R95 -39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS AUTHORIZING THE CITY MANAGER TO SIGN AND EXECUTE THE LONGWOOD WASTEWATER TREATMENT PLANT PERMIT AMENDMENT APPLICATION TO INCREASE THE PERMITTED FLOW THROUGH THE PLANT, AND TO APPLY FOR STATE REVOLVING FUNDS FOR CON STRUCTION OF THE IMPROVEMENTS NEEDED. WHEREAS, wastewater flow reduction at the plant by reduction in inflow and infiltration has not kept pace with increased flows due to development; and WHEREAS, current and recent flow volumes at the plant have consistently exceeded the 75% of permitted flow values which by State rules require initiation of improvement plans to accommodate the increased flows; and WHEREAS, new development is currently under way that insures the plant will realize additional increased flows; and WHEREAS, projects are approved that will soon exceed the plant's existing capacity; and WHEREAS, other treatment options cannot be developed soon enough to meet our growing needs. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. The City Manager is authorized to submit an application to Texas Natural Resource Commission for an amended permit to increase permitted flow volume through Longwood Wastewater Treatment Plant and to pay the $2,015 fee. Section 2. The City Manager is authorized to apply to Texas Water Development Board for State Revolving Fund Program for funds, if needed, to construct the improvements needed to increase the capacity of Longwood Wastewater Treatment Plant from 1.75 MGD to 2.50 MGD. The Protestant and Applicant agree to develop a mutually acceptable landscaping plan for the area adjacent to the Madeksho property, as indicated by the shaded area in Exhibit A attached to this agreement. B. This Agreement is a legal contract between the applicant,City of Pearland and the Protestant, is enforceable by either party against the other in a court of competent jurisdiction, and shall expire on September 1, 2000. C. In consideration of the provisions listed above and actions to be taken by the Applicant, the Protestant hereby withdraws his hearing request for the application for Permit No. 10134- 003. D. The Executive Director and the Public Interest Counsel of the Commission participated in the mediation procedure but are not parties to this Agreement. Infiltration and inflow into the collection system remains a problem for this plant. During wet weather events, high flows to the plant cause effluent degradation and increase flows to the collection system have resulted in manhole overflows. Continued efforts must be made to reduce infiltration and inflow to a manageable level. Self-reported effluent quality 2. A review of self-reporting records revealed several noncompliances for chlorine residual maximums and minimums and dechlorination residual maximums. The chlorine residual problems were reported to be due to electrical feed problems which the WWTP personnel have deligently worked to correct. The list identifies 194 different locations/addresses where this work was preformed . I have also attached a copy of the bills from Insituform Gulf South ( IGS ) where they have completed various repairs to the collection system. Their work primarily consisted of lining deteriorated sewers, repairing faulty plumbers taps, and the sealing of leaking manholes . Pearland, Texas 77581-2068 RE: Proposal for Engineering Services Permitting, Design and Construction Phase Services Expansion of the Longwood Wastewater Treatment Plant Dear John: We are pleased to submit this proposal to provide engineering services for the expansion of the Longwood Wastewater Treatment Plant. The flows generated by development within the Longwood plant service area have increased to the point that a plant expansion is necessary to keep pace with projected development over the next five years. An expansion of the facility from 1.75 to 2.3 or greater would allow time for the City of Pearland to continue I & I reduction efforts, acquire land, and develop plans for a new facility to serve the ultimate needs of this service area. The existing facility has been in operation since 1988. The treatment units consist of a single complete mix aeration basin, two final clarifiers, chlorine disinfection, sulfur dioxide dechlorination and two sand filters for effluent polishing. An increase in the plant treatment capacity will require additional aeration tankage and a higher treatment efficiency from the clarifiers, filters and disinfection units. The influent lift station will have to be expanded and the capacity of the return activated sludge pumps will have to be increased. Improvements in hydraulic capacity to accommodate peak flows will also be necessary. K LOTZ ASSOCIATES, INC. Mr. John Hargrove, P.E. November 16, 1994 Page 2 Before proceeding with the proposed plant expansion, a permit amendment must be prepared and submitted to the Texas Natural Resource Conservation Commission (TNRCC) and to the EPA. Because the permitting process and proposed effluent limitations will dictate the . design parameters for the treatment plant and has the potential for significantly impacting the proposed expansion, the engineering services to be provided will include a Permitting Phase to determine the extent and scope of improvements needed. If the Permit Amendment Application is successful, the Design Phase will follow for the preparation of plans and specifications for the proposed improvements. A Construction Phase is included at the City's option. Written direction to proceed with these services would be issued to Klotz Associates, Inc. at the appropriate time. We have prepared the following scope of services based on information and instructions provided by the City of Pearland and the above described considerations. SCOPE OF BASIC SERVICES A. Phase I - Permitting STEP 1 1. Coordinate with the City of Pearland to determine the needs and requirements for the facility. Secure from the City all available plans, specifications and previous reports regarding the facility which are pertinent to the project. Establish work procedures and communication protocol with the City. 2. Perform analysis of the plant process and treatment units and after consultation with the TNRCC staff and the City staff develop a preliminary design for the expansion of the facility. Prepare a design report in cooperation with the City Staff which can be submitted with the permit application for TNRCC approval. The design report effort will include the following at a minimum: a. Landscape plan, noise abatement, and odor control, if needed. STEP 2 1. Finalize Step 1 Report. 2. Prepare and submit a TNRCC permit amendment application. City shall supply necessary influent and effluent sampling and test results and information required for the permit. Klotz Associates will provide all exhibits, attachments and downstream property owners. 3. Prepare and submit five copies of the STEP 1 Report. B. Phase II - Design 1. Establish the scope and advise the City of soils and foundation investigations or geotechnical investigations, surveys or tests which, in the opinion of the Engineer, may be required. 2. Work shall be in accordance with the rules and requirements of the TNRCC pertaining to wastewater treatment facilities and the recommendations of Phase I. • 4. Prepare a cost estimate of authorized construction. The Engineer shall not be required to guarantee the accuracy of these estimates. 5. Prepare and submit to the TNRCC, the plans and specifications for file purposes. 6. Furnish the City with 10 copies of approved Contract Documents including notices to bidders and proposal forms. All sets of Contract Documents in excess of agreed number are to be paid for by Owner. 7. Should the City elect to finance the project through the State Revolving Fund, Klotz Associates will prepare and submit the design report and formal application to the Texas Water Development Board for a loan. The administration of the application process, the required Environmental Assessment and Water Conservation Plan will be considered additional services. C. Phase III - Construction 1. Assist in the preparation of formal Contract Documents. 2. Assist the City in the advertisements of the Project for bids. City shall be responsible for securing and paying for Bid Advertisement. 3. Distribute bid documents to plan holders and plan houses, maintain plan holders log, conduct Prebid Conference and issue and distribute addendums to the Bid Documents if necessary. Make periodic visits to the site (as distinguished from the continuous services • of a Resident Project Representative) to observe the progress and quality of the executed work and to determine in general if the work is proceeding in accordance with the Contract Documents. Nine visits are included in this proposal. In performing these services the Engineer will endeavor to protect the City against defects and deficiencies in the work of the contractor, but he cannot guarantee the performance of the contractor, nor be responsible for the actual supervision of construction operations or for the safety measures that the contractor takes or should take. 7. Consult and advise the City; issue all instructions to the contractor requested by the City and prepare and issue required change orders with City's approval. 8. Review samples, catalog data, schedules, shop drawings, laboratory, shop and mill tests of material and equipment and other data which the contractor submits. This review is for the benefit of the City and covers only general conformance with the information given by the Contract Documents. The contractor is to review and stamp his approval on submittals prior to submitting to Engineer, and review by the Engineer does not relieve the contractor of any responsibility such as dimensions to be confirmed and correlated at the job site, appropriate safety measures to protect workers and the public, or the necessity to construct a complete and workable system in accordance with the Contract Documents. 9. Conduct, in company with the City, a final inspection of the Project for compliance with the Contract Documents, and submit recommendations concerning project status, as it may affect City's final payment to the contractors. 11. Prepare Record Drawings of the improvements for the City on digital AutoCADD format and reproducible sepias. 12. Provide an Operation and Maintenance Manual consisting of information and data furnished for the improvements by the contractor and equipment manufacturers. Special maintenance instructions which are unique to the operation of this plant will also be included as will instruction for revisions in the existing plant operations and laboratory analysis. Provide three sets to the City. D. Special Services 1. Geotechnical and surveying services are designated as Special Services. These extent of these services is dependant upon the location and specific construction requirements of the improvements to be constructed and upon the extent of existing available information on the site. These specifics will not be established until Phase I is complete. Therefore, we are recommending a preliminary budget of$2,500 for surveying services and $2,000 for geotechnical services. These estimates are based on previous projects of similar scope. The City will contract directly for these services. E. Additional Services 1. Should the City elect to finance the project through the State Revolving Fund, Klotz Associates will prepare and.submit a design report and formal application to the Texas Water Development Board for a loan. For services of the Engineer's Project Representative during construction of the project as described by Exhibit B, fees shall be an amount equal to Salary Cost times a factor of 2.5 for services performed or furnished by employees engaged directly on the project. We recommend that a budget of$10,000 be established for these services based on a 180 day construction period and ten hours per week. The engineers project representative will limit project work • and site visits to those specifically ordered by the City on a current need basis. 3. Costs associated with permit fees, bid advertisements, public hearings, public notices or property and easement acquisitions are not included in the above costs. Should those services be necessary, the associated engineering services will be considered additional and invoiced on an hourly rate base. The Monthly Operating Reports for October, 1993 through April , 1994 are enclosed as requested and will indicate that the effluent discharge was above 4 .0 mg/1 . maximum daily. The sulfur dioxide units were in operation at the time periods of above 4 .0 mg/l . conditions existed. The City of Pearland completed construction of the dechlorination system at the Longwood facility on 07-27-92 , and continues to work in full operation. The Texas Water Commission permits section did not drop the maximum chlorine of 4 . 0 mg/1 once we were on-line with dechlorination (sulfur dioxide) . There were some electrical feed problems on the chlorination equipment during the time periods mentioned and does have a tendency to be above 4 .0 mg/1 . The linear setting is solid state and has been adjusted frequently by Fisher and Porter Company. These spikes are random on low flows and do not seem to be showing during the average and peak flows. (Chlorine residuals are run seven (7) days a week. ) The City of Pearland will continue to operate and monitor all daily operations at the Longwood facility. The TNRCC Program Support Team, is unable to remove the chlorine maximum requirement from the forms until the requirement is removed from the permit. The requirement can only be removed from the permit by a major amendment or permit renewal. We recommend that the City continue to complete the self-reporting forms as required. Upon renewal of the existing permit remind the Permits Section of the obsolete maximum chlorine residual of 4 . 0 mg/L and request that it be removed. We apologize for the inconvenience of this method, but it is the most economical and least cumbersome means for the City. Twice documentation has shown where flows at this plant have exceeded 75% of the permitted amount for three months in a row. Under the permitting rules, the City has to provide an explanation for this and a plan for reduction of this in the future or the City has to immediately begin expanding the plant, Mr. Hargrove informed. The time has to come to recognize that during the next five years, the City will be unable to reduce the infiltration and inflow fast enough to prevent further excursions on the Longwood Plant. The permit is up for renewal next September, Mr. Hargrove continued. The plant has been looked at to see if another 500, 000 gallons a day could be handled by the hydraulic capacity without significant expansion, knowing that a large expansion will have to be done on an adjacent site. The land for this site is currently being negotiated with Harris County. The proposal suggested is for an engineering price to initiate the study for the amendment of the permit and to commence the design of what would be the last expansion of the Longwood Plant, City Engineer Hargrove explained, as we simply have run out of land. Phase One is broken into two steps. A preliminary engineering report will be done with the City Engineer working with an environmental engineer to come up with a preliminary engineering report to do the engineering necessary to approve the feasibility of the plan that is envisioned before the City goes to the additional expense of submitting it to Austin for approval. If feasibility fails to be proven in the first step, Mr. Hargrove continued, the City will go for a renewal of the permit and come back and deal with the infiltration and inflow as best as possible. 172 • ,6' AM ilk the City isn 't at that point at this time. The flows generated by development within the Longwood plant service area have increased to the point that a plant expansion is necessary to keep pace with projected development over the next five years. An expansion of the facility from 1.75 to 2.3 or greater would allow time for the City of Pearland to continue I & I reduction efforts, acquire land, and develop plans for a new facility to serve the ultimate needs of this service area. The existing facility has been in operation since 1988. The treatment units consist of a single complete mix aeration basin, two final clarifiers, chlorine disinfection, sulfur dioxide dechlorination and two sand filters for effluent polishing. An increase in the plant treatment capacity will require additional aeration tankage and a higher treatment efficiency from the clarifiers, filters and disinfection units. The influent lift station will have to be expanded and the capacity of the return activated sludge pumps will have to be increased. Because the permitting process and proposed effluent limitations will dictate the design parameters for the treatment plant and has the potential for significantly impacting the proposed expansion, the engineering services to be provided will include a Permitting Phase to determine the extent and scope of improvements needed. A Design Phase will follow for the preparation of plans and specifications for the proposed improvements and a Construction Phase is included. We have prepared the following scope of services based on information and instructions provided by the City of Pearland and the above described considerations. SCOPE OF BASIC SERVICES A. Phase I - Permitting STEP 1 1. Coordinate with the City of Pearland to determine the needs and requirements for the facility. Secure from the City all available plans, specifications and previous reports regarding the facility which are pertinent to the project. Establish work procedures and communication protocol with the City. 2. Perform analysis of the plant process and treatment units and develop a preliminary design for the expansion of the facility. Prepare a design report in cooperation with the City Staff which can be submitted with the permit application for TNRCC approval. The design report effort will include the following at a minimum: a. City shall supply necessary influent and effluent sampling and test results and information required for the permit. Klotz Associates will provide all exhibits, attachments and downstream property owners. 3. Prepare and submit five copies of the STEP 1 Report. B. Phase II - Design 1. Establish the scope and advise the City of soils and foundation investigations or geotechnical investigations, surveys or tests which, in the opinion of the Engineer, may be required. 2. Furnish to the City, where required by the circumstances of the assignment, the engineering data necessary for applications for routine permits by local, state and federal authorities (as distinguished from detailed applications and supporting documents for governments grants-in-aid, loans or for planning advances). Prepare a cost estimate of authorized construction. The Engineer shall not be required to guarantee the accuracy of these estimates. 5. Prepare and submit to the TNRCC, the plans and specifications for file purposes. 6. Furnish the City with 10 copies of approved Contract Documents including notices to bidders and proposal forms. All sets of Contract Documents in excess of agreed number are to be paid for by Owner. 7. Should the City elect to finance the project through the State Revolving Fund, Klotz Associates will prepare and submit the design report and formal application to the Texas Water Development Board for a loan. The administration of the application process, the required Environmental Assessment and Water Conservation Plan will be considered additional services. C. Phase III - Construction 1. Assist the City in the advertisements of the Project for bids. City shall be responsible for securing and paying for Bid Advertisement. 2. Conduct Prebid Conference and issue and distribute addendums to the Bid Documents if necessary. 3. Assist the City in the opening and tabulation of bids for construction of the project, and consult with the City as to the proper action to be taken, based on the engineering considerations involved. Nine visits are included in this proposal. In performing these services the Engineer will endeavor to protect the City against defects and deficiencies in the work of the contractor, but he cannot guarantee the performance of the contractor, nor be responsible for the actual supervision of construction operations or for the safety measures that the contractor takes or should take. 7. Consult and advise the City; issue all instructions to the contractor requested by the City and prepare and issue routine change orders with City's approval. 8. Review samples, catalog data, schedules, shop drawings, laboratory, shop and mill tests of material and equipment and other data which the contractor submits. This review is for the benefit of the City and covers only general conformance with the information given by the Contract Documents. The contractor is to review and stamp his approval on submittals prior to submitting to Engineer, and review by the Engineer does not relieve the contractor of any responsibility such as dimensions to be confirmed and correlated at the job site, appropriate safety measures to protect workers and the public, or the necessity to construct a complete and workable system in accordance with the Contract Documents. 9. Obtain and review monthly and final estimates for payments to contractors, and furnish to the City any recommended payments to contractors and suppliers; assemble written guarantees which are required by the Contract Documents. Prepare Record Drawings of the improvements for the City on digital AutoCADD format and reproducible sepias. 12. Provide an Operation and Maintenance Manual consisting of information and data furnished for the improvements by the contractor and equipment manufacturers. Special maintenance instructions which are unique to the operation of this plant will also be included as will instruction for revisions in the existing plant operations and laboratory analysis. Provide three sets to the City. D. Special Services 1. Geotechnical and surveying services are designated as Special Services. These extent of these services is dependant upon the location and specific construction requirements of the improvements to be constructed and upon the extent of existing available information on the site. These specifics will not be established until Phase I is complete. Therefore, we are recommending a preliminary budget of$2,500 for surveying services and $2,000 for geotechnical services. These budgets are based on previous projects of similar scope. Special Services will be invoiced at the Engineer's Cost plus 10%. D. Additional Services 1. Should the City elect to finance the project through the State Revolving Fund, Klotz Associates will prepare and submit a design report and formal application to the Texas Water Development Board for a loan. The Administration of the application process, the required Environmental Assessment and Water Conservation Plan are considered additional services which are addressed in the Compensation section of this proposal. 4116. Costs associated with permit fees, bid advertisements, public hearings, public notices or property and easement acquisitions are not included in the above costs. They had an order of sulfur dioxide coming during the flood period and ran out due to heavy dosage rates on a one (1) ton cylinder. 1. Sulfur dioxide ran out at the Longwood WWTP. The impact to the receiving stream was minimal. 2. The cause for non-compliance was due to waiting for a full one (1) ton cylinder to come in. 3 . The estimated period of non-compliance was about 48 hours. (10-24-94 - 1 . 61) 4. Once the sulfur dioxide came in, we hooked up and all went okay. 5. The rain caused some heave dosage for the plant to meet its requirements. This is the first time this has run out of sulfur dioxide. The Monthly Operating Reports for October, 1993 through April , 1994 are enclosed as requested and will indicate that the effluent discharge was above 4.0 mg/l . maximum daily. The sulfur dioxide units were in operation at the time periods of above 4 .0 mg/l . conditions existed. The City of Pearland completed construction of the dechlorination system at the Longwood facility on 07-27-92 , and continues to work in full operation. The Texas Water Commission permits section did not drop the maximum chlorine of 4 . 0 mg/1 once we were on-line with dechlorination (sulfur dioxide) . There were some electrical feed problems on the chlorination equipment during the time periods mentioned and does have a tendency to be above 4 . 0 mg/l. The linear setting is solid state and has been adjusted frequently by Fisher and Porter Company. These spikes are random on low flows and do not seem to be showing during the average and peak flows. (Chlorine residuals are run seven (7) days a week. ) The City of Pearland will continue to operate and monitor all daily operations at the Longwood facility. The Longwood wastewater plant did have some problems on electrical components for chlorine disinfection on 05-02-94 , 05-16-94, and 05-31-94. The impact to the receiving stream was minimal . 2. The cause of non-compliance was due to low vacuum on its chlorina- tion system and electrical problems. 3 . The estimated time of non-compliance was about 8 hours. 4 . The actions taken to correct the problem were to fix the electrical problems on the unit and raise the chlorine up to meet its required limit of 1 .0 mg/l. 5. The City of Pearland has corrected its electrical problem and does not anticipate a reoccurrence of this nature. The chlorine residual exceeded 4 .0 mg/1 maximum on May 6, 10 , 12 , 13 , 17 , & 19 , 1994 . The impact to the receiving stream was minimal . 2. The cause was due to vacuum and electrical related problems. 3 . The estimated time period for each occurance was about 4 hrs. 4. The action taken to correct the problem was to take residuals on a regular basis daily. The sulfur dioxide system was on line. The Longwood wastewater plant exceed its daily BOD Carb average by 0.6 mg/1 for the month of May, 1994. The impact to the receiving waters was minimal . 2 . The cause was due to the fact that return rates were too low and the D.O. was a little low. 3 . The estimated time of non-compliance was about 3 days. 4. The actions taken to correct the problems were to increase the RAS rate; for D.O. in the mix, it was to increase air to 4 .0 mg/1 . Ammonia in the plant did okay during this time period. 5. The chlorine residual was 0 . 5 mg/1 on 05-31-94 , and 0 .8 on 06-06-94 . Sulfur dioxide was 0 . 31 mg/1 on 06-06-94 . The impact to the receiving stream was minimal . 2. The cause for non-compliance was due to a bad vacuum on its injectors for chlorine and sulfur dioxide systems. 3 . The estimated time of non-compliance was about 12 hours. 4. The actions taken to correct the problems were to increase its pressure to operate both CL2 and SO2 units and to fix the leaks on tubing. 5.
