R95-24 04-10-95 RESOLUTION R95 -24 A RESOLUTION AUTHORIZING THE CITY MANAGER TO APPLY FOR AND EXECUTE ALL AGREEMENTS ASSOCIATED WITH THE URBAN STREET PROGRAM AND GIVING NECESSARY ASSURANCES REGARDING THE COST SHARE OF THE PROJECT. WHEREAS, State funds are available to help rehabilitate streets in the urban areas of the Houston Galveston region; and WHEREAS, all functionally classified streets and roads inside urbanized areas will be eligible for this program, these arterial and collector streets do not have to be physically connected to the State's highway system; and WHEREAS, Country Club Drive, from FM 518 north to Clear Creek, is in need of repair. Furthermore, this road has been classified as a collector by the Metropolitan Planning Organization. WHEREAS, the program will be a bank balance program, with the program's authority lapsing in four years, which will be the August 1999 letting; and WHEREAS, the City will pay 100% of storm sewer, curb and gutter, sidewalks, driveways, right of way, utility adjustments, and environmental mitigation; and WHEREAS, Texas Department of Transportation will pay 80% of grading, base, pavement cross drainage, pavement markings, guard fence, and other safety features. The City will pay 20% of the above items; and WHEREAS, consultants will be used for plans, specifications, and estimate preparation. The City will escrow funds for the Texas Department of Transportation to select, manage, and pay the consultants; and WHEREAS, the City will pay 100% of preliminary engineering and 20% of indirect overhead and construction engineering and contingencies; and WHEREAS, the application deadline is May 9, 1995. BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Manager is authorized to submit an application to the Metropolitan Planning Organization and execute all agreements associated with the Urban Street Grant Program. RESOLUTION R95 -24 Section 2. That the City Manager is authorized to contract the services of a consulting engineering firm to conduct preliminary engineering studies. Section 3. That the City's share of the project's costs are hereby allocated from 1995 Certificates of Obligation proceeds.
