R2009-173 - 2009-10-26 RESOLUTION NO. R2009 -173 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, SUPPORTING PROPOSITION 4, THE TIER ONE CONSTITUTIONAL AMENDMENT. WHEREAS, the City Council actively supports the region's economic growth, higher education opportunities and the University of Houston in particular; and WHEREAS, on November 3, 2009, Texans will vote on establishing "the national research university fund to enable emerging research universities in the state to achieve national prominence as major research universities and transferring the balance of the higher education fund to the national research fund and WHEREAS, research funds are a key element for creating nationally competitive, Tier One research universities, and research expenditures are estimated to return over 200% on their investment in increased regional jobs, revenues and taxes; and WHEREAS, seven Texas emerging research universities (University of Houston, Texas Tech, University of North Texas, University of Texas at Arlington, UT Dallas, UT El Paso, and UT San Antonio) would be entitled to draw on the National Research University Funds once certain legislatively mandated criteria are attained; and WHEREAS, Proposition 4 will not require any new taxes or bonds; and WHEREAS, Texas currently suffers due to the lack of Texas Tier One Universities thereby resulting in the exodus of many of the brightest and best students to study out of state; therefore, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1.
