are already existing signs. If a person has an ongoing business, they should be allowed to erect additional signs.just they are selling some particular fresh fruit or vegetable at that time. Councilmember Seeger stated that the amendment is simple and straight forward as it is written. Councilmember Wilkins stated that he agrees with how the amendment is written. The amendment is very understandable, clear, and the existing businesses that are currently around are few. He does not think there will be any real significant problem. City Attorney, Darrin Coker, stated that as the amendment is written if someone has a ground sign, they will still be entitled to have the additional signs as discussed earlier. He also stated that the signs do have to be on the site where the produce is grown. Councilmember Wilkins stated that he feels that these businesses add character to Pearland. There is history with these types of business, and he does not have any problem the signs that are coexisting now that advertise produce.
