R96-01 01-22-96RESOLUTION NO. R96-1 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT A PROJECT TO THE HARRIS COUNTY COMMUNITY DEVELOPMENT AGENCYUNDER THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM FOR THE EXTENSION OF THE EXISTING CITY WATERLINES AND SANITARY SEWER SYSTEM INTO THE MORENCI ROAD SERVICE AREA; AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO EXECUTE ALL DOCUMENTS ASSOCIATED WITH THE PROJECT; AND ALLOCATING THE CITY'S UTILITY FUND FOR THE CITY'S SHARE OF COSTS ASSOCIATED WITH THE PROJECT. WHEREAS, the City has signed an agreement with the Harris County Community Development Agency for participation in the funding for the Community Development Block Grant Program; and WHEREAS, at this time most of the residences within the Morenci Road service area do not receive water or sewer service from the City; and WHEREAS, residents of the service area depend upon well water for their water needs and upon septic systems to treat and dispose of their household wastewater; and .... '~' ~ WHEREAS, water wells and septic systems may eventually fail, exposing residents to potential health hazards; and WHEREAS, the City's objective is to enhance the quality of life for all residents of Pearland by providing the highest level of municipal services in the most efficient and cost-effective manner; and WHEREAS, funds are available through the Harris County Community Development Agency under the Community Development Block Grant Program; now, therefore, 1 RESOLUTION NO. R96-1 BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Manager or his designee is hereby authorized to submit a project to the Harris County Community Development Agency under the Community Development Block Grant Program for the extension of the existing City waterlines and sanitary sewer system into the Morenci Road service area ("Project"), such area being described as bounded by Daughtery Road to the south, FM 518 to the north, Piper Road to the west, and Harkey Road to the east. Section 2. That the City Manager or his designee is further authorized to execute all documents associated with the Project. Section 3.
