R2010-65 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, APPROVING AND ADOPTING THE GOALS PROMULGATED DURING THE CITY'S 2010 ANNUAL PLANNING WORKSHOP. WHEREAS, the City Council realizes the necessity of identifying primary goals and priorities to ensure the constant pursuit of improving the quality of life for the citizens of Pearland; and WHEREAS, the City Council held a workshop with City staff on April 17, 2010, at which time specific goals and objectives for the City's future were enumerated; now, therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Council hereby adopts and embraces the 2010 City Council's Goals attached hereto as Exhibit "A". PASSED, APPROVED, AND ADOPTED this 10th day of May, A.D., 2010. Public Safety A. Fire Department 4 Develop/Implement Staffing Plan to meet the needs of the community. B. Police Department 4 Continue to proactively recruit and staff highly qualified officers with the goal of 139 FTEs on the street to lower crime rate and provide for visible police presence. 4 With support of Council/Staff Committee; implement a Public Safety Strategy integrating all Law Enforcement Agencies to address concerns along the Hwys 288 and 518; Pearland ETJ; and after dark at larger commercial centers. II. Finances A. Continue to communicate through regular "State of the Finances Snapshot" Workshops. 4 Develop and implement proactive ways to share information with citizens. B. Finances (continued) D. Conduct pre -budget workshops presenting comparative data from internal and external sources to understand impact of trends on revenue base. E. Conduct workshop(s) to discuss optionslscenarios regarding financial impact of altering/delaying project timelines. 4 Spotlight parks development when reviewing timing on projects. III. Transportation A. Staff take a proactive role in aggressively pursuing funding sources for regional transportation projects and enhancing effective communication between the City and funding/political entities to secure support and funding for Pearland's transportation needs. C. Conduct a workshop to continue discuss ion of In - City public transportation needs/options. IV. Westside Library A. Establish a Westside Library "Next Step" timeline in coordination with both the County and potential privatelpublic entity partners. 4 Locate/Apply for grants related to "Next Step" as well as a permanent facility. Economic Development A. Ensure Council/Board are moving in the same direction - achieveing the best results for the community. 3 Develop incentive and recruitment policies that attract and retain businesses with high paying wages. 3 Invest in a systematic approach to assess existing business community needs with heightened focus on retention.
