AN ORDINANCE OF THE CITY OF PEARLAND, TEXAS,
REPEALING ALL ORDINANCES, OR PARTS OF ORDINANCES,
OR AMENDMENTS THERETO, THAT CONFLICT WITH THE
TERMS OR CONDITIONS OF THIS ORDINANCE AND ENACTING
IN LIEU THEREOF A NEW ORDINANCE, REGULATING PLUMBING
AND GAS FITTING WORK IN THE CITY OF PEARLAND, TEXAS:
DEFINING CERTAIN TERMS; PROVIDING FOR CERTAIN EXEMP-
TIONS; PROVIDING FOR SPECIFICATIONS, MATERIALS AND
METHODS OF PLUMBING AND GAS FITTING INSTALLATIONS;
PROVIDING FOR THE ENFORCEMENT OF THIS ORDINANCE AND
THE ISSUANCE OF PERMITS AND ESTABLISHING CERTAIN
FEES.; PROVIDING PENALTIES FOR VIOLATION OF THIS
ORDINANCE; PROVIDING FOR THE PUBLICATION OF A DES-
CRIPTIVE CAPTION OR TITLE OF THE ORDINANCE AND THE
PENALTY FOR VIOLATION THEREOF, PROVIDING A SEVER-
ABILITY CLAUSE AND AN EFFECTIVE DATE HEREOF.
Be it ordained by the City Council of the City of Pearland,
Texas:
CHAPTER I
TITLE CITED
1.1 This ordinance shall be known as the Plumbing Ordinance of
the City of Pearland, and may be cited as such.
It shall be unlawful for any person, association of persons, co-
partnership or corporation to engage in the business of plumbing
or do or perform any plumbing or gas fitting as defined in this
ordinance, without first having procured the necessary licenses
and permits as hereinafter provided for, and all plumbing, gas
fittings, plumbing work and workmanship and materials shall meet
the requirements of this ordinance and shall pass all inspections
required in this ordinance in regard to the work done.
CHAPTER 2
INTENT AND PURPOSE
2.1 PURPOSE: For the protection and preservation of life and
of the pu---~c health, safety, property and the general welfare
of the people, the following provisions are enacted relating to
the installation, alteration or repair of pipes, fitting, and
fixtures for water, sewage and natural gas in all buildings and

structures and on all property now erected or to be erected,
changed, constructed, reconstructed, repaired or altered in the
City of Pearland, and outside the City of Pearland if same be
connected to either the City water or sewerage systems. The in-
tent and purpose of this ordinance is to regulate the construction,
erection, enlargement, alteration or repair of all piping, fit-
tings, fixtures, etc., used for the cunduction of water, sewage
and natural gas in or on and about any and all premises in the
City of Pearland; and outside the boundaries of theCity of Pear-
land, if same be connected to either the City water or sewerage
systems.
CHA'PTER 3
PIPING AFFECTED BY THIS ORDINANCE
'3.1 EXTENT OF APPLICATION: This ordinance shall apply to all
plumbing as herein defined within the boundaries of the City of
Pearland. Any plumbing outside the boundaries of the City of
Pearland, connecting to either the City water or sewerage systems
shall meet all the requirements of this ordinance as to methods
of installation and materials and shall be inspected by the City
Plumbing Inspector.
3.2 EXCLUSION: This Chapter shall not apply to that work done
by authorized employees of the City of'Pearland, in the laying
of City water mains and services and City sewer mains and services,
nor to the installation of gas distributing mains and services in
the streets and alleys by authorized employees of'any gas distribu-
ting company.
CHAPTER 4
DEFINITIONS
BUILDING: A building is a structure built, erected, and framed
of component structural parts designed for the housing, shelter,
enclosure, or support or persons, animals or property of any kind.
CITY: Where the word "City" is used in this ordinance, it shall
mean the City of Pearland, Texas, and shall include the area with-
in the corporate limits of the City and with respect to plumbing,
shall include outside the corporate limits that which is connected
to the City water or sewer system.
GAS FITTING: Gas fittings include the installation, repair, re-
placement and relocation of pipes, fixtures and other apparatus
for distributing a gas supply for illuminating or fuel purposes

in any premises and shall include, but without limitation, the
installation of wall heaters, floor furnances, unit heaters or
any type of concealed gas connections.
MAY: The word "May" is a permissive term.
PERSON: Person is a natural person, his heirs, executors, admin-
istrat'ors or assigns; and includes a firm, partnership or corpo-
ration, ~its or their successors or assigns, Singular includes
plural; male includes female.
PLUMBER - MASTER: "A Master Plumber" within the meaning of this
ordinance is a plumber having a regular place of business, who,
by himself, or through a person or persons in his employ, per-
forms plumbing work, and who is licensed by the Texas State Board
pf Plumbing Examiners as provided by the Plumbing License Law
of 1947.
PLUMBING: "Plumbing" as used in this ordinance means and shall
include: (1) AI'I piping, fixtures, appurtenances and appliances
for a supply of water or gas, or both, for all personal or domes-
tic purposes in and about buildings where a person or persons
live, work or assemble; all piping, fixtures, appurtenances and
appliances outside a building connecting the building with the
source of water or gas supply, or both, on the premises, or the
main in the street, alley or at the curb; all piping, fixtures,
appurtenances, appliances drain or waste pipes carrying waste
or sewage from or within a building to the sewer service lateral
at the curb or in the street or alley or other'di.sposal terminal
holding private or domestic sewage; (2) The installation, re-
pair and maintenance of all piping fixtures,, appurtenances and
appliances in and about buildings where water, gas, or both, or
disposal of waste water or sewage.
PLUMBING INSPECTOR: The "Plumbin'g Inspector" within the meaning
of this ordinance is any person employed by the city for the pur-
pose of inspecting plumbing work and installations in connection
with health and safety laws as provided by this ordinance, and
who is licensed by the Texas State Board of Plumbing Examiners
in accordance with the Plumbing License Law of 1947.
SEPTIC TANK: A septic tank is a watertigh~ receptacle which re-
ceives the discharge of a drainage system or part thereof, which
is designed and constructed so as to separate solids from liquid digest
organic matter through a period of detention, and allow the liquids
to discharge into the soil outside the tank through a system of
open-joint or perforated piping, or disposal pit.
SHALL: The word "Shall" is' a mandatory term.

CHAPTER 5
LICENSING REQUIREMENT
5.1 PLUMBING LICENSE REQUIRED.: All persons who engage in or
work at the actu.al installatipn, alterations, repair and r~nov~-
~in§ of plumbing shall possess either a master or Journeyman
plumber's license in accordance with the provisions of the Plumb-.
ing License Law of 1947.
CHAPTER 6
EXEMPTED ACTIVITY
6~1 EXEMPTIONS: The following acts, work and conduct shall be
expressly permitted without license.
6.2 HOME OWNER: Plumbing work done by a property .owner in a
building owned and occupied by him as his home.
6.3 MAINTENANCE, UTILITY AND APPLIANCE WORK: Plumbing work done
by anyone who is regularly employed as or acting as a maintenance
man or maintenance engineer, incidental to and in connection with
the business in which he is employed or engaged and who does not
engage in the occupation of a plumber for the general public;
construction, installation and maintenance work done upon the
premises or equipment of a railroad by an employee thereof who
does not engage in the occupation of a plumber fo'r the general
public; and plumbing work done by persons engaged by any public
service company in the laying, maintenance and operation of its
service mains or lines and the installation, alteration, adjustment,
repair, removal and renovation of all types or appurtenances,
equipment and appliances; appliance installation and service work
done by anyone who is an appliance dealer or is employed by an
appliance dealer, and acting as an' appliance installation man or
appliance service man in connecting appliances to existing
piping installations. PROVIDED, HOWEVER, THAT ALL WORK AND SERVICE
~EREIN NAMED OR REFERRED TO SHALL BE SUBJECT TO INSPECTION AND
APPROVAL IN ACCORDANCE WITH THE TERMS OF ALL LOCAL VALID CITY OR
MUNICIPAL ORDINANCES.
CHAPTER 7
ADMINISTRATION
7.1 PLUMBING INSPECTORS: The City Manager, with the approval of
the City Council, shall appoint a plumbing inspector to administer
and enforce the provisions of this ordinance. The appointee shall
be licensed as a plumbing inspector by the State Board of Plumbing

Examiners and he shall possess such training and experience
necessary for the performance of his duties. Additional quali-
fied assistants ma.y be appointed by the City Manager as required.
7.2 PROHIBITED INTERESTS: The Plumbing Inspectors shall not
own, be connected with, or have any pecuniary interest whatso-
ever in any business regulated by this ordinances; and shall
not hold office or official position in any organization whose
members are required to be licensed or registered under this
ordinance provided, however, that this shall not be construed
to prevent the Plumbing Inspector from holding membership in
such an organization.
7.3 DUTIES OF INSPECTOR: The duties of the Plumbing Inspector
or assistant plumbing inspector shall be to receive, approve
and countersign either in person or by an authorized represen-
tative, all applications and collect all fees for permits to do
plumbing, or make sewer connections in the city, or outside the
boundaries of the city, if connections are made to.either the
city water or sewer systems; also to personally inspect and pass
on all plumbing work, and sewer connections now in use or being
constructed, or which may hereafter be constructed in the city,
or outside the boundaries of the city, if connections are made
to either the city water or sewer systems, and to issue his
certificate of approval thereof, if he shall approve the same,
or, if he shall not approve the same, to direct, by written
order, the owner or agent in charge of any building or premises,
where imperfect plumbing, including water, sewer or gas piping,
may be located, or the plumber in charge of such'construction
to stop the use or construction of the.same until it shall have
been properly repaired or constructed in accordance with the pro-
visions of this ordinance; to investigate all alleged violations
of the plumbing ordinance; to file complaints against all persons
'whom he may have reason to believe have violated any of the plumb-
ing or sewer ordinances o% the city. Assistant inspectors of plumb-
ing shall perform all of the duties and have all of the powers of
the Plumbing Inspector.
7.4 POWERS OF INSPECTOR: The Plumbing Inspector shall have
the power and it shall be his duty, where any building, premises
or constructions contains improper or defective plumbing or where
same has been constructed, erected, altered or repaired without
a permit as provided by this ordinance, to. give prompt written

notification to the utility involved to cut off the water or gas
supply thereto until such improper or defective plumbing shall
be made to comply fully with the provisions of this ordinance,
and a certificate by the Plumbing Inspector shall have been issued.
7.5 LIABILITIES OF INSPECTOR: Where action is taken by the
Plumbing Inspector to enforce the provisions of this ordinance,
such action shall be in the name of, and on behalf of, the city,
and the Inspector in so acting shall not render himself person-
ally · liable for any damage which may accrue to persons or property
as a result of an action committed in good faith in the discharge
of his duties, and any sui:t brought against any inspector by reason
thereof shall be defended by the City Attorney until final deter-
mination of the proceedings contained therein.
7.6 AUTHORITY OF INSPECTOR: The Plumbing Inspector shall have
'the right to enter any building or premises at any reasonable
time in the discharge of his official duties, or for the purpose
of making any inspection, re-inspection, or test required by
this ordinance.
CHAPTER 8
PLUMBING APPEALS AND ADVISORY BOARD
8.1 ORGANIZATION OF BOARD: There is hereby established a board
to be called the Plumbing Appeals and Advisory Board, which shall
consist of five (5) members. Such board shall be composed of two
(2) licensed master plumbers, one (1) building contractor and two
(2) members at large, deemed qualified to serve as representatives
of the general public.
8.1.1 EX-OFFICIO MEMBER: The Plumbing Inspector shall be an
ex-officio, nonvoting member of said Board.
8.1.2 APPOINTMENT AND TERMS OF OFFICE: Members of the Board
and their successors shall be appointed by the Mayor and confirm-
ed by the City Council. Of the members first appointed two (2)
shall be appointed for a term of one year, two (2) for a term
of two years, one for a term of three years, and thereafter they
shall be appointed for terms of four years. Vacancies shall be
filled for an unexpired term in the manner in which original ap-
pointments are required to be made. Continued absence of any
member from regular meetings of the Board shall, at the discre-
tion of the Mayor, render any such member liable to immediate
removal from office.
8.1.3 COMPENSATION: All appointed members of the Board shall

serve without compensation, except for such expenses as may be
authorized by the City Council.
8.2 ELECTION OF OFFICE.RS. AND ADOPTION OF RULES: The members of
the Board shall'meet as soon aft'er their appointment as practicable
for the purpose of organization. The Board shall formally elect a
chairman, a vice chairman~ and a ~ecre~ary from i~ members and may
adopt such rules a~ it deems necessary for the orderly conduct of
its affairs. Three members of the Board shall constitute a quorum.
In varying the application of any of the p,rovisions of the ordin-
ance or in modifying an order of the Building Inspector, affirma-
tive votes of the majority present, but not less than three affirma-
tive votes shall be required. No board member shall act in a case
in which he has a personal interest. A~.full and complete record of
the proceedings of said Board shall be kept,' setting forth the rea-
sons for its decisions, the vote of each member participating there-
in, the absence of a member, and any failure of a member to vote.
8.3 DUTIES AND POWERS OF BOARD
8.3.1 RIGHT OF APPEAL: Any person, firm or corporation aggrieved
by any interpretatio'n' of this ordinance or by any decision or ruling
by the Plumbing Inspector under this ordinance shall have the right
to make an appeal to the Plumbing Appeals and Advisory Board. Notice
of appeal shall be in writing and filed with the chairman of the
Board. A fee of Ten & NO/lO0 ($10.00) Dollars, shall accompany
such notice of appeal.
8.3.2 HEARINGS OF THE BOARD: Within a period o~ ten (10) days
from the filing of the appeal the Board shall hear the appeal,
together with the testimony of all parties concerned, and reach a
decisionw~ithout unreasonable or unnecessary delay. In hearing such
an appeal, the Board shall not have the power to waive or set aside
the requirements of this ordinance but shall have the power to in-
terpret its provisions and in case of alternate types of construc-
tion or material, shall determine whether or not such alternate
type of construction or material is, in fact, equal to the stand-
ard of this ordinance, considering adequacy, stability, strength,
sanitation and safety to the public healthand welfares any per-
son, firm or corporation who may be aggrieved by the decision of
the Board shall have a right of appeal to the City Council within
ten (10) days from the rendition of such decision. Said appeal
shall be perfected by written notice addressed to the City Council
and the action of the City Council thereon shall be final.
8.2.3 ADVISORY RESPONSIBILITY OF THE BOARD: The Board shall sub-

mit to the City Council such recommendation for the improvement
and revision of this ordinance as it may from time to time deem
necessary and proper in light of the development of new materials,
methods or techniques which would result in a better and more
economical installation. All requests for use of materials or
methods not covered in this ordinance shall be fully supported
by factual evidence, or prior approval, from a recognized test-
ing agency or such impartial qualified authority acceptable to
the Board.
CHAPTER 9
PERMITS, FEES'AND INSPECTIONS
9.1 PERMITS:
9.1.1 PERMITS REQUIRED:
A. It shall be unlawful to construct, install or cause
to be installed any plumbing as defined herein without first se-
curing a plumbing permit therefore except as otherwise provided in
Section 9.1.2.
B. It shall be unlawful for any person to make any exten-
sion to any lines or pipes, using water from city water mains,
whether within or without the corporate limits of the city, or to
add any pipes or to change any pipes or to change any pipes or lines
from a water line, apartment, house, premises, or meter without
first securing a permit for such changes except as otherwise pro-
vided in Section 9.1.2.
C. Permits shall be required for the replacement of water
heaters.
9.1.2 .PERMITS NOT REQUIRED: No plumbing permit
minor repairs such as the maintenance, repair or
kind of the following:

D. Replacing of plumbing fixtures where no change in
"roughing in" is involved except replacement of water heaters.

The above examples are representative only and should not be
considered as a limitation on the term "minor repairs."
9.1.3 ISSUANCE OF PERMIT: The Plumbing Inspector or his designa-
ted representative shall issue all plumbing ~ermits in accordance
with the provisions and requirements of this code. All applications
for permits shall give the correct location of the building, name
of the owner of such building, and a complete statement of the
work and fixtures to be installed. The Plumbing Inspector may re-
qgire a complete plan of the work to be performed if considered
necessary.
g.l.4 SPECIAL PERMITS AUTHORIZED: A special permit may be issued
by the Plumbing Inspector, in writing, when plumbing cannot be in-
stalled in accordance with all the provisions of this ordinance
if in his judgment the conditions require it. Application for this
type permit shall be made in writing accompanied by a sketch show-
ing the work to be done; said sketch must be kept on file in the
Plumbing Inspector, s office. In other work pertaini, ng to, but not
specifically covered by this ordinance, the Plumbing Inspector may
prescribe such specifications as may be necessary and shall be
consulted before any work is started.
9.1.5 PERSONS WHO MAY OBTAIN A PERMIT:

9~1.6 PERMITS NOT TRANSFERABLE: Each permit issued under this
ordinance shall be personal to the Permittee. No such permit shall
be assigned or transferred to another person and no person shall
permit another person to obtain a permit in his name, or permit any
plumbing or gas fitting work to be performed under his permit by
any person other than a person authorized to do the same.
9.1.7 FALSE STATEMENT OR BAD FAITH: Any person who shall will-
fully make any false statement in order to obtain a permit shall
be guilty of a misdemeanor and subject to the penalty provided
herein. Bad faith or unreasonable delay in the performance of

plumbing work shall be deemed a sufficient reason for subject-
ing the plumber so offending to a suspension of the permit and
no further permit shall be issued until such act of bad faith
or unreasonable delay has been corrected.
9.1.8 DURATION OF PERMIT: Every permit issued under the pro-
vision of this ordinance shall expire ninety (90) days after
the date thereof unless the work authorized by such permit shall
have been commenced within such time; and every permit shall
expire if the work authorized by such permit is suspended or
abandoned for as long as ninety (90) days after it has been com-
menced. In every case where a permit is permitted to expire, a
new permit shall be obtained before any work is resumed.
9.2 FEES:
9.2.1 PERMIT AND INSPECTION FEES: The permit and inspection
fees herein provided shall be paid to the city before the issu-
ance of a permit and before any work is started. The fees shall

9.2.2 COLLECTOR OF FEES: All fees listed in this plumbing and gas
ordinance shall be paid to the City Inspection Department.
CHAPTER l0
BONDING PROVISION
lO.1 BOND REQUIRED: No person, firm or corporation or other entity
engaged in the plumbing appliance installation or ga§ fitting busi-
ness shall be issued a permit under this ordinance,until such person,
firm, corporation or other entity has filed with the City Secretary
or Pearland Plumbing Inspection Department, sufficient bond in the
sum of $1,000.00 payable to the City of Pearland, with corporate
surety authorized to do business in the State of Texas, and condition-
ed for the faithful performance of all work entered upon or contracted
for, and in strict accordance and compliance with the terms, require-
ments and provisions of this ordinance; and conditioned further, that
such person, firm or corporation shall without additional cost to the
person for whom the work is done, remedy any defects therein due to
faulty workmanship or material, and that such person, firm or corpora-
tion shall reconstruct or repair such work to the satisfaction of the
Plumbing Inspector within 72 hours after notice of such inspection
and findings by him.
10.2 BOND CANCELLATION: Upon five (5) days written notice by the
principal of said bond to the City Secretary or the City Plumbing
Inspection Department, the surety on said bond shall have the privi-
ledge of cancelling any such bond. Cancellation of any such bond
shall not cancel or reduce the surety's liability on any transaction '
begun before 12 o'clock noon on the effective date of cancellation.
Said bond shall contain a provision stating the substance of this
requirement of notice of cancellation.

10.3 SUIT ON BOND: The City of Pearland Plumbing Inspection
Department may for itself, or for the use and benefit of any
person injured or damaged by reason of failure to repair any
defective plumbing or gas fitting or defective installation,
or construction in connection therewith, or for failure or re-
fusal to pay any of the fees required by this ordinance, main-
tain suit on said bond, or suit may be maintained thereon by
any person so injured. All bonds shall be for a period ending
next ensuing December 31st, and should the coverage of any such
bond be reduced by recovery, or for any other reason, the surety
on said bond shall immediately notify the City Secretary of the
City of Pearland'and thereafter, the principal will not be issued
any permit provided for herein.
CHAPTER 11
GENERAL REGULATIONS
ll.1 SPECIFICATIONS FOR PLUMBING INSTALLATIONS: All plumbing
work performed in the City of Pearland shall conform to the spec-
ifications herein provided:
I. The sewer drainage system of every house or
building shall be separately and independently connected with the
city sewer, except fixtures in outhouses and auxiliary buildings
on the same lot may be connected to the main building sewer.
This provision shall also apply when two dwellings are erected
on the same lot, one behind the other.
2. When there is no city sewer available, an ap-
proved septic tank shall be used with the approval of the City
Health Department. AppliCation for the use of a septic tank
must be made to the City Plumbing Inspection Department and the
installation of said septic tank shall be under the supervision
of the City Plumbing Inspector. Plans and specifications for
septic tank shall be obtained from the City of Pearland Plumbing
Inspection Department.
3. No person shall tap into or connect with any
public sanitary sewer, or connect or cause to be connected any
plumbing to such public sewer, to any house drain or house sewer
leading to such public sewer, without first obtaining the proper
permits for such purpose and having the work approved by the
Plumbing Inspector.

4. It shall be unlawful forrthe owner, occupant
or person incontrol, of any premises to d~scharge, or permit
to be discharged, into the City Sanitary Sewer System or into
any private sewer leading to such system direct or indirectly,
any gasoline, benzine, naptha, or volatile liquids which are
~ikely to produce an explosive gas when exposed to the air;
6~ any strong acid, alkali, oil, tar or other substance or com-
pound, ~h~ ~¢~ion of which will b~ ~rim~n~! ~o ~h~Prop~r
purifying action ~ any ~ewa§e treatment plant established or
operated by the City 6f Pearland, or that will be injurious to
the sewer system or such plant itself, or any vapors, gases or
fumes from any commercial or industrial water or refuse.
5. Water from any car washing rack must not enter
the sanitary sewer unless approved sand trap is used. Specifi-
cations of same shall be provided by the Plumbing Inspector, and
appear in detail section of this ordinance.
6. House sewers shall be run in practical align-
ment and. grade of not less than one-fourth (1/4") i'nch fall per
foot, and shall have a cover of not less than six (6") inches
at the building and at least twelve (12") inches below the estab-
lished, gutter, grade of any street or alley at the point where
such sewer line crosses the property line to connect with the
sewer main.
7. Durion pipe and fittings or other approved acid-
resisting material may be used where required to resist acids,
when installed with proper interseptor.
8. All soil pipes receiving discharges from fix-
tures and all bent lines must be of standard cast iron, plastic,
brass pipe (iron pipe sizes and w6ights) with standard pipe thread
with recessed drainage fittings, hard tempered copper tubing with
cast brass recessed drainage fittings or lead pipe not lighter
than seven (7) pound fourteen (14) ounces per foot for 4"; four
(4) pounds twelve (12) ounces per foot for 2". All copper under
slab must be Type DWV copper and fittings. All plastic pipe
fittings shall be Schedule 40 ABS or PVC.
9. Cast iron soil or vent pipe shall be of the
bell and spigot type and the joints shall be firmly packed with
oakum and secured with molten lead not less than one (1") inch
deep, and caulked until perfectly tight joints are secured. All
joints on lead pipe, or between lead and brass pipe can be wiped
joints, known to the plumbing trade as round or bmanch pipe joints.
The drilling and tapping of'house drains, wastes or Vent pipes
and the use of saddle hubs and bends are prohibited.
9-A. Cast iron soil pipe and fittings for soil, waste,
Vent donductor, building drains or sewers, tar-coated unless other-
wise specified, shall conform to CS-188 or comparative standards.

Joints for cast iron soil pipe and fittings with hubs
and beaded spigots shall be made with caulked lead and oakum as
specified in Chapter 4, ASA A40.8.
Joints for cast iron soil pipe and fittings with hubs
and plain end spigots shall be made with caulked lead and oakum
as specified in Chapter 4, ASA A40.8, or by using positive double
sealed elastomeric compression-type gaskets conforming to ASTM C
564. Service pipe shall be joined with service, gaskets and extra
heavy pipe with extra heavy gaskets.
Caulked joints - caulked joints for cast iron bell and
spigot soil pipe shall be firmly packed with oakum or
hemp and filled with molten lead not less than one inch
deep, and not to extend more than 1/8 inch below rim
of hub. No paint, varnish~ or other coating shall be
permiteed on the jointing material until after the joint
has been tested and approved.
Positive double sealed elastomeric compression-type
joints are joints which are sealed by deformation of
a one-piece double-seal gasket. When the joint is made,
a positive seal is effected by the compression of the
elastomer between the external face of the spigot and
the internal face of the hub.
10. All cha~ges in direction shall be made by the use
of wyes, combination wye and e~ghth bends, short sweep quarter
bends~ sixth, e~ghth, or sixteenth bends~ sanitary tees and
cresses may be used only in vertical lines~ Quarter bends may be
used in soil and waste lines where the change in the direction
of flow is from horizontal to the vertical. The foot of all
stacks shall have a wye and bend, long sweepquarter bends, or
two e!ghth bends, combination wye and eighth bends where the
change is from vertical to horizontal.
ll. Tapped tees may be used in vertical stacks for lava-
tories or sinks or tapped cross from two fixtures of the same
trap level. All arms must be of DWV brass or lead. Where copper
solder nipple is used, it must be wiped to lead and flange wipe
joint where trap is wiped in. No tubular traps are to be used
unless flange wiped, sweated or slip joints are to be used out-
side finished walls. One lavatory or one sink may enter a four
inch stack by means of a tapped tee, or two of these fixtures by
means of a tapped cross. All sink wastes shall be of 2 inch pipe,
only one fixture allowed on eac~ arm. Lavatory arm may be of 1~'1/4
inch pipe. No arm shall be longer than 30 inches. Single lavatory
may be vented with I 1/4 inch oopper pipe where waste is of 1 1/2
inch copper. Under no circumstances will Wet Venting be permitted.

15. The lead traps, bends and stubs shall be six (6) pounds
per square foot and'there shal'l be not less than four (4") inches
of lead between the wiped joint and the finished floor. All lead
bends under closet bowls shall be of not less than,four (4") inch
pipe.
16. A 4" clean out plug fitting must be on house drain
two feet outside building brought up flush with top of ground and
visible. Sink clean outs must be exposed on the outside wall. No
tapped tees to be used as clean out fittings.
17. All revents may be of 1 1/2" galvanize or CS-DWV
plastic for minor fixtures from waste tee through roof or tied in-
to vent stack. All washing machines connected to sanitary sewer
must do so by means of 2" P-Trap and be vented.
18. Each and every fixture having a waste pipe shall be
separately and indepen-dently trapped with a water sealing trap
placed as near the fixture as practical and not more than thirty-
six (36") inches from the fixture, except that set of not more
than three (3) laundry trays or lavatories may connect with a single
trap. No fixture shall be double trapped.
19. Each and every trap shall be protected from siphonage
or air pressure and if over thirty-six (36") inches fro~ ~, contin-
uous vent shall be separately vented, except that each battery of
two (2) to eight (8) fixtures connected in series consisting of
water closets or urinals in toil6t rooms on the same floor may be
installed with a system of loop venting by bringing a vent the
same size as the waste line up between the last two fixtures and
returning full size to main vent stack not less than forty-two
(42") inches above floor, or continuing separately through roof
full size, thus forming a circuit vent system. Where fixtures dis-
charge above such branch each branch s~ll be provided with a
relief vent at least one-half the diameter of the soil or waste
b~nch~ ~ken off in ?ron~ of ~he ?tr~ ?~x~ure connection,
20. When an additional closet is set on a four inch (4")
branch waste line thirty feet (30') or less in length from a main
house drain or(~,~il line within the same building it may be vent-
ed with a two ) inch vent. '
21. Two fixtures of the same type whose wastes enter the
stack by means of a sanitary cross may have a common waste and vent
and each fixture shall be individually trapped.
22. Crown venting shall be avoided. A h.eel-inlet quar-
ter bend may be used when venting a closet if used in a vertical
position. When it becomes necessary to flat Vent a trap, as under
floors, this flat vent shall be carried to the nearest partition
or wall and changed to the, vertical. All horizontal vents below
the floor shall be constructed of copper or cast iron pipe DWV.
When a vent pipe from a trap is connected into another vent, the
connection shall be made at least one (l') foot above the highest
fixture.
23. Stacks and vents shall not termina'te underneath
cornices or in chimney flues, but shall extend through the roof
and terminate not less than twelve (12") inches above the roof
and be properly flashed, or when the roof is used for other pur-
poses than weather protection, then such vent shall be not less
than five feet (5') above said roof. Vent pipes shall be run as
directly as possible, and the proper Fittings must be used at
all changes of direction.
24. All pipes or stacks passing through the roof shall
be flashed with sheet lead of not less than two and one-half (2 1/2)
pounds to the square foot and turned into top of ~p~ip6' or into bell
and caulked of 10 oz. copper, properly fitted and counterflashed.
Where copper pipe is used and it terminates more than one (1')
foot above the roof, the flashing must be strapped at top with
metal strap and bolted, or counterflashed.
25. Approved'~'4"XlO extra heavy drum traps may be used
on tubs. Tub and shower traps may be 2,, cast iron P traps properly
in~alled and vented.

26. Drinking fountains shall be constructed of impervious
material such as vitreous china, porcelain, enameled cast iron, cast
iron, other non corrosive metals, or stoneware. The jet of the
fountain shall issue from a nozzle of nonoxidizing, impervious
material set in the jet to the offices from whence the jet issued.
The nozzle and every other opening in the water pipe or conductor
leading to the nozzle shall be above the edge of the bowl, so
that such nozzle or opening shall be flooded in case of a drain
from coming into contact with the nozzle. The waste opening and pipe
shall be of sufficient size to carry off the water promptly and the
opening shall be provided with a strainer.
27. All lavatories shall be provided with traps of not less
than one and one quarter inch (1 1/4") in diameter. Only one lavatory
shall be permitted on a one and one-quarter inch (1 1/4") arm. A
battery of lavatories up to three, will be allowed on one trap not
less than one and one-half (1 1/2") inches in diameter. All water
services (spigots) must be discharged at least three-quarter (3/4")
inches above the rim of the fixture.
28. All receptacles used for water closets, urinals or
otherwise, for the disposal of human excreta, shall be constructed
of materials impervious to moisture, and that will not corrode, such
as vitreous china, porcelain (all clay), 6r cast iron enameled on
the inside. All water closets or urinals shall be provided with a
flushing rim, constructed so as to flush the entire interior surface
of the bowl thereof with water from an approved tank or flush valve.
A compression stop shall be placed in each water closet water supply,
placed between the tank and the floor.
29. No device or fixture of any type of construction shall
be installed which will provide a cross connection between the water
supply of a building and the sanitary sewer, or any other impure
condition.
30. Slip joints may be used on all traps outside of finish-
ed walls.
21. Hopper closets, with cast iron enameled inside traps
attached, may be used in temporary construction toilets when install-
ed in compartments Which have no direct connection with a building
used for human habitation or occupancy and the water supply shall
have a stop and waste cock placed outside the building in an easily
accessible place.
32. All closet bowls, except on wood floors, shall be set
on a heavy brass closet ring or flange, weighing not less than one
(1) pound, soldered to the lead bend or stub and screwed to the floor.
All screws for water closets s'etting shall be of brass. Joint shall
be made gas-tight with an approved gasket setting compound.

32. The base of shower stalls installed in residences of
wood construction shall be lined with sheet lead of not less than
four (4) pounds to the square foot or compos-like fabric shower
pan liner, and turned up on the sides to a height of not less than
six (6") inches and made leak-proof. The requirement for lead pans
shall not apply to factory made shower stalls provided such shower
stalls are lead-proof and water tight after installation. All lead
pans shall have one coat of asphalt paint, inside and outside, and
shall be securely clamped to the drain with a drain clamp. In
shower baths, where installed in manufacturing establishments, shops,
engine or boiler rooms, in casements or on any ground floor where
the floors are concrete, the above double draining fitting and lead
pan need not apply.
34. Waste pipe from kitchen sinks in any hotel, restaur-
ant, clubhouses, boarding houses, public institutions, hospitals
or other similar places, shall be run into an approved type grease
trap,' adequate in size and constructed in such a manner as to remove
all grease before it reaches the sanitary sewer and properly main-
tained in good working order and all collected grease shall be re-
moved at regular intervals. Plans for a concrete grease trap shall
be obtained from the Plumbing Inspector.
35. The waste from any refrigerator, either ice or
mechanical or other receptacle in which food is stored, shall dis-
charge into a jug or floor drain. Such drain may be connected dir-
ectly to the drainage system when properly trapped' and vented.
36. Sinks in bars, soda fountains, etc'., shall be drained
to a common open fixture properly trapped and vented, located on
the same floor and as near as possible to the bar or fountain in
such a manner that it may be readily inspected and cleaned. The
top of such fixture shall be set one (1") inch or more above the
floor.
37. Floor drains shall be of sufficient size and design
to serve the purpose for which they are intended or used, and shall
be not less than two (2") inches in diameter. Floor drains for
private residences or private residence laundry rooms may enter
the sanitary sewer, or septic tank directly,, provided that they are
properly trapped and vented.
38. All commercial water from commercial laundries, all
waste water from poultry dressing establishments and from fish
and sea food markets, when such water is used in connection with
the dressing, killing, cleaning, washing or h~ndlin§ of such poul-
try, fish or sea food shall discharge i~o a trough not less than
four (~") inches deep and six (6") inches wide. This trough shall
discharge into a catch-basin not less than 24X24X30 inches properly

trapped and vented on the sewer side and having tight fitting solid
cover and frame. In sea food and fish markets, this catch-basin
shall also be vented with a two (2") inch vent, such local vent to
extend through the roof independent of any other vent.
39. No steam exhaust or blowoff pipe from a steam boiler
shall be connected to any sanitary sewer. It shall discharge into
a tank or condenser, the waste from which after being condensed
may enter the sanitary sewers. This tank or condenser shall be
properly trapped and vented on the sewer side of the tank or con-
denser. The tank or condenser shall be locally vented with a two
(2") inch vent, and this vent shall extend above the roof indepen-
dently of any other vent.
40. Soil and waste pipes placed in any building for future
use shall be ventilated, tested, and subjected to the same rules in
every respect as if intended for immediate use, and all openings
plugged'and caulked or soldered.
41. A sub-house drain is that portion of the drainage sys-
tem of a building which cannot drain by gravity into the City Sewer.
Sub-house drains shall discharge into an airtight sump or receiving
tank located to receive the sewerage by gravity. From the sumpor
receiving tank, the sewerage shall be lifted and discharged by pumps,
pneumatic ejectors Or equally efficient methods automatically oper-
ated. When lifting device forms a trap an additional trap on the
drain may be omitted, but all fixtures and equivalent devices shall
be trapped and vented. Receiving tanks (except in pneumatic system)
shall be provided with vent pipe at least three~3") inches in dia-
meter which may be connected to the gravity vent system; pneumatic
?ce!ving tanks shall be provided with relief pipes at least two (2")
in size, the relief pipe extended independently to the roof and ter-
minated as required for vent pipes in this ordinance.
42. In all cases and conditions not covered by this ordi-
nance, the City Plumbing Inspector, together with the duly appointed
representative of the City Health Department, shall determine whether
a condition is unsanitary, a source of contamination, or a hazard
to the public health and safety.
43. There shall be a tee handle roundway stop and waste
3/4 or larger, at least six (6") inches above ground at the struc-
ture to control all water in building.
The plumber to furnish coupling at meter side of stop.

The service line from meter to structure must be sized to
furnish enough water to each fixture without having a pressure drop.
Minimum size pipe 3/4" copper or plastic. Plastic pipe must con-
form to ASTM standards of schedule 40 or better PVC. The service
beyond the stop and waste shall be 3/4" galvanized or copper, type L
hard or soft drawn pipe to the bathroom and not more than three (3)
fixtures shall be supplied off a half-inch pipe. All hot water pipe
shall be a 2/4" galvanized or copper from heater to bath. Water
service and other underground pipe shall be buried at least twelve
(12") inches to a point at side of slab or just under building then
may rise and be strapped to sills or floor joist securely at proper
intervals. Each fixture shall be controlled with a stop above the
floor.
45. All fittings used in the water supply system shall be
galvanized malleable iron fittings, galvanized cast iron fittings
brass fittings, copper or cast brass sweat fittings. All connections
and branches on lead services must be made by means of plumber's
wiped joints. No pipes or fittings that have been. used for other
purposes shall be used for distributing water.
46. All water pipe shall be well reamed. The Plumbing
Inspector or his assistants may require a section of pipe or fittings
to be removed so that he may see if same is properly reamed. If
such section of pipe is found improperly reamed, then the Inspector
may require the whole system of piping to be removed until same has
been properly reamed. This work shall be done at .the expense of the
person or persons installing such pipes.
47. Water service lines for residence and apartment houses
shall be not less than the following table. Sizes set forth in this
table do not apply where flush valves are used.

For installations not covered by above table, sizes requir-
ed will be specified by the Plumbing Inspector with the approval of
the Superintendent of the Water Department.
48. When it is impossible to drain all cold water lines
to the cut off near meter, then another compression stop and drain
shall be placed in some accessible place on the low point of said
line. All hot water lines in residences shall be provided with a
drain cock located at some point outside of the foundation walls
and installed so that all water will drain out of the hot water
lines.

49. The service to each apartment house having more
than one water meter shall have stop and drain as described above
spaced eight (8") inches apart paralled to each other to receive
meters. Meter tags shall be securely fastened to valves and drain
cocks, lettered Apt. A, etc., or some other lettering so that val-
ves for each tenement may be easily found.
50, All plumbing fixtures shall be provided with a suffi-
cient supply of water for flushing to keep them in a sanitary con-
di.tion. Every water closet or urinal shall be flushed by means of
an approved tank or flush valve of at least four (4) gallons flush-
ing capacity for water closets, and at least one (1) gallon for
urinals, and shall be adjusted to prevent the waste of water. The
flush pipe for water closet flush tanks, shall not be less than
one and one-quarter inches (1 1/4") in diameter, and the water from
flush tanks shall not be used for other purposes.
51. To prevent the possibility of back siphonage every
outlet, opening, orifice or termination of any hot or cold water
piping (including every faucet, stop cock, ball-cock, valve or
similar appliance through~i~h~water is discharged) shal.1 be not
less than three-quarter (3/4") inches above the level at which the
fixture would overflow on the floor unless the supply pipe thereof
be provided with an approved flush valve together with an approved
air inlet or vacuum breaker.
52. Globe valve in cold water and lever handle gas stop
shall be accessible at the water heater. Approved temperature and
pressure relief valve in hot water lines shall be within six (6")
inches of heater with outlet to be piped to outside of building
· and turned down within one foot of ground or to open fixture. Water
heater shall not be installed in bedroom or bathroom. When necessary
water heater may be installed in the attic complete with proper
galvanized pan and/or drain and base of heater shall have 2" floor-
ing underneath. If set in closet same shall be vented at bottom of
door or wall with either holes or grill to give thirty square inches
of ventilation. Heater of furnace vent shall not enter stove hood
or connect to any other vent supplied by any other fuel.
53. No hot or cold water piping or portion thereof shall
be directly connected to, nor any hose, tube, or pipe connected
to any hot or cold water piping, shall be inserted in, placed in,
or connected to, any trap tail piece, drain piping, wa-ste piping,
soil piping, house draining system, sewer, or any portion thereof.
Direct cross connects are not allowed.
54. No cement pipe will be approved.

manufactured in complance with the specifications ASTM D2513 70
and the following material specifications may be used for natural
gas service in consumer's piping system between, gas meter and
building structure.

Plastic pipe or tubing shall be used with compatible
fittings for outside natural gas piping underground only,
and shall be buried to a minimum depth of.18 inches.
Exception.
Plastic tubing may be used, underground
only, to connect gas lights and grills
located outside a building in accordance
with Sub-Section (i) of Section 54 1808.
Plastic pipe, tubing, or fittings shall be joined by either
the solvent cement method, heat fusion method, or by means
of compression couplings or flanges. The joining method
used shall be compatible with the materials being joined.
The recommendations for the manufacturer shall also be
taken into consideration when determining which method
is to be used. The following shall be observed when mak-
ing such joints:
1. Plastic pipe or tubing shall not be threaded.
2. Solvent cement joints, adhesive joints, and heat-
fusion joints shall be made in accordance with
approved procedures which have been established
and proven by test by the manufacturer to pro-
duce gastight joints at least as strong as the
pipe or tubing being joined.
3. Solve~cement or heat fusion joints shall not
be made between different kinds of plastics.
4. Heat-fusion or mechanical joints shall be used
when joining polethylene pipe, tubing or fittings.
5. Flanges, flared joints, or special joints may
be used providing they are approved and properly
utilized.
6. When compression type mechanical joints are used,
the gasket material in fittings shall be compat-
ible with the plastic pipe and with the gas dis-

tributed by the system. An internal tubular
rigid stiffener shall be used in conjunction
with the fittings and the stiffener shall be
flush with end of the pipe or tubing and ex-
tend at least to the outside end of the com-
pression fitting when installed. The stiff-
ener shall be free of rough or sharp edges and
~sha~l nog be a force fit in the plastic, 'A
split tubular stiffener shall not be used.
The joint shall be designed and installed to
effectively sustain the longitudinal pull-o~t
forces caused by contraction of the piping or
by external loading.
When connecting plastic pipe to a metallic
riser, there shall be a minimum of 36" horizon-
tal length of metallic piping underground at
the end of any plastic piping installed, and
such section of metallic piping shall be suit-
ably protected against corrosion. The connec-
tion between the metallic piping and the plastic
piping shall be a mechanical joint type, or
plastic-to-steel transition fitting as recommend-
ed by the plastic piping manufacturer.
Plastic piping shall not be used when operating
gas pressures are in excess of 15 PSIG6.
All plastic pipe for use with natural gas shall
be marked so that all markings remain legible
under normal handling and installation practices
with the manufacturer's name or trademark, pipe
size, plastic pipe material designation code,
standard dimension ratio number (SDR), and the
ASTM specifications to which the pipe conforms,
D 2513, and the production code numbered in man-
ufacturing.
Plastic tubing shall be used only to convey nat-
ural gas to gas lights and gas grills installed
outside of buildings. Plastic tubing shall be
marked so that all markings remain legible under
normal handling and installation practices with
the manufacturer's name or trademark, nominal
tubing size, plastic tubing material designation
code, the ASTM specification to which the tubing
conforms, D 2513, and the production code number
used in manufacturing.
ll.4 SPECIFICATIONS FOR GAS PIPING AND GAS APPLIANCES:
1. In every gas installation all piping and attachments
shall be at least of such capacity as will supply gas up to the full
maximum requirements of all appliances contemplated to be connected
thereon according to the requirements of this ordinance.
or the installation, construction, reconstruction or repair thereof,
for which a permit is issued shall be put to use in connection with
any supply of gas until inspected and accepted by the City Plumbing
Inspector.
3. Any plumber, before installing a house service line
or meter loop for gas shall consult the local Gas Company for the
proper location of said meter and type of meter loop required.
4. All house service lines shall be run in as direct
a line as possible from the building to the curb line, and no gas
line shall r~n within thirty-six (26") inches of the sewer trench.
5. Only elbows shall be used in all meter connections
except for testing purposes.
6. Meters shall not be set inside the building or any
place that is not easily accessible for reading and adjustment, The
meter is the property of the Gas Company and must not be disconnected
or tampered with for any cause by any one other than those specifi-
cally authorized to do so.
7. Application shall be made to the Gas Company for
gas to be turned on, and when said application has been made and
all requirements set out in this ordinance and all reasonable rules
and regulations of the Gas Company have been complied with, it shall
be unlawful for said company to refuse to turn on the gas.
8. In the event any meter location is found to be un-
safe or inaccessible by reason of repairs, changes, enlargements,
or otherwise, the company supplying gas may request the Plumbing
Inspector of the City of Pearland to have said meter location
changed to an accessible point. The Plumbing Inspector shall make
an inspection and, if in his opinion, meter location is unsafe and
inaccessible due to the above reason, he shall notify the person,
firm or corporation, agent or owner responsible for the property
to rearrange and relocate the piping so as to provide a safe and
accessible location for said meter as designated by him.
9. It shall be unlawful for the Gas Company to set a
meter and connect same with the house piping until the installation
has been inspected and approved by the City Plumbing Inspector.
Temporary connections for emergency gas service may be made with
the responsibility of the owner and/or Gas. Company and the City
Plumbing Inspector shall be notified within 48 hours of the tempor-
ary connection.
10. No underground yard or service line hereinafter
installed shall be less than one inch (1") pipe. Steel pipe to be
coated and wrapped per A-I specifications. All underground fittings
to be wrapped accordingly, and the take-off on the house side of the
meter may be not less than one'inch (1") to the heating unit. Branch
lines for ranges or cook stoves shall be not less than three-quarter
(3/4") inch and shall be furnished with a master lever handle stop.
Risers or branch lines of one-half inch (1/2") pipe shall not be
more than ten feet (10') in length. Lead piping must not be used
under any circumstances. No bushings shall be installed in gas
fittings. Unions except for connecting cook stoves or other appli-
ances shall be avoided and no gasket union will be allowed on gas
connection of any kind. All gas pipe must be properly reamed and
the inside free from obstruction before being put in use. All house
lines must be strapped securely to joists every eight feet (8')
and at the end of each branch. Gas pipe shall not be installed in
or under a concrete floor slab.
Il. Any gas installation not specifically covered by
paragraph (10) above shall be approved by the City Plumbing Inspector.
12. The Gas Company, shall install, maintain and be
responsible for all gas services from their main up to the meter
regardless of location of meter. In case the meter sets at the curb
the plumber shall run the service to the property line. This line
shall not be covered until inspected by the City Plumbing Inspector
and be final tested at the same time as the building. Where the gas
meter sets at the house, the contract for the unmetered service
may b~ between the plumber and the gas company or the owner and gas
company. And this contract should be understood by all parties con-
cerned.
13. All gas pipes must be graded to the meter, when
practical, free from traps or sags and properly supported. When
it is impossible to grade lines 'to meter or to prevent a trapped
gas pipe, a suitable drip shall be provided and located in an
accessible place.
14. In remodeling or extending old gas

15. All gas piping shall be tested in accordance
with Article II of this ordinance.
16. All floor furnances shall have a master lever handle
stop in rigid pipe to run to within three feet (3') of controls.
All horizontal vent pipes shall be strapped properly and rise at
the nearest point to vertical. All these vents shall be approved
~euble wall pipe,
17. Vents and flue pipes shall be not less than the flue
openin§ on the appliance.
18. No heating unit'to be installed in bedroom or bath-
room. No forced air unit shall draw its cold air return or cold
air make-up from the same closet as the heating unit. Ample com-
bustion air must be brought into the room by means of holes or grill
in door or wall close to burner as possible f~ room other than bed-
room, bathroom, or attic. Heater must be'equipped with lever handle
stop at unit. All breather tubes from regulator must return into
firebox. All units must be vented with approved double wall pipe.
All vents to extend to 18 inches above roof. All hot air ducts to
be insulated with approved fireproof insulation.
19. All vented wall furnances shall have master lever
handle stop above floor in burner compartment. Rigid pipe shall
extend through floor. Three-eights inch (3/8") copper tubing may
be used from stop to unit and unit shall be vented through roof
with approved double vent pipe. All outside wall of said pipe shall
be slitted at bottom to allow room air to enter lining of pipe.
Adapter vent shall be on each wall furnace.
20. Height. The gravity flue or vent shall rise above
the roof and extend at least two feet (2') above the highest eleva-
tion of any part of the building within fifteen feet (15') termina-
tion in a hood or cap having a venting capacity of not less than
that of the flue or vent. The minimum height of a flue or vent
above the point of attachment on the appliance shall be four feet
(4'). A vent which is equipped with a cowl approved for use at a
lower elevation shall terminate not less than:
a. One foot (l') from any portion of a building
b. Four feet (4') horizontally from any vertical
portion of a building,
and
Four feet (4') horizontally from any roof or por-
tion of a building which extends at an angle of more
than forty-five degrees from the horizontal.
21. Every vent pipe which does not run in a vertical
direction shall have a grade of at least one-half incl~ (1/2") to
each linear foot of length rising toward the flue.
~'~ r~>~ ~ontal runs shall not be greater than 75% of
the vertical stack to which they are attached, and in no case shall
a horizontal run exceed 20 feet.
23. Where two or more inlets are provided in any vent
or flue, such inlets shall be offset in such a manner that no
section of any outlet shall be opposite other inlets in such flue.
24. Bends or offsets in gas vents or flues shall be
avoided where possible, and where necessary shall be made at widest
angle possible in order to prevent consequent retarding influence
of the flow of the burnt gases.
25. No stove, range, cooking-stove, or other appliances
nor any portion of same,.which comes in direct contact with the hot
gases, shall be placed less than six inches (6") from any woodwork
unless amply insulated to give protection against%~.~to such
woodwork.
26. A riser must be used in yard line at the point
where the service enters the building from the outside and a heavy
brass or iron body with a brass core stop cock must be installed
in this riser not less than four inches (4") above the ground:
when an underground meter is installed. The service to buildings
having floors close to the ground must have riser and stop cock
installed as specified above, the piping backed down and provided
with a drop on the house side before entering the. building.
27. The Plumbing Inspector shall hav6 the power and
duty to condemn all gas piping, appliances,, fixtures, apparatus and
material, which at any time may become defective and likely to
cause leaks, fire or accident, or to endanger persons or property;
and he is hereby authorized and empowered to disconnect any such
gas piping, appliances, fixtures or apparatus, or to cause the ser-
vice of the consumer who owns or uses such piping, appliances, fix-
tures apparatus or material to be discontinued until same shall
have been put in safe condition and tested and approved by him.
28. When any gas piping, appliance, fixture, apparatus
or material or any nature whatsoever have been in any manner dis-
connected as set forth in the foregoing provisions, it shall be
unlawful for any person or persons to, in any manner, reconnect the
same or cause the same to be ~econnected to any supply of gas, or
to use the same as a part of any gas piping system until they have
been put in a safe condition and a certificate of acceptance has
been issued by the City Plumbing Inspector.
29. There shall be no gas-pipe or valves in brick,
fireplaces, return.air ducts or any vents.

CHAPTER 12
SEPTIC TANK REGULATIONS
12.1 GENERAL: In areas not served by sanitary sewers the build-
ing site for dwellings and apartments shall be of sufficient size
to provide, in addition to the area occupied by such building,
driwways and other improvement~, a minimum area of six hundred
twenty-five (625) square feet per bedroom for sewage disposal pur-
poses, and the minimum total area of the site shall be seven thou-
sand (7,000) square feet.
No building permit shall be issued for commercial buildings in
which more than five (5) persons will be employed until plans for
an adequate system of sewage disposal have been submitted to and
approved by the director of public works and an adequate site for
such sewage disposal system has been provided. All buildings re-
quiring sewage disposal facilities shall provide a minimum of one
thousand two hundred fifty (1,250) feet for such pu. rposes.
No septic tank or drainage field or any part of sewage disposal
unit shall be within five (5) feet of a property line, structure
or driveway or less than fifty (50) feet from any water well.
12.2 RESIDENTIAL SEPTIC TANK SPECIFICATIONS AND DESIGN: Detailed
plans must be approved by the Plumbing Department.
12.2.1 SEPTIC TANK: Most commercial and built-in-place tanks will
be accepted. See Table and Drawin§ for capacity'and design features.
12.2.2 DISPOSAL FIELD: See Table and Drawing for sizes and design
features. A standard percolation test run by a professional engineer
is recommended.

NOTE: The use of GARBAGE GRINDERS require an additional 50%
septic tank capacity.
12.2.4 GENERAL CONDITIONS: No paved, or parking area, may extend
over any part of the septic tank or drain field. Cast iron pipe
mu~t be used under walks or driveways. The septic tank shall be
at lea~t four feet (4') from any building and five feet (5')
from any building, 10 feet from any property line and 20 feet
from any ditch or stream, except that it may be at least 5 feet
from a property line when the adjacent property is leval with, or
higher than, the drain tile lo~ation. The septic tank and drain
tile shall be at least 50 feet'from any well. Drain tile lines
must be at least 8 feet apart.
12.2.5 PERMITS: A permit must be obtained from the Permit Office,
before work is started.
12.2.6 INSPECTIONS: Two inspections must be made.on each installa-
tion. Notify the inspector at 485 2411, Ext. 8 when work is ready
to be inspected.
The first inspection must be made with septic tank forms and s~eel
in place, but concrete not poured, or with commercial tank in
place and connected, but not covered; and the bottom stone, or. gravel
in place, but not covered.
No installation will be approved until both inspections have been
made. Any work covered before inspection must be uncovered.

13~l PROHIBITING WORK WITHOUT A PERMIT: No person, firm Corpora--
tion or other entity shall install or perform any plumbing or gas
fitting work without first having secured a permit for each plumb-
ing or gas installation as provided in this ordinance.
13.2 PROHIBITING USE OF UNTESTED INSTALLATIONS: No person, firm,
corporation or other entity shall cause or permit any plumbing or
gas fitting work to be connected with the City water or sewer system
or to any gas distributing system. No such person, firm, corporation
or other entity shall use or permit the use of such plumbing or gas
fitting work, or same before it has been inspected and agproved as
herein provided.
13.3 PENALTIES: Any person, either by himself or agent~ and any
firm, corporation or other entity who violates any of the provisions
of this ordinance.shall be deemed guilty of a misdemeanor and upon
conviction, of any such violation shall be fined in any sum over
Five ($5.00) Dollars, not to exceed Two Hundred ($200.00) Dollars;
and each day during which such violation continues shall consti-
tute a separate and distinct offense. In any case of a violation
of any of the terms or provisions of this ordinance by any corpo-
ration, the officers and agents actively in charge of the business
of such corporation shall be subject to the penalty herein provided.
Any offense defined herein which has been defined by laws of the
State of Texas as an offense and for which penalty has been pre-
scribed shall be punished as provided in said State law, and nothing
herein shall be held as fixing any penalty contrary to a penalty
provided by the laws of the State of Texas.
13.4 FORM OF COMPLAINTS: In any prosecution hereunder it shall
not be necessary for the complaint to negate any exceptions contain-
ed in this ordinance concerning any prohibited act, but any such
exception may be urged as a defense by any person charged by such
complaint.
13.5 RESPONSIBILITY FOR DEFECT UNCHANGED: This ordinance does
not relieve from or lessen the responsibility or liability of any
person owning, operating, controlling, or installing any plumbing
gas piping or gas fired appliances, for damages to person or pro-
perty caused by any defect therein, nor shall the City of Pearland
be regarded as assuming any such liability by reason of the inspec-
tion authorized herein or certificate or approval issued~herein
provided.
13.6 SEVERABILITY CLAUSE: If any provision of this ordinance,
or the application thereof to any person or circumstances, is held
invalid, the remainder of the ordinance, and the application of
such provisions to other persons or circumstance, shall not be
affected thereby.
13.7 REPEALING CLAUSE: All ordinances in force when this ordinance
becomes effective and which ordinances are inconsistent herewith
or in conflict with this ordinance are hereby repealed, insofar
as said ordinance, or parts of said ordinance, are inconsistent
or in conflict with this ordinance. Ordinance ~o. 1t5~ as amended, .
is hereby expressly repealed.
13.8 SUPPLEMENTARY REQUIREMENTS: The 1967-1969 Edition of the
Southern Standard Plumbing and Gas Code as amended shall be deemed
to be the generally accepted good practice for all matters not
covered by the published City of Pearland Plumbing Ordinance.
13.9 PUBLICATION:- In view of the length of this ordinance the
City of Pearland'City Council, pursuant to the City Charter of the
City of Pearland, hereby provides that the publication of this or-
dinance shall be by and in the form of a p.ublication of a descrip-
tive caption or title, stating in summary the purpose of the ordi-
nance and the penalty for vio!c'tion thereof, such publication to
be in lieu of the publication of the entire ordinance.

13.10 EFFECTIVE DATE: This ordinance shall take effect and be in
force on the tenth (loth) day after the publication in the official
City newspaper of the City of Pearland, Texas.
