A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AWARDING A BID FOR CONSTRUCTION SERVICES
ASSOCIATED WITH THE CITY'S FUTURE RESERVOIR.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City opened bids for construction services associated with the
Future Reservoir Side Slope Project, and such bids have been reviewed and tabulated.
Section 2. That the City Council hereby awards the bid to Haddock Construction,
Inc. in the amount of $1,585,307.00.
Section 3. The City Manager or his designee is hereby authorized to execute a
contract for construction services associated with the Future Reservoir Side Slope Project.
PASSED, APPROVED and ADOPTED this the 26 day of April, A.D., 2010.

Recommendation for City of Pearland's Interim Side Slope Construction of Future Reservoir
Project
Dear.Mr. Epperson,
Competitive Sealed Proposals for the City of Pearland's interim Side Slope Construction of Future
Reservoir Project, COP PN:WA-0812, Bid No.0110-18 were received and opened on Thursday,
March 4, 2010 at 2 00 PM. There were a total of three(3) General Contractors that submitted
, _
proposals for this Project. There were no significant discrepancies found in the Proposals
submitted.
In strict compliance with the Texas Local Government Code, Chapter 271, Purchasing ,and
• Contracting and House Bill 1886,the Contractor's Proposals and Qualifications were evaluated and
graded in accordance with'the Selection Criteria'that was specifically listed in Section 00202,
Exhibit A,Instructions to Bidders of the Project Specifications. This Selection Criteria was reviewed
and evaluated by a:committee-of City of Pearland Staff and Design Consultants. The three (3)
Proposers references'and quelifications were each eveluated_and rated,
The Proposal that received the highest evaluation rating and that the Committee determined was
the'Best Value"for the City of Pearland on this Project was submitted by Haddock Construction
CoMpariy, Inc. of Pearland, Texas.
In addition to the Evaluation Rating Process, the Selection Committee has performed a rigorous
effort of negotiations with Haddock Construction Company, Inc. In accordance.with guidelines
allowed by the Texas Local Government Code. The Committee looked at several cost savings
proposals from Haddock Construction Company that could be considered without changing the
overall web,/ of the project.
It is the recommendation of Snowden Engineering, Inc. that the City of Pearland.enter into a
contract with Haddock Construction Company, Inc for construction of the Interim Side Slope
Construction of Future Reservoir-Project for the amount of$1,585,307.00. This Contract amount
includes the Base Proposal and the alternative of constructing:the remainder of the reservoir's side
Slopes for an edditionel 6700,000.00.

PROJECT APPROACH
A: Sequencing of work
1. Remove existing pump in the pit and replace this pump with a larger pump.
(The city will continue to pay for the electricity to operate the pump.)
la. This process will take approximately 5 days
2. While the water level is coming down we will remove the exposed sand at the
bottom of the hole on the northeast and southeast sides (This sand will
become the property of Haddock Construction). The purpose of this removal
is to allow the clay cap to tie to a clay bottom so that an impermeable seal is
created.
2a. This process will take approximately 20 days
3. Once the sand is removed, we have to muck out the bottom and exposed the
clay. Then we will start excavating the clay in the southern corner and start
placing the clay on the slope.

3a. This process will take approximately 10 days
4. Then we start the fill process from the bottom to the top, placing the
clay in compacted lifts all the way to top. •
4a. This process will take approximately take 115 days
B: Source of Material
There is enough clay in the southeast corner to complete the slope from station
33.+00 to station 11+00. The.additional clay needed to complete the remainder of the
sloping is in the bottom of the pit and currently under water. If this material can be dried
to the correct moisture levels to allow for proper compaction, then it can be used. If this
can not be achieved, the remainder of clay will come from off site.

Additional Proposal
In addition,we also feel that it is of equal importance to complete the west and
north slopes as well as the remainder of the eastern wall. The majority of clay exists on
these slopes; however, a large amount of clay is still needed to achieve the proper 3 to 1
slope.
In this geographic area, the water currently flows freely within the sand strata. In
the abandoned pit to the north, pumps have been off for over a year and the water
elevation has risen 10 to 15 feet higher than in this pit. Multiple large pumps were
simultaneously used in this pit as well as the abandoned pit over a very long period of
time to bring the water table down to where it is today. The water table at this time is
manageable;however, it is on the rise in the abandoned sandpit to the north. If the
sloping of the remaining walls is left to be done at a later date,there is a very good
chance that it will be almost impossible to get the water table down. This will create
massive problems in sealing off the entire hole at a later date.
In my opinion it is at the city's best interest to complete the slope work in full
while the water is still manageable. Therefore, if the slopes were properly completed
around the entire perimeter of the hole,this would stop the water flow into the hole.
We will complete the remaining slopes for an additional charge of$700,000.00
using the same construction methods used on the other slopes.
This will take an additional 90 working days to complete.

Dear Ms. Battenfield:
This letter will provide clarification regarding the alternate proposal submitted to the City
of Pearland with our bid for the construction of the Interim Side Slope Construction of
Future Reservoir project on March 4, 2010.
1. We intend to use the clay in the bottom of the hole to do all of the slope work.
However, if additional clay is required, the alternate proposal includes 50,000
truck yards of clay to be obtained from another source. If more than 50,000 truck
yards of clay are required to be:imported,•then an.additional charge shall be
$65.00 a truck load or$5.41 a truck yard. At this time, I do not anticipate the
need for additional clay.
2. The alternate proposal.submitted with the bid included an additional 90 working
days to complete. You requested the time.in calendar days instead of working
days. This additional proposal will add an additional 150 calendar days to the
contract for completion. Therefore, the construction will be Substantially
Complete within 300.days after the date of the notice to commence work.
