Dear Board of Directors:
I-Iuitt-Zollars Inc. (HZ) has reviewed the documentation provided by LJA Engineering &
Surveying, Inc. (LJA) on May 18, 2010 for land cost for the proposed 15.5-acre AISD
Elementary School Site (SCH-4). We also met with James Ross, P.E., with LJA Engineering &
Surveying on May 25, 2010 to go over the scope and budget of the project. This letter is a
summary of our review.
The review compared the cost included in the original 1999 Master Plan to the land cost allocated
for Project 10-06-002 in the current budget. We have determined that the project and cost are
within the scope of the work for Pearland TIRZ No. 2.
It is our opinion that the land cost allocated for the AISD School Site, Project 10-06-002 totaling
$1,753,316, is in compliance with the Master Plan approved by the TIRZ Board.

summary of our review.
The review compared the cost included in the original 1999 Master Plan to the land cost allocated
for Project 10-06-002 in the current budget. We have determined that the project and cost are
within the scope of the work for Pearland TIRZ No. 2.
It is our opinion that the land cost allocated for the AISD School Site, Project 10-06-003 totaling
$3,419,425, is in compliance with the Master Plan approved by the TIRZ Board.

Huitt-Zollars Inc.. (HZ) has reviewed the documentation provided by LJA Engineering &
Surveying, Inc. (LJA) on May 18, 2010 for the Discovery Bay Extension to State Highway 288
on behalf of the TIRZ Board. We also met with James Ross, P.E. with LJA Engineering &
Surveying on May 25, 2010 to go over the scope and budget of the project. This letter is a
summaiy of our review.
The review compared the roadway and landscape improvements included in the original 1999
Master Plan to the improvements proposed in this project for the extensions of Discovery Bay
Drive to State Highway 288. We have determined that the project and cost are within the scope
of the work for PearIand TIRZ No, 2.
It is our opinion that the Discovery Bay Roadway and Landscape Improvements totaling
$632,500-is i- compliance with the Master Plan approved by the TIRZ Board.
