Minutes from the September 11, 1984 meeting were approved as
read.
ACTIVITY
A letter dated 9-19-84 from Chief Stanford was received as information
by the commission.
A copy of Director Hickling's statement of expense for the month
of September was received as information. Gilbert made the motion
to approved this expense and Birdsong seconded.
A copy of the 1984-1985 budget was presented and discussed. Keller
made a motion that the budget be accepted as information and
Birdsong seconded.
Discussion was held concerning entrance level and promotional
hysical examinations~as well as physical examinations for all
~c.~lassified employees. A motion was made by Commissioner Keller
~~ and seconded by Commissioner Gilbert that effective November 1, 1984,
~ all entrance level officers and those officers being promoted
e required by the Pearland Civil Service Commission to receive
complete medical examinations by the MEDICAL SCREENING CLINIC.
Imp ementation of complete medical physicals for permanent classified
employees shall be effective January 1, 1985 and shall be on the
basis of seniority with the most senior one-half of classified
employees to have physicals in the year 1985. The second half of
the seniority list shall have physical examinations in the calendar
ye 1986, with each half of the department being examined in
alterin years. Each medical examination shall occur for permanent
classi ied employees no less frequently than every 24 months, within
30 days of their anniversary date or within 30 days of their
promotional physical examination. Motion carried unanimously.
Director Hickling was instructed to send a memo to the Chief of
Police and the City Manager informing of the action by the Civil
Service Commission.
Chairperson Keller instructed Director Hickling to contact TCLEOSE
and get a report on the status of their investigation of the
Pearland Police Department for evaluation purposes.
At 8:10 p.m., the Pearland Civil Service Commission moved into
.~ executive session to discuss matters of a personnel nature. They
reconvened in open session at 8:30 p.m.
ADJOURNMENT
The meeting was adjourned at 8:30 p.m.

RE: Medical Examinations for the Police Department

In the regular meeting of the Pearland Civil Service Commission
held on October 9, 1984, the following rule was established
concerning medical examinations:
Prior to employment with the Pearland Police
Department, and prior to promotion in the
Pearland Police Department, a complete physical
shall be conducted by the physician selected by
the Civil Service Commission. That physician
,.-~ shall be a staff member of the Medical Screening
Group, located in the Bayshore Medical Center.
Effective date of implementation is November 1, 1984.
Implementation of complete medical physicals for
permanent employees shall be effective January 1,

The examinations shall include the following:
Medical History Stress EKG with interpretation
Vital Signs Chest x-ray with interpretation
Audiometry Urinalysis
Spirometry Complete Blood Count
Visiometry SMAC
Tonometry Physician's exam and consultation
ECG with interpretation Administrative Services

' The named physician shall forward the original report
to the Civil Service Director and said report shall
be kept in the employee's civil service file.(Vernon's
Annotated Civil Statutes, Article 1269m, Sec. 9)
