PEARLAND, TEXAS, HELD ON JUNE 6, 2000, AT 7:00 P.M., IN THE COUNCIL
CHAMBERS, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
The meeting was called to order with the following present:

The invocation was given by Reverend Barnett.
PURPOSE OF THE MEETING:
COUNCIL ACTION - RESOLUTION NO. R2000-72 - A RESOLUTION AND ORDER OF
THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, CANVASSING THE
RETURNS AND DECLARING THE RESULTS OF THE CITY RUNOFF ELECTION HELD
IN THE CITY OF PEARLAND, TEXAS, ON JUNE 3, 2000. Mr. Darrin Coker, CityAftorney.
Councilmember Tetens made the motion, seconded by Councilmember Marcott, to
approve Resolution No. R2000-72.
Councilmember Tetens read Resolution No. R2000-72 and reported that there were 1,908
valid and legal votes cast and then gave the election result vote totals:

Christopher G. Heitman 865 45.43%
Woody Owens 1,039 54.57%

Councilmember Tetens further reported that the office for City Council, Position Number
Two (2) is declared to be Woody Owens, and is hereby declared duly elected to said
respective office, subject to taking of the Oaths of Office and Statement of Elected Officers
as provided by the laws of the State of Texas.
Voting "Aye" Councilmembers Beckman, Tetens, Seeger, and Marcott.
Voting "No" None.
Motion Passed 4 to 0, with Councilmember Wilkins absent.
COUNCIL ACTION - ISSUANCE OF CERTIFICATE OF ELECTION TO NEWLY
ELECTED OFFICIALS. Mayor Reid.
Mayor Reid invited Mr. and Mrs. Woody Owens to the front of the Council Chambers and
presented Mr. Owens with his Certificate of Election.
COUNCIL ACTION - ADMINISTRATION OF OATH OF OFFICE TO NEWLY ELECTED
OFFICIALS.
Mayor Reid administered the Oath of Office to Woody Owens for Council Position Number
Two (2).
Newly sworn in Councilmember Owens addressed the audience and stated that this has
been a long road from February until June 3. He stated that he has had approximately 44
people that worked in his campaign extremely hard, and it has all been worth it. He
thanked his wife for the many hours that she has put into his campaign and staying with
him all the way. He also stated that one of the greatest things is that he has had the
opportunity to meet a lot of the residents in Pearland; which is wonderful. Councilmember
Owens stated that Council has a great foundation of this City. He said he has looked at the
focuses and challenges that are a head and that is a very positive thing for this community.
He stated that he knows that there are factions within the community and he is calling on
everyone today, to heal those factions, there is a challenge ahead of us, we need to work
together. If all of that energy can be harnessed, we can have a great city. He also stated
that he is proud to be part of the City, and elected into office, and be trusted and have the
faith of the people of Pearland. He thanked everyone that voted for him and everyone that
did not vote for him. He further stated that he will serve each group the same, and he looks
forward to sitting on Council. After he sits in the chair he said that we all may not think the
same, and some of the decisions may not be popular to everybody, but when he signed
on for this, he made mention that making the decisions here, he will do with his best ability

and for all the residents of Pearland, not just a select few but for all of us, and for the City.
That is going to be the foundation that he works from of making the decisions for the City.
In closing he said again he appreciates it and thanked everyone for working so hard and
for attending the meeting tonight. --
Councilmember Tetens thanked all of the Staff and employees of the City. They do a great
job. The City has a lot of really super employees he hopes that people appreciate them.
He said they have been wonderful to work with, they have been very helpful, and anytime
you are around the Staff and employees it is a real pleasure. Councilmember Tetens
stated on a little heavier note, for the next few years the City has a real challenge ahead
of them, and that is to decide which way the City is going to go. Is it going to continue to
be dominated by developers who build roof tops and concrete, or we going to change and
have a better quality of life with parks, green space and a lot of green area? The decisions
the Council makes over the next few years will determine what Pearland is going to be in
the next fifty or one hundred years. That is the challenge today. He said he thinks that the
two newly elected officials and the three that are on Council will be able to meet the
challenge. In closing Councilmember Tetens thanked everyone.
