Ord. 0640 08-10-92ORDINANCE NO. 640 AN ORDINANCE REPEALING ORDINANCE NO. 456-1, THE PERSONNEL ORDINANCE, AS THE SAME MAY HAVE BEEN FROM TIME TO TIME AMENDED; CONTAINING A SAVINGS CLAUSE, A SEVERABILITY CLAUSE AND AN EFFECTIVE DATE; AND DECLARING AN EMERGENCY, AS THE NEED FOR STABILITY IN EMPLOYEE RELATIONSHIPS BEARS DIRECTLY ON THE HEALTH, SAFETY AND WELFARE OF THE CITIZENRY BY PROVIDING AN ENVIRONMENT FOR THE EMPLOYEES WHICH IS CONDUCIVE TO THE DISCHARGE OF THEIR RESPONSIBILITIES TO THE PUBLIC. BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That Ordinance No. 456-1, the Personnel Ordinance, as the same may have been, from time to time, amended, be and the same is hereby repealed in its entirety. Section 2. All rights and remedies which have accrued on be- half of the City by reason of Ordinance No. 456-1, and amendments thereto, are hereby preserved. Section 3. If any section, subsection, sentence, clause, phrase, or portion of this Ordinance is for any reason held invalid or unconstitutional by any court of competent jurisdiction, such portion shall be deemed a separate, distinct and independent provision and such holding shall not affect the validity of the remaining portions thereof. Section 4. The City Council finds and determines that the passage of this Ordinance repealing the Personnel Ordinance bears directly on the health, safety and welfare of the citizenry by providing an environment for the employees which is conducive to the discharge of their responsibilities to the public. Section 5. This Ordinance shall become effective immediately upon its adoption by the Council.
