A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AUTHORIZING THE APPLICATION FOR THE STAFFING FOR
ADEQUATE FIRE AND EMERGENCY RESPONSE "SAFER GRANT
THROUGH THE U.S. DEPARTMENT OF HOMELAND SECURITY'S
FEDERAL EMERGENCY MANAGEMENT AGENCY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the City approves the submission of a grant application for the
Staffing for Adequate Fire and Emergency Response "SAFER Grant to the U.S.
Department of Homeland Security's Federal Emergency Management Agency, to be used
for the recruitment and retention of volunteer firefighters.

Active Firefighter An individual having the legal authority and responsibility to engage in fire suppression;
Position being employed by a fire department of a municipality, county, or fire district; being
engaged in the prevention, control, and extinguishing of fires; and/or responding to
emergency situations in which life, property, or the environment is at risk. This
individual must be trained in fire suppression, but may also be trained in emergency
medical care, hazardous materials awareness, rescue techniques, and any other
related duties provided by the fire department.
Full-time Paid Full-time positions are those that are funded for at least 2,080 hours per year(i.e., 40
Firefighter Position hours per week, 52 weeks per year.) The program office will also consider funding the
sharing of a full-time position with sufficient justification. A job-share position is a full-
time position that is occupied by more than one person. Positions funded via SAFER
may be shared, but DHS limits the number of individuals to no more than four(4) per
position.
Part-time Paid Part-time paid firefighters receive pay for being on duty at the fire station, whether or

Narrative Statement for Volunteer Recruitment and Retention Activity
In addition to the elements described below, the Narrative Statement(project description) should clearly explain
how all budgeted funds are to be used. Because the application will time out after a period of inactivity, it is
recommended that applicants type their narrative offline using any word processing software. Once the narrative
is complete, copy and paste it from the word processing document into the Narrative Statement block in the
application. Also, as space for the narrative is limited to six pages, you are cautioned to confirm that the full
content of your narrative has been copied into the application. After saving the copied narrative, exit the narrative
section of the application, then reopen it and scroll to the bottom to ensure all text is present. If the narrative has
been truncated, you will need to reduce the length of your narrative until if fits in the allotted space.
The Narrative Statement(project description)for the Volunteer Recruitment and Retention Activity must
include the following:
• A statement that describes how the applicant will use the grant funds. The project description should
include the following: how the recruitment of new volunteer firefighters and/or retention of current volunteer
firefighters within the department or organization will meet identified operational needs; a description of the
specific benefit these firefighters will provide for the fire department(s) or community; a description of the
recruitment and/or retention problems or issues the department has identified; how the activities being
requested address those identified needs; specifics about the recruitment and/or retention plan; and, if the
application includes a regional request, specify which of the activities are for the regional request and
which activities are exclusive to the host applicant. Your description should also include whether you are
seeking to comply with NFPA 1710 or 1720 as identified in the current SAFER Program Guidance.
• A statement regarding how the community and current firefighters (or geographic area of concern for an
eligible organization)are at risk without the needed firefighters, and to what extent that risk will be reduced
if the applicant is awarded.
• An explanation of the applicant's inability to address the need without Federal financial assistance.
• A statement relating to how the applicant will ensure, to the extent possible, that they will seek, recruit, and
hire members of racial and ethnic minority groups and women to increase their ranks within their
department. This should include an explanation of the efforts your organization has instituted and
how successful those efforts have been.

General Overview
The City of Pearland (Texas) is located in the Gulf coast region,within the Houston-Sugarland-Baytown
metropolitan area, in Brazoria, Fort Bend, and Harris Counties. Pearland is ranked as the 34th fastest growing
suburb in the nation and the fastest growing suburb in the Greater Houston area.
The Pearland Fire Department(PFD) serves a geographic area of nearly 77 square miles,with a current
population estimated at 126,100. The jurisdiction of the PFD includes the City of Pearland corporate limits and
extra territorial jurisdiction (ETJ) areas.
Critical infrastructure within the PFD jurisdiction includes two airports, a Burlington Northern rail line, two State of
Texas highways, and petroleum pipelines that feed one of the world's largest refinery complexes that is located
along the nearby Houston-Galveston ship channel. The transportation routes carry passenger and cargo traffic,
which includes great amounts of hazardous materials from nearby refineries and chemical plants. Several high-
hazard chemical storage facilities are located within the city limits.
At present, approximately sixty percent of PFD jurisdiction is residential and includes 75 residential
developments and 18 apartment complexes. The jurisdiction also includes 23 schools, multiple-commercial
developments that include strip malls, a 937,000 square-foot outside retail center, self-storage facilities, eight
hotels, and 17 government buildings.
Pearland is located approximately 40 miles from the Gulf of Mexico. Emergency preparedness and response
during a major weather event(i.e. hurricane) is a chief concern of the fire department.

The fire department in Pearland was organized in 1946 as the Pearland Volunteer Fire Department, a non-profit
organization that provided fire protection under contract with the City of Pearland. In October 2007, to address
growth and the increasing demand for service, the City of Pearland instituted changes to provide a higher level
of fire suppression and rescue services, medical first response, hazardous materials response, and fire
prevention programs to the fire department's jurisdiction.
At present, the PFD is a combination career-volunteer department. The PFD is managed by an administrative
staff consisting of a full-time fire chief, a volunteer assistant chief, a full-time fire marshal/emergency
management coordinator, and a volunteer district chief. The Fire Marshal's Office includes two deputy fire
marshals and 3 inspector/investigators. There are 18 full-time personnel and 45 volunteer personnel assigned to
fire suppression.
The PFD has formal automatic aid agreements with the neighboring Friendswood, Manvel, Iowa Colony,
Brookside, Southeast, and County Road 143 Volunteer Fire Departments. Mutual aid agreements are in effect
with the Alvin Volunteer Fire Department and the Missouri City and Houston Fire Departments. The PFD is a
participant in the Harris County Mutual Aid Agreement.
The PFD operates from four fire stations. The city is in the process of planning for the construction of an
additional station on the city's west side, an area that has seen the greatest growth and development during the
past five years. Construction is expected to begin in early 2010. Planning has also begun for an additional
station, to be constructed by a private developer in an unincorporated area southwest of Pearland, an area that
is serviced by the PFD.
Presently, the existing fire stations are staffed by a combination of 18 career and 45 volunteer firefighters. Two
of the four stations are each staffed with four career personnel from 0600 to 1800 seven days-a-week. This
daytime staffing consists of two lieutenants and six firefighters on each of two 12-hour shifts. Each shift is
supervised by a fire captain. The remaining two stations are covered by volunteer personnel who respond from
home. During the evening hours, one fire station is staffed by a crew of three or four volunteers, and the
remaining three stations are covered by volunteers who respond from home. During the past two years the
volunteer force has decreased from approximately 60 members to the current 45.
Grant Fund Needs
Pearland has experienced an extreme growth in population since 2004, increasing from 52,129 to 94,414
residents.When taking into account the extra-territorial jurisdiction, the fire department covers an area of 77
square miles with a total population in excess of 126,100. During the same period, Pearland has experienced
construction of 7,835,050 square feet of commercial property and 30,867,685 square feet of residential property.
In 2004 the PFD received 955 calls for service and in 2008 there were 2103 calls for service, a 120% increase.
In 2008 there were 384 overlapping incidents.
During the past three years the PFD has seen 42 volunteer personnel leave the department. They have left the
department for a number of reasons. Six individuals retired after having served for over 20 years. At least 10 left
before having completed a year's length of service for a number of reasons, primarily because they did not
realize how much time it consumed. The remainder left with varying lengths of service for a number of reasons
including joining the military, family commitments, moving out of the area, work commitments, and other
reasons. In that same period we were only able to add 24 new volunteer personnel.
During the past five years the western one-half of Pearland has experienced the greatest growth in residential
and commercial development. It is currently served by a single fire station. Due to call volume and the area of
coverage, the department is able to meet NFPA response guidelines of the first unit arriving on scene within 5
minutes, 90%of the time for only 24.5% of fire incidents. City-wide, the PFD currently meets this NFPA guideline
for only 33.27%of fire incidents.
The PFD has incorporated the requirements of OSHA 1910.134, most notably the OSHA two-in/two-out
requirements, into its respiratory protection program. The OSHA rules are referenced in the department's
policies and guidelines for fireground and hazardous materials operations.
As an outcome of this grant, the PFD desires to establish a marketing plan to recruit 25 volunteer firefighters
over the next two years and 10 a year in subsequent years so as to come into compliance with the applicable
sections of NFPA 1720 to assemble 15 personnel on scene within 9 minutes 90% of the time. Presently, the
PFD meets the NFPA response standard of assembling 15 personnel on the scene within 9 minutes 90% of the
time for only 41.66% of incidents.
Impact of a Grant Award
Recruiting has primarily been done by information on the department's website, and at public relations events by
volunteer personnel.
The City currently provides its volunteer firefighters with a pension through a statewide system, additional
supplemental worker's compensation insurance and annual physicals. Night duty crew standby at Fire Station 4
receives a monthly stipend for the nights they are on duty.
This grant request of$40,000 is for the materials needed for a more aggressive recruiting program over the next

two years and become the foundation for subsequent years. This program will be overseen by the volunteer
assistant chef and one of the volunteer district chiefs. $4,000 will be used for the design and construction of 2
printed banners to hang across a major commercial road in the center of the City. $34,000 will be spent on the
printing of brochures and a bulk mailing to every mail customer in the City once annually for two years. $2,000
will be used to produce a video to be used at public relation events and shown on the City's cable television
channel. The cost includes the script, production, editing and voice overs.
The use of the banners, fliers and broadcast of the video will also be beneficial to those volunteer fire
departments bordering the City of Pearland. Many of the residents of our neighboring communities traverse the
Pearland and will see the banner and watch the City's cable station to see what events are coming up locally.
These materials in addition to a concentrated effort on the west side of the City by all members of the
department in addition to the incentives offered by the City and State will recruit enough people to meet our goal
of recruiting 25 new members in the next two years. Both volunteer and full-time members of the PFD will need
to develop a comprehensive recruiting and retention plan in order to insure that an adequate and well-trained
volunteer force is maintained and will continue well in to the future.
The City is ready to construct a new fire station on the west side of the City, and a developer is in the process of
planning to build another fire station in the southwest area of the department's service area. The latter will be
staffed by volunteers only, and the former will be a combination staffed fire station.
A SAFER grant award will have the greatest impact on the department's ability to quickly assemble the number
of firefighters required to safely perform the functions of command, ventilation, fire attack, backup, search and
rescue, and the necessary support operations at a fire scene regardless of time of day. It is estimated, that with
a grant award, the department will be closer to meeting the NFPA 1720 response time goals, nearing the 90%
mark once the fifth and sixth stations are completed.
Impact to the community will be realized daily and will be long-term. Without the recruiting of additional volunteer
positions, Pearland residents and businesses face an increasing risk of injury, death, and property loss from fire
due to the increasing length of response time and the inability of the PFD to assemble an adequate number of
firefighters for a fire attack. Presently, the department does not have the ability to consistently place the required
number of firefighters at the scene in a timely manner in order to control fires, as described in the NFPA 1720
Standard, even when those fires are discovered early. A grant award will have a dramatic effect on the
department's ability to begin a fire attack and to confine fires in the early stages,when life is most salvageable
and loss to property can be minimized.
Financial Need
The rapid development experienced by the City of Pearland has placed a burden on its finances as it strives to
meet the needs resulting from both actual and anticipated growth in the community. The amount of bond debt,
incurred in the financing of public safety facilities and the infrastructure for residential and commercial
development, has increased along with the rate of growth. The city has met the fire department capital needs,
which include fire station construction and renovation and apparatus and equipment purchases.At the same
time the city experiences growth, the nation's economic woes have affected Pearland in the form of a lack of
sales tax revenue icreases, decreased property tax evaluations, and a leveling off of new construction permits.
The increasing demand for services has already affected the number of active volunteer firefighters available.
Recruitment
The recruitment and hiring process is conducted by the City of Pearland Human Resources Department to
ensure compliance with all federal and state employment practices. The City of Pearland is an Equal Opportunity
Employer under the Civil Rights Act of 1964, as amended. Formal hiring policies and personnel practices are in
place for all city departments and are available for review upon request. Pearland and the surrounding area is
rich in racial and ethnic diversity, which is well-reflected in the city's workforce. The fire department leadership is
committed to continuing the endeavor for a workforce that represents the diverse makeup of the Pearland
community,with special emphasis on the recruitment of women and minority firefighters.
Training
Personnel funded through this grant will achieve certification to NFPA 1001 Firefighter II level, under the State
Firefighters and Fire Marshals Association, and will achieve ECA certification prior to the end of the two-year
performance period. The City of Pearland will provide continuing education, from both internal and external
sources, to ensure that newly-hired personnel have the opportunity to maintain and increase their skills and
knowledge in emergency response and life safety education.
Firefighter Health Measures
PFD candidates will receive a pre-employment physical (medical) examination. Immunization records will be
evaluated by a licensed healthcare provider and the employee will be offered any required immunizations that
are missing from their medical record.

doesn't see contractor much. All plants were exactly as specified. Anytime
anything needs attention, he sends an email and Westco is very responsive.

EXECUTIVE SUMMARY
SETH requires the City's approval to issue tax exempt bonds as part of the 2009
Single Family Mortgage Revenue Bond Program. The Program is part of the federal
governments Homeowner Affordability and Stability Plan that uses federal funds to
support low interest loans to first-time home buyers. A more detailed letter from SETH is
attached for your review. The deadline for approval of the resolution is December 21,
2009.
RESOLUTION NO. R2009-205
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS, APPROVING THE ISSUANCE OF TAX
EXEMPT BONDS BY THE SOUTHEAST TEXAS HOUSING
FINANCE CORPORATION.
WHEREAS, pursuant to the Texas Housing Finance Corporations Act,
Chapter 394, Texas Local Government Code (the "Act"), the creation of The
Southeast Texas Housing Finance Corporation (the "Corporation") was approved
by resolution of the governing bodies of each of the Texas counties of Austin,
Brazoria, Chambers, Liberty, Matagorda, Walker, Waller and Wharton and the
Texas cities of Baytown, Deer Park, Dickinson, La Marque, La Porte, League City,
Pasadena, Santa Fe, Shoreacres, Texas City and Tomball (the "Local
Governmental Units") , to provide a means of financing the cost of residential
ownership and development that will provide decent, safe and sanitary housing for
persons and families of low and moderate income; and
WHEREAS, the Corporation desires and intends to issue its Single Family
Mortgage Revenue Bonds (Guaranteed Mortgage-Backed Securities Program)
Series 2009A (the "Bonds"), pursuant to the Act to defray, in whole or in part, the
costs of purchasing or funding the making of home mortgages, in the aggregate
principal amount not to exceed $24,549,050; and
WHEREAS, Section 394.005 of the Act provides that said Act does not
apply to property located within a municipality with more than 20,000 inhabitants
unless the governing body of such municipality approves the application of said
Act to that property; and
WHEREAS, the effect of said Section 394.005 is that the proceeds of the
Bonds may not be used to finance single family housing within the City of
Pearland (the "City) without the approval of its governing body; and

WHEREAS, the Corporation has requested the approval of the City Council
of the City to allow mortgage loans for homes located in the City to be financed
with the proceeds of the Bonds; and
WHEREAS, it is the desire of the City Council of the City to make available
to citizens of low and moderate income of this City loans financed by the proceeds
of the Bonds since they provide favorable interest rates for first time buyers who
qualify for such loans; and
WHEREAS, the Corporation has requested the approval of governing body
of the City to provide, with the proceeds of the issuance of the Corporation's
Bonds, financing for home mortgages for homes in the City; now therefore,
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS:
Section 1. That the recitals made above in the Resolution are hereby
adopted in their entirety and incorporated herein as though set forth in full herein.
Section 2. That the City Council hereby approves the application of the
Act to property within the City and grants its approval to the Corporation for the
use of proceeds of the Bonds to finance home mortgages for homes located
within the City.
Section 3. That it is officially found and determined that no provision of
this resolution shall make the City of Pearland, Texas, this Council, or any officer,
agent, employee, or official of the City of Pearland, Texas, liable in any respect
whatsoever in regard to the Bonds, it being understood that the Bonds are solely
to be repaid and secured from the sources described in the Indenture of Trust
related thereto, none of which sources impose any liability whatsoever upon this
City, this City Council, or the officers, agents, and employees of this City.

Section 4. That to indicate the City's desire to participate in this program,
a copy of this resolution will be forwarded to The Southeast Texas Housing
Finance Corporation.

Dear Mayor Reid:
The Local Housing Finance Agencies have been unable to issue tax-exempt Mortgage Revenue
Bonds for the past two years because of the absence of investors due to the financial market crisis.
As you are aware,The Southeast Texas Housing Finance Corporation (SETH) has a very successful
history in providing first-time homebuyers with competitive mortgage rates and down payment
assistance for almost 28 years.
As part of the Homeowner Affordability and Stability Plan announced by the Federal Government in
February of this year, a program to support state and local housing finance agencies.(HFA's) began
October 19, 2009. After taking eight(8) months to roll-out the program,we are caught in a time-
crunch to complete the actions necessary to secure that the U.S. Treasury through Fannie Mae,
Freddie Mac and the Federal Housing Finance Agency will purchase the tax-exempt bonds to make
our program a reality because the authority for the Treasury Department to implement this program
expires 12/31/09.

The U.S.Treasury Department has allocated to SETH an amount of$24,549,050 to issue tax-exempt
bonds for the 2009 Single Family Mortgage Revenue Bond Program. In order to meet the deadlines
set by the Federal-Government, SETH (and most agencies across the nation) must issue taxable
bonds before December 23, 2009 and convert those to tax-exempt bonds in January 2010. It is a
most difficult program to accomplish within the timelines, but a very needed program to assist our
moderate income first-time homebuyers with the ability to make their dream of homeownership come
true.
In accordance with the Texas Housing Finance Corporation Act, cities with populations above 20,000
must approve of the proceeds of the bond issue to be used within your jurisdiction to make home
mortgages. Therefore, please find enclosed four(4)copies of the municipality approval
Resolution which must be completed and returned to office as soon as possible, but no later than
December 21,2009. I know this time period is very short, but it is necessary in order for SETH to
complete the transaction and it be approved by the Texas Attorney General's Office.
I will be very happy to discuss this very difficult program with you or answer any questions you or your
