R96-39 07-22-96RESOLUTION NO. R96-39 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS, AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT AN APPLICATION TO THE TEXAS PARKS AND WILDLIFE DEPARTMENT FOR THE CONSTRUCTION OF A BIKEWAY/PEDESTRIAN FACILITY; AND ALLOCATING MATCHING FUNDS FROM THE CITY OF PEARLAND. WHEREAS, Farm-to-Market Road 51 8 (F.M. 51 8) serves not only Pearland but also Northern Brazoria County; and WHEREAS, a bikeway/pedestrian facility will enhance F.M. 51 $ by relieving bicycle and pedestrian traffic with a parallel route to Pearland Independent School District campuses; and WHEREAS, a bikeway/pedestrian facility will provide a safe alternate route for school children attending C.J. Harris Elementary, Pearland Junior High East, and Pearland Junior High West, located in the vicinity of F.M. 518; and WHEREAS, the proposed bikeway/pedestrian facility will help preserve neighborhoods by connecting them with the school campuses; and WHEREAS, walking and bicycling as alternative modes of transportation will help reduce vehicular emissions, thereby improving air quality and quality of life; now, therefore, BE IT HEREBY RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS: Section 1. That the City Manager or his designee is hereby authorized to submit an application to the Texas Parks and Wildlife Department for a bikeway/pedestrian facility, and execute all necessary agreements as required under the grant guidelines. RESOLUTION NO. R96-39 Section 2. That matching funds, not to exceed fifty percent (50%) of the total project cost, are hereby allocated from the 1995 Certificates of Obligation.
