Ord. 0515 06-09-86ORDINANCE NO. 515 AN ORDINANCE EXTENDING THE MORATORIUM ON BILLBOARDS AND OFF -PREMISE SIGNS, ESTABLISHED BY ORDINANCE NO. 506, FOR A PERIOD OF NINETY DAYS; DECLARING AN EMERGENCY PURSUANT TO SECTION 3.10 OF THE CHARTER OF THE CITY OF PEARLAND, TEXAS AND PROVIDING AN EFFECTIVE DATE. WHEREAS, by Ordinance No. 506 the City Council of the City of Pearland, Texas established a moratorium on the issuance of permits for billboards and off -premise signs; and WHEREAS, by Ordinance No. 512 the City Council extended this moratorium for a period of sixty days, which would expire on June 13, 1986; and WHEREAS, the City Council finds and is of the opinion that there is an urgent and pressing need to maintain the status quo with regard to the erection of such signs within the City of Pearland for an additional ninety days, during which period it is anticipated that the Sign Ordinance Committee adjunct to the City Council shall complete its study and evaluation of appropriate rules and regulations pertaining thereto; now, therefore, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the Building Official shall issue no permits for the erection of any billboard or off -premise sign until September 11, 1986. Section 2. That no person, firm or corporation shall erect, cause to be erected or permit the erection of any billboard or off - premise sign within the territorial limits of the City prior to September 11, 1986. Section 3. That the necessity to maintain the status quo as abovesaid with respect to billboards and off -premise signs creates an emergency calling for immediate action of the City Council for the preservation of the public peace, health, safety and welfare; therefore, pursuant to Section 3.10 of the Charter of the City of Pearland, Texas, an emergency is hereby declared to exist, and the 1 rule requiring the reading of Ordinances on two separate occasions at regular meetings is hereby suspended. Section 4. This Ordinance shall become effective at the moment of expiration of Ordinance No. 512, and shallcontinuein full force and effect until September 11, 1986.
