2006-01-10 CIVIL SERVICE COMMISSION REGULAR MEETING MINUTESMINUTES OF A REGULAR MEETING OF THE CIVIL SERVICE COMMISSION FOR THE CITY OF PEARLAND, TEXAS, HELD
ON JANUARY 10, 2006 AT 6:34 P.M. IN THE HUMAN RESOURCES CONFERENCE ROOM OF CITY HALL, LOCATED AT
3519 LIBERTY DRIVE, PEARLAND, TEXAS.
CALL TO ORDER:
The meeting was called to order at 6:34 p.m. Those in attendance were Tom Hodges, Brenda Crager, Phil Cessac, Mary Hickling,
Chad Randall, Michael Walker, and Ron Fraser.
PRIOR MEETING MINUTES:
The minutes of the November 29, 2005 Regular Meeting were approved unanimously.
COMMUNICATION:
An email from the Pearland Police Officers Association was presented as information. The letter contained a request to view the
changes to the local Civil Service Rules, and questioned if the Commission was hiding changes that would negatively affect the
classed personnel. Commissioner Crager asked to speak about Officer Randall's letter and voiced her opinion about sending out
copies of a "working document" prior to the adoption. Commissioner Crager also expressed her thoughts about the letter saying
that the Commission might be "hiding" something, and commented on her intent to serve the community for the "better good", not to
cause any negative situations for the Police Officers. Commissioner Crager said that the Commission had determined at the
November meeting that the draft Rules would not be made available to anyone until they were completed, reviewed by the
consultant, and approved by the Commission. If at that time the Police Officers take issue with any of the rules they will have an
opportunity to come before the Commission to discuss those issues. Chairperson Hodges asked if the Model Rules had a copyright
until adopted by the Commission, and the Director confirmed that the Model Rules do have a copyright. Chairperson Hodges
agreed that the decision not to make the rules available until they have been approved, stand.
DIRECTOR'S REPORT:
Director Hickling reminded the Commission of some training for Civil Service Commissioners and Directors that will be held in Dallas
on February 9 and 10.
Twenty-nine (29) applicants passed the entrance examination given in December, and 2 of those individuals have started the
Academy this week. Several remain on the list.
Mr. John C. West, author of the model Civil Service Rules that have been purchased by the Commission, and legal consultant to the
Commission regarding the drafting and revision of Rules, has reviewed the Commission's draft Rules and has no objections to the
changes that have been made. He will be in contact with the Director to make possible recommendations and to address any legal
questions regarding the last few chapters.
NEW BUSINESS:
Brenda Crager was nominated by Tom Hodges to serve as the Civil Service Commission Chairperson for 2006. The nomination
was seconded by Phil Cessac, and passed unanimously. Tom Hodges was nominated by Brenda Crager to serve as the Civil
Service Commission Vice Chairperson for 2006. The nomination was seconded by Phil Cessac, and passed unanimously.
Discussion was held regarding the revision to the Commission's Rules, and Director Hickling was instructed to leave some room
within each "subchapter" to add rules, should that become necessary at a later date.
Director Hickling was instructed to post a notice for the next meeting to be held on March 14, 2006.
ADJOURNMENT:
Commissioner Crager made a motion to adjourn the meeting and Phil Cessac seconded it. The meeting was adjourned at 7:00 p.m.
