A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
ENTER INTO A CONTRACT OF EMPLOYMENT WITH FORENSIC
SCIENCE SERVICES TO FURNISH THE PEARLAND POLICE
DEPARTMENT WITH AN INTOXIMZER, ESTABLISH A CHEMICAL
BREATH TESTING PROGRAM, AND PROVIDE TECHNICAL
SUPERVISION, MAINTENANCE, AND EXPERTISE FOR SAID PROGRAM.
WHEREAS, intoxication by alcohol and other chemicals is an increasing problem
in law enforcement and is prevalent in a large number of crimes, including traffic
offenses; and
WHEREAS, evidence provided by intoxilizers facilitate a more effective
prosecution of chemically influenced offenders; and
WHEREAS, an intoxilizer program on site at the Pearland Police Department will
provide a more efficient means of processing DWI cases by streamlining the police
officers' investigations and reducing their time spent in commuting to other intoxilizer
sites; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain contract, a copy of which is attached hereto as
Exhibit "A" and incorporated herein for all purposes, authorizing the City Manager to
enter into a contract of employment with Forensic Science Services to furnish the
Pearland Police Department with an intoxilizer, establish a chemical breath testing
program, and provide technical supervision, maintenance, and expertise for said
program, is hereby authorized and approved.

Section 2. The City Manager or his designee is hereby authorized to execute,
and the City Secretary to attest, Exhibit "A" and any counterparts thereof.
