1984-06-05 CIVIL SERVICE COMMISSION REGULAR MEETING MINUTESMINUTES OF THE REGULAR MEETING OF THE CIVIL SERVICE COMM;SSIPON OF THE CITY OF PEARLAND, TEXAS HELD ON JUNE 5, 1984, AT 7:00 P,M. IN THE CITY SERVICE CENTER, 3501 E. ORANGE, PEARLAND, TEXAS. The regular meeting was called to order with the • following members. present: Dan Keller - Chairperson James Gilbert - Vice Chairperson Gail Birdsong - Commissioner Mary Hickling - Director APPROVAL OF MINUTES Chairperson Keller declared the minutes of the May 15, 1984 meeting to be approved as circulated. The Commission agreed. Gilbert made a motion to reconsider the motion dealing with physicals, and Keller seconded. Motion carried. The motion now reads: Prior to promotion in the Pearland Police Department, a complete physical shall be conducted by the physician selected by the Civil Service Commission. That physician shall be Dr. Marvin I. Brook of the Doctors Center Building or his associate. The medical examination shall occur for permanent classified employees every twenty-four months within 30 days of their anniversary date, or, every twenty-four months within 30 days of promotional physical examinations. The physical shall include the following: 1. Medical History 10. Urinalysis 2. Vital Signs 11. Complete Blood Count 3. Audiometry 12. SMAC 4. Spirometry 13. Physician's exam and 5. Visiometry consultation 6. Tonometry 14. Administrative Services 7. ECG with interpretation 8. Stress EKG with interpretation 9. Chest X-ray with interpretation Chairperson Keller made a motion that a letter dated 5-29-84, from attorney Tom Lay be received as information. Motion carried. A memo dated 5-30-84 from City Secretary, Dorothy Cook was read, ratifing the appointment of Gail Birdsong as a member of the Civil Service Commission. Keller made a motion that this memo be received as information. Motion carried. The Commission received a statement of expense from director Hickling for hours worked during the month of May. A copy of the proposed budget was studied and discussed. A motion was made by Gilbert that the proposed budget be accepted as presented.. seconded by Birdsong. Motion carried. Discussion was held concerning Keller's two -fold motion from the previous meeting. Director Hickling reported that in reference to the first part of Keller's motion, TCLEOSE had sent representatives to Pearland, and that they would be working to provide proper departmental evaluations for the Pearland Police Department. In reference to the second part of Keller's motion, the Corpus Christi evaluation forms were taken to Mr. Lay. Director Hickling reported that Mr. Lay had no problems with the Corpus Christi evaluation forms and made no recommendations concerning the forms except to say that making procedure for handling evaluation forms might be premature since TCLEOSE was doing their own study at Pearland's request. Chairperson Keller requested that the minutes show that the second part of his two -fold motion had been adopted, and that the Pearland Civil Service Commission would require evaluation of every classified officer in the department within 30 days of the effective date. A motion was made by Keller that the effective date be July 1, 1984, and was seconded by Birdsong. Motion carried. Chairperson Keller then led a discussion which reviewed his recommendation for procedures of the evaluation forms. The following is the memo that the commission requested director Hickling to send to Chief Stanford. The commission also instructed director Hickling to use this memo as the rule to be incorporated into the revisions of the 2 local Civil Service Rules: A. Effective July 1, 1984. Within 30 calendar days of the implementation of this rule by the Pearland Civil Service Commission, the classified members of the Pearland Police Department shall be evaluated for performance. B. Subsequently, within 180 calendar days of the date of initial evaluation, using the date of signature of 1st Level Supervisor as the date of time lapse, and within each 180 calendar day period subsequent to the last evaluation date, each and every classified employee of the Pearland Police Department shall be evaluated. C. Forms and Procedures: Such evaluation shall be those formally adopted and prescribed by the Pearland Civil Service Commission. Separate forms shall be used for the evaluation of Supervisory and Non -Supervisory employees. For the purposes of this rule, a Supervisory Employee is one who is assigned responsibility for the performance of at least one other employee, except during training, whether or not the employee for whom he or she is responsible, is a classified employee. 1. Original and second copy shall be forwarded to the Director of Civil Service within 15 calendar days subsequent to the date of signature of the 1st level supervisor. 2. The first copy shall be retained by the police department. Completion of forms shall include: 1. A response to each and every inquiry on the form by both 1st level and second level supervisors. 2. In those areas of the form which call for optional narrative commentary the appropriate supervisor shall either, a. print appropriate comments or, 3 b. notate the letters "N.A." signifying non -applicability. E. Exceptions to schedulted dates of completion of performance evaluation forms: 1. Newly Classified employees shall be evaluated and performance evaluations forms shall be completed within thirty days subsequent to the probationary period completion date. Thereafter, that date shall be the time lapse date used as guide for preparation of subsequent performance evaluation forms. 2. Classified employees with reporting responsibility directly to the Chief of Police - Shall be evaluated by the Chief of Police in conformance with schedules and guidelines aforestated, with this exception...The Chief of Police shall be the only evaluator and shall sign on the space designated as "1st level supervisor" on the performance evaluation form. A discussion was held concerning the cover letter to accompany the adopted rule concerning physical examinations. Commissioner Gilbert made a motion, and Keller seconded, that effective July 1, 1984, every classified employee shall, within 30 days of his/her next anniversary date, undergo a medical examination, with the exception of those employees who have had a departmental medical examination within twenty-four months of his employment anniversary date. A memo should be released to the police department, showing these effective dates. The motion carried. The commission went into executive session at 9:17 p.m., to conduct an annual review of the director's performance. An informal review with the director followed.
