CITY OF PEARLAND, TEXA5 HELD ON FEBRUARY 22,- 1984, AT 7:05 ~.,~ P.M. IN THE. ..CITY SERVICE CENTER, 3501. E. ORANGE, PEARLAND, TEXA5. The regular meeting was called to order with the following members present: Dan Keller - Chairperson James Gilbert - Vice Chairperson Gail Birdsong - Commissioner Mary Hickling - Director **** APPROVAL OF MINUTES Chairperson Keller declared the minutes of the January l8, 1984 meeting to be approved. The Commission agreed. ACTIVITY The Commission received as information, a letter from Chief Stanford dated 1-18-84 concerning the hiring of Bill Joe Imes.. Also a letter dated 2-13-84 from Wollack & Associates concerning the revision of their examinations. Also received as information was a statement of hours worked for the month of January by Director, Hickling. And a letter dated 2-15-84 from Tom Lay concerning amendments to Article 1269m. Review and discussion of the local Civil Service rules was held and several amendments were suggested. Director Hickling is to make necessary changes and consult with Mr.-Lay to verify legality. The Commission had a few questions for which they asked Director Hickling to try and find answers: (1) What doctor(s)-does the City now use, what kind of physical examinations are being conducted, and is Chief Stanford satisfied with them, and (2) Does the law tell us we can ask for psychological testing? Cuna Subject: Commendation On February 23, 1984 at 10:45 p.m. Officer Rosser was dispatched.to a disturbance at T. P. Trailer, Park located at 6402 West Broadway.. Upon Officer Rosser's arrival, he noticed four male subjects involved in a fight. While Officer Rosser attempted to break up the fight, all four subjects started to attack Officer Rosser who then had, to pull his service revolver in fear of his life. ._ ... In my opinion, Officer Rosser was justified in using greater force than he did. Therefore, Officer Rosser should be commended for resolving what. ,mould have been a much more dangerous situation without using. the force which he was justified in using. . ~ Sgt. R.: J. Texas Avenue Pearland, Texas Dear Chief Stanford: As you know, 1269m has undergone considerable changes in the last year. Due to these changes, the local Civil Service Commission has been reviewing its own rules and regulations and making revisions where necessary. During this time there was an item that caught the attention of the commission. Please respond in writing_and...at your:. ~-, earliest convenience, on the following: Section 9 of 1269m reads in part.........." and the examinations shall be given by a physician appointed by the Commission....." The commission members would like to know the name of the doctor being used for this purpose. They also want to know exactly what tests are being run for these physicals, and whether or not you are satisfied with the manner in which they are conducted. For example, are they thorough enough, in your opinion. The commission asks, "In order to comply with our own rules and regulations we would ask that you please check local rule #7, in addition to 1269m, and let us know your preference for compliance."
