R2010-27 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE EXPENDITURE OF HOTEL/MOTEL TAX REVENUES TO ESTABLISH A GRANT PROGRAM TO SUPPORT CULTURAL AND FINE ARTS PROGRAMS IN THE CITY. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Council hereby authorizes the expenditure of Hotel/Motel Tax Revenue, in an amount not to exceed $15,000, to establish a grant program to support cultural and fine arts programs in the City by providing grants not to exceed $5,000 each, awarded based on merit, to non-profit organizations within the City that offer programs to promote cultural and/or fine arts. The grant program is eligible to non- profit organizations that reside within the Corporate City Limits of Pearland. The maximum amount awarded from the grant program is$5,000 based on need. The focus of the Cultural Arts/Fine Arts Grant Program is to assist in the development of Cultural Arts/Fine Arts in Pearland. Programs/projects that focus on youth and/or the development of Cultural Arts programs will receive priority over non-youth programs and non-development programs. Application Submission Applications for the Cultural Arts in Pearland Grant Program will be accepted through standard or electronic mail. Please send one copy of the completed,signed application form (see page 5) and required attachments to: Shawn Mosley Marketing Manager City of Pearland 3519 Liberty Dr. Pearland,Texas 77546 smosley@ci.pearland.tx.us Application Deadline Applications will be accepted throughout the year beginning October 1st each year. A grand total of$15,000 will be allocated for the grant program annually. Applications will be reviewed in the order they are received. Once the total allocation for the year has been awarded,grant applications will no longer be accepted for that year until October 1st of the following year. Grant Awards Grant applications will be reviewed on a competitive basis,and funding is based on the ability of the applicant to substantiate the need for assistance and the ability to meet the evaluation criteria. Grants will be evaluated within forty five(45)days from the time they were received with an award decision within fifteen(15)days after final evaluation of the application. Cultural Arts in Pearland Grant Program Eligibility Cultural Arts Grants are open to any non-profit organization located in the city limits of Pearland. In order to be eligible, projects must meet all of the following eligibility criteria: • Must be a non-profit organization—501(C)(3) • Applicant must be the president and/or official signatory for the organization • Organization must be located within the Corporate City Limits of the City of Pearland • Grant funds must be used for Cultural Arts/Fine Arts programs • Only one grant application per entity,per year will be considered Evaluation Criteria Funding for the Cultural Arts/Fine Arts Grant Program is limited to$15,000 annually. The maximum grant application awarded will be$5,000 based on merit. Applications will be reviewed on a competitive basis and evaluated on the following criteria: • Application is complete and clearly written. • Project features innovative Cultural Arts programming • Project focus is on the development of Cultural Arts programs • Project provides public awareness of Cultural Arts programs • 10%minimum match funding required Priority Consideration Additional weight in the evaluation process will be given to projects that: •. Are specifically designed for youth (participants 17 and under) • Focus is on the development of Cultural Arts/Fine Arts programs • Focus is on public awareness of Cultural Arts/Fine Arts programs Terms Funding for the Cultural Arts/Fine Arts Grant Program will be issued upon signed completion of the Cultural Arts Grant Application and an upon successful submission of proof the recipient has paid the 10%match requirement and documentation supporting paid services in the total amount requested. Applicant agrees to provide the City of Pearland with documentation that the performance standards have been met as follows: •: Documentation that project/program exists including but not limited to news releases, press releases, promotional brochures and photos of the actual project/program • Copy of paid invoices in the amount equal to the grant request • Attendance Report •.
