R96-14 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER TO SUBMIT AN APPLICATION TO THE TEXAS DEPARTMENT OF TRANSPORTATION UNDER THE ENHANCEMENT PROGRAM OF THE INTERMODAL SURFACE TRANSPORTATION EFFICIENCY ACT FOR THE CONSTRUCTION OF ONE-WAY BICYCLE LANES ON EACH SIDE OF F.M. 518, FROM WESTMINISTER TO RIVERSIDE DRIVE, AND ALLOCATING MATCHING FUNDS FROM THE CITY OF PEARLAND. and, WHEREAS, F.M. 518 serves not only Pearland, but also northern Brazoria County; WHEREAS, The construction of Bicycle lanes will enhance F.M. 518 by providing an additional mode of transportation and help reduce vehicular emissions, thereby improving air quality; and, WHEREAS, Bicycle lanes can serve as an all-around short distance transportation alternative to vehicle trips to local schools, shopping, recreational facilities, and neighborhood destinations; and, WHEREAS, Bicycle lanes will promote local economic growth by making the local businesses more accessible to everyone in the community; and, WHEREAS, Bicycle lanes will enhance public safety by separating vehicular traffic from bicycle traffic. BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Manager is authorized to submit an application to the Texas Department of Transportation under the Enhancement Program of the Intermodal Surface Transportation Efficiency Act for the construction of one-way Bicycle lanes on each side of F.M. 518, from Westminister to Riverside Drive. Section 2. That matching funds equal to twenty percent (20%) of the total project cost are hereby allocated from the Road and Bridge Capital Fund.
