A RESOLUTION AUTHORIZING THE CITY MANAGER TO SUBMIT A
PROJECT TO THE HARRIS COUNTY COMMUNITY DEVELOPMENT AGENCY
UNDER THE COMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR
THE EXTENSION OF THE EXISTING CITY SANITARY SEWER SYSTEM
INTO THE HATFIELD -WOODY ROADS SERVICE AREA; SUCH AREA
BEING DESCRIBED AS BOUNDED BY THE CITY OF BROOKSIDE
VILLAGE TO THE NORTH, HICKORY SLOUGH TO THE SOUTH,
HATFIELD ROAD TO THE WEST, AND WOODY ROAD TO THE EAST.
WHEREAS, the City has a signed agreement with the Harris
County Community, Development Agency for participation in the
funding for the Community Development Block Grant Program; and
WHEREAS, at this time most of the residences within the
Hatfield -Woody Roads service area do not receive sewer service from
the City; and
WHEREAS, residents of the service area depend on septic
systems to treat and dispose of their household wastewater; and
WHEREAS, most septic systems will eventually fail and expose
residents to the potential for serious disease from the improperly
treated wastewater; and
WHEREAS, the City's Mission is to enhance the quality of life
for all residents of Pearland by providing the highest level of
municipal services in the most efficient and cost effective manner;
and
WHEREAS, funds are available through the Harris County
Community Development Agency under the Community Development Block
Grant Program.
BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF PEARLAND, TEXAS:
Section 1. That the City Manager is authorized to submit a
Project to the Harris County Community Development Agency for the
extension of the existing City Sanitary Sewer System into the
Hatfield -Woody Roads service area.
Section 2. That the City's share of the local match,
$22,750.00, is hereby allocated from the 1993 -94 Utility Fund
Balance.

Exhibit 1: Summary
Narrative Summary On no more than one single spaced, typed page, provide a brief overview

THE CITY OF PEARLAND'S MISSION IS TO ENHANCE THE QUALITY OF LIFE
FOR ALL RESIDENTS OF PEARLAND BY PROVIDING THE HIGHEST LEVEL OF
MUNICIPAL SERVICES IN THE MOST EFFICIENT AND COST EFFECTIVE MANNER.
COMMITTED TO THAT MISSION, WE ARE PROPOSING TO EXTEND THE EXISTING
CITY SANITARY SEWER SYSTEM INTO THE CITY'S UNSEWERED•AREAS. THE
MAJOR GOAL OF THIS PROJECT IS TO ELIMINATE THE NEED FOR SEPTIC TANK
SYSTEMS WHICH ARE INEFFICIENT IN THIS AREA EXISTING OR FUTURE.
THE PROPOSED PROJECT IS A PHASE OF A MAJOR WASTEWATER TRUNK SEWER
SYSTEM WHICH HAS BEEN STUDIED AND PROPOSED FOR IMPLEMENTATION IN
THE CITY'S NORTHWEST SERVICE AREA.
THE SERVICE AREA IS LOCATED IN THE NORTHWEST QUADRANT OF THE CITY
OF PEARLAND. THE AREA IS BOUNDED BY THE CITY OF BROOKSIDE VILLAGE
TO THE NORTH, HICKORY SLOUGH TO THE SOUTH, HATFIELD ROAD TO THE
WEST, AND WOODY ROAD TO THE EAST. A PRELIMINARY HOUSE COUNT
INDICATES 45 HOMES AND 20 MOBILE HOMES. APPROXIMATELY 65 LOW
INCOME FAMILIES 260 PERSONS) WILL BE SERVED BY THIS PROJECT.

Exhibit 2: Description of Need

Need 1. A detailed description of the characteristics and needs of the population
proposed to be served, or
2. A description of the problem that this proposal for funds addresses (public
works projects only).
ACCORDING TO THE 1990 CENSUS OF POPULATION AND HOUSING, RESIDENTS
OF THE PROPOSED SERVICE AREA ARE CLASSIFIED AS LOW TO VERY LOW
INCOME, WITH AN AVERAGE ANNUAL INCOME OF $26,974 FOR A FAMILY OF
FOUR. AT THIS TIME NONE ONLY A FEW OF THE RESIDENCES WITHIN THE
SERVICE AREA ARE RECEIVING SEWER SERVICE FROM THE CITY. THE
RESIDENTS DEPEND ON SEPTIC SYSTEMS TO TREAT AND DISPOSE OF THEIR
HOUSEHOLD WASTEWATER; SYSTEMS THAT MIGHT NOT BE PROPERLY DESIGNED
OR SUITABLY LOCATED, AND THAT WILL EVENTUALLY FAIL EXPOSING THE
RESIDENTS TO THE POTENTIAL FOR SERIOUS DISEASE FROM THE
IMPROPERLY TREATED WASTEWATER.
MOST SEPTIC SYSTEMS WILL EVENTUALLY FAIL. THESE SYSTEMS ARE
DESIGNED TO HAVE AN AVERAGE LIFE SPAN OF 15 TO 25 YEARS, UNDER
THE BEST CONDITIONS. BECAUSE OF SOIL CONDITIONS IN THE SERVICE
AREA (LOW PERMEABILITY AND SATURATION DURING LONG PERIODS OF
TIME IN THE YEAR), MOST RESIDENTS EXPERIENCE SEPTIC SYSTEM
FAILURES. FURTHERMORE, DUE TO ECONOMIC CONSTRAINTS MOST
HOMEOWNERS DO NOT PROPERLY MAINTAIN THEIR SEPTIC SYSTEMS,
REDUCING IN THIS WAY THE EFFECTIVENESS OF THE SYSTEM AND
INCREASING CHANCES FOR FAILURE. TO PROTECT THE RESIDENTS'
WELFARE, THE CITY I5 PROPOSING TO PROVIDE THE FACILITIES NEEDED
TO CONNECT THE UNSEWERED AREAS TO THE CITY'S SEWAGE SYSTEM.
