A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
SUBMIT A PROPOSAL TO THE 1998 HARRIS COUNTY COMMUNITY
DEVELOPMENT AGENCY'S COMMUNITY DEVELOPMENT BLOCK
GRANT PROGRAM FOR INSTALLATION OF THE CITY'S SEWER SYSTEM
IN TWO SERVICE AREAS; AUTHORIZING THE CITY MANAGER OR HIS
DESIGNEE TO EXECUTE ALL DOCUMENTS ASSOCIATED WITH THE
PROJECT; AND ALLOCATING FROM THE CITY'S UTILITY FUND, THE
CITY'S COSTS ASSOCIATED WITH THE PROJECT.
WHEREAS, the City's Mission is to enhance the quality of life for all residents
of Pearland by providing the highest level of municipal services in the most efficient
and cost-effective manner; and
WHEREAS, most septic systems, when they fail, will expose residents to
potential disease from the improperly treated wastewater; and
WHEREAS, the City has agreed with the Harris County Community
Development Agency to participate in funding of the Community Development Block
Grant Program to improve and extend the City's sanitary sewer system to
accommodate certain Pearland citizens who currently rely upon septic systems to treat
and dispose of their household wastewater; and
WHEREAS, a majority of residents in these project areas have low to moderate
incomes; now, therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the recitals contained in the preamble of this Resolution are
hereby adopted and confirmed.

Section 2. That the City Manager or his designee is hereby authorized to
submit a proposal to the 1998 Harris County Community Development Agency's
Community Development Block Grant Program for installation of the City's sewer
system in two service areas:
Project 1: The Fite/Figland Project, which is bounded by Fire Road to the
north, Mary's Creek to the south, Hatfield Road to the east, and
Harkey Road to the west; and
Project 2: The Terrell Drive/Sharondale Project, which is bounded by
Terrell Drive to the north, Sharondale to the south, Harkey Road
to the east, and Blue Bird Way to the west.
Section 3. That the City Manager or his designee is further authorized to
execute all necessary documents associated with these Projects, as required under the
grant guidelines.
Section 4.
hereby allocated from the City's Utility Fund.
