A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, APPROVING WORK AUTHORIZATION #3 SUPPLEMENT #7 FOR
ENGINEERING DESIGN SERVICES ASSOCIATED WITH THE PEARLAND
MOBILITY AND DRAINAGE BOND PROGRAM (WEST MARY'S CREEK
DETENTION PROJECT).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That certain contract by and between the City of Pearland and Turner,
Collie and Braden, Inc., ("T C & B) for Program Management of the Pearland Mobility and
Drainage Bond Program was authorized by the City Council on December 10, 2001.
Section 2. That T C & B has developed work authorization #3 Supplement #7,
which is attached hereto as Exhibit "A".
Section 3. That work authorization #3 Supplement #7 for engineering design
services associated with the West Mary's Creek Detention Project is hereby approved.

This Work Authorization is made pursuant to the terms and conditions of the Pearland
Mobility & Drainage Bond Program, hereinafter identified as the "Contract", entered into
by and between the City of Pearland ("City"), and Turner Collie & Braden Inc.
("Engineer).
PART 1. Work Authorization No. 3 is related to West Mary's Creek Detention Facility.
The Engineer will perform Design Services under this Authorization.
PART 2. The maximum amount payable for services under this Work Authorization No.
3, Supplement No. 7 is $288,324.00. This amount is based on the attached fee proposal
submitted by Dannenbaum Engineering Corporation dated August 27, 2003.
PART 3. Payment to the Engineer for the services established under this Work
Authorization Supplement No. 7 shall be "Lump Sum".
PART 4. This Work Authorization No.3 Supplement No. 7 shall become effective on
September 9, 2003 and shall terminate on November 12, 2005, unless extended by a
supplemental work authorization.
PART 5. This Work Authorization does not waive the parties' responsibilities and
obligations provided under the contract.
PART 6. This Work Authorization is hereby accepted and acknowledged below.

Proposal for Engineering Services
Design, Bid, and Construction Phase Services for the
Construction of West Mary's Creek Detention Ponds
Dear Mr. Keller:
Dannenbaum Engineering Corporation (DEC) is pleased to submit this proposal for providing
engineering services for the development of construction drawings for the construction of
detention ponds along Mary's Creek in Pearland Texas. This project scope includes the
preparation of construction drawings based on the results of the hydraulic analysis done by DEC.
This work includes the development of construction drawings for two detention ponds, a
drainage channel, special side-weir inlet structure, outlet structure, cross-culvert, and pump
station. The pump station is required to pump water volumes between the flowline elevation of
Mary's Creek (approximately 40-fi) and the permanent water elevation in the detention pond
(35-ft). Pump requirements are based on pumping this 5-ft deep volume (approximately 7.3
million cubic feet) in 48-hours. This pump rate is approximately 19,000 gpm. Options include
the design of low head screw pumps or turbine pumps. DEC will also be available to answer
questions, and provide additional information during the Bid and Construction Phases of the
project.
The following is a detailed summary of the proposed Scope of Work for the three (3) phases
(Design, Bid, and Construction) of the project. The Pearland Mobility and Drainage Bond
Program (PMDBP) through TC&B will be involved in each milestone of the project as outlined
in the Scope of Work. PMDBP comments will be incorporated before continuing on subsequent
phases.

25-Year Detention Pond Analysis
Perform a 25-year analysis of the proposed detention ponds using the current models.
This includes a 25-year run of both existing and proposed conditions. Revise inlet and

outlet structures as necessary to mitigate any impacts to downstream flows or water
surface elevations.
High School / Fite Road Projects
Investigate storage available at High School detention pond north of the Mary's Creek
Detention Pond site. Drainage from this site will be directed south and the connection
north will be abandoned. Based on the meeting on 8-14-03 the flow from this area is to
be directed just upstream and along the west side of the proposed detention pond facility.
An outfall restrictor will need to be sized to take advantage of school outfall channel
storage. This water will not drain directly into the pond to lessen pumping needs.
Included with the school drainage is Fite Road improvements, and how they interact.
Separate computations will be prepared for the school/Fite Road drainage.
3. Data Collection and Coordination
a. Site Visit - This task consists of going out to the field and walking the proposed
pond site. Pictures will be taken along the channel and other areas of interest. If
needed, residents will be interviewed. Any unusual features will be noted.
b. General Coordination - This task will include visiting appropriate agencies such
as City of Pearland and Brazoria Drainage District #4 to obtain pertinent data to
the project. PMDBP will provide any available data on previous projects or
studies near the study area, ROW information, available modeling data, maps, etc.
that may have relevance to the project.
c. Coordination with Public/Private Utility Companies - All contacts with public and
private utilities will be through the PMDBP. PMDBP will obtain and verify all
necessary public and private utility information provided by City of Pearland,
Reliant Energy, Entex, Southwestern Bell, etc.
d. Geotechnical - All geotechnical information will be obtained through the PMDBP
geotechnical consultant. This task includes the collecting and reviewing of all
available soils data and assisting with the preparation of an additional scope of
work for the geotechnical consultant if required. Also, included is time to review
the results of the geotechnical report including pond design recommendations,
and slope stability.
e. Environmental Services - PMDBP will be responsible for any environmental
services required for the project. This task includes time to coordinate with the
consultant and/or PMDBP, to answer questions regarding their results.
f. Surveying/Topography - All survey information will be obtained through the
PMDBP. PMDBP will provide all necessary ground topography, and location of
any existing ground features. Included in this information from the PMDBPA
shall be a physical tie to Brazoria County flood plain datum's (FEMA), along
with any subsidence adjustments necessary for the project area. This task
primarily includes the review of all surveying documents, including preliminary
parcel taking map(s), final parcel taking map(s), metes and bounds descriptions
and monumentation. Deliverables from surveyor will be in form of scroll plot
showing all topographic features in plan view, as per PMDBP graphic standards,
and computer file in AutoCAD format with the same information.

Status Meetings - There will be monthly status meetings during the design phase
of the project. Meetings will be held at TC&B.
Hydraulic Calculations - Additional hydraulic calculations to model and design
an energy dissipater structure at the detention pond weir inlet and outlet structure.
Also included are additional computations to finalize the pump station design as
required.
Bid Phase Services
Attend the pre-bid meeting with PMDBP and potential bidders.
Construction Phase Services
a. Participate in scheduled walk through inspection.
b. Review and approve contractor submittals when requested.
c. Respond to Request for Information (RFI's).
COMPENSATION
We propose to provide the above Basic Services for a lump sum fee of $288,324. The attached
spreadsheet provides the estimated personnel categories and hours required to provide the Basic
Services.
PROJECT SCHEDULE
Dannenbaum Engineering Corporation is prepared to begin work immediately after execution of
the contract and notice to proceed. The duration of the project is 150 calendar days. See the
attached schedule.
Note that schedule does not include time waiting for soils or survey information and review time
by PMDBP, or other unforeseen delays.
Attached is a "Summary of Work" which provides the estimated hours required for each
milestone category that includes the Basic Services.
Cost associated with property or easement descriptions, boundary surveys or plats are not
included in any of the above costs. Should those services be necessary, the associated
engineering services will bc considered additional services and invoiced on an hourly basis.
