R2010-090 - 2010-06-28RESOLUTION NO. R2010-90 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPROVING THE FUNDING PLAN FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That certain Funding Plan for the Community Development Block Grant Program, attached hereto as Exhibit "A" is hereby authorized and approved. COKER CITY ATTORNEY TOM RF MAYOR EXHIBIT A Exhibit "A" Resolution No. R2010-90 City of Pearland PY 2010 HUD CDBG Allocation Fund Distribution Recommendation 10/1/2010 Through 9/30/2011 Agency Program & Purpose Amount Requested Recommended Funding HUD Limit Comments Total PY 2010 Award $326,087 Social Services Applications - Total $ 1,734,309 $ 48,913 $ 48,913 Cap for Social Services is 15% of Total Program Year Allocation Adult Reading Center Workforce Development -- provide part of salary for workforce development activities, including training in weatherization installation. $ 19,789 $ 16,490 , Analysis of existing subrecipient spending and project implementation start dates show that subrecipient may not fully implement at contract start -date. Recommendation is for 10 months of staff funding. Subrecipient is currently performing these types of activities but not funded by CDBG. Pearland Christian Community Church "Life Support Crew" mentoring services for teen boys $ 456,520 15, Large amount requested and new program. Amount applied for mostly included requests for salaries and personnel -related expenses. Program can operate with funds for educational materials and informational resources for low-income male adolescents that will benefit from mentoring and prevention education to avoid substance abuse, violence, crime and academic failure. At the proposed per beneficiary cost of $600, approximately 25 youth participants will be served throughout the Program Year. Pearland Christian Community Church Emergency Assistance to the Elderlyindividuals/families $ 330,500 =- 2,423 PCCC will serve approximately 20 elderly with emergency assistance for rent and utility assistance at an average of $121.00 per person/family. Pearland Community Christian Church Media Education and Math Summer Camp $ 902,500 '. No funding recommended. More than the City can fund and program may not qualify under HUD guidelines. Could be difficult to manage the program, as a sub -recipient to meet HUD guidelines.. Pearland Neighborhood Center Emergency rent, utility, prescription assistance $ 15,000 Allow for $2500 to $5000 of this request to be used as Admin. Support in support of the program and management this is required by HUD. Subrecipient, project management and monitoring will clearly benefit from staff support. Amount to be determined in pre -funding conference on project budget. Pearland Neighborhood Center Workforce Development $ 10,000 Duplication of Services based on similar request from another community organization that has historty for delivering this type of service to the community. This would be a new program fro PNC. Request for funds not recommended. Pearland Parks/Rec Outdoor Recreation Program $ 42,000 :; Would require additional funds from the City or other source not identified at the time of request. Public Facility and Infrastructure - Total $ 229,957 $ 211,957 $ 211,957 Infrastructure should be approximately 65% of allocation, based on utilization of full allowances for Planning/Admin and Social Services. Forgotten Angels New bathroom for Day Hab Center $ 33,000 Project identified last year but general improvement provisions of contract allowed for other similar priorities to take effect and subrecipient chose other facility improvements. Adult Reading Center ADA -compliant ramps $ 1,250 Funding will enhance ADA Compliance and accessibility to ARC Services by handicapped and disabled persons. 50% match by ARC. City of Pearland - PEDC/OTEDC Demolition of Old Bus Stop on Grand and Improvement of Median $ 20,000 Decision made not to fund this project. Demolition can take effect without the use of CDBG funds. City of Pearland - Public Works Department Sidewalks $ 175,707 Sidewalk installations in residential areas of Old Townsite including W. Plum (Austin - N. Washington), W. Jasmine (N. Austin - N. Texas) with a small section to connect Pearland Neighborhood Center area to Jasmine, and the west side of S. Houston (E, Walnut - 518). Cost of concrete, culvert, pipe, drainage, sand, rebar and other necessary materials. Administration - Total $ 65,217 $ 65,217 $ 65,217 Cap for Planning/Administration is 20% City of Pearland Salaries, Consulting $ 65,217 $ 65,217 Current consulting contract is for $21,000.00. Consultant duties include assistance with monitoring and subrecipient data management, crafting of action plans and evaluation outcome report for HUD, as well as supporting regulatory compliance activities of the City.
