The regular meeting was called to order with the

APPROVAL OF MINUTES:
Chairperson Keller declared the minutes of the December 6, 1982
meeting to be approved as received. The Commission agreed.
ACTIVITY:
A letter dated 12/17/82 from Chief Stanford was read regarding
the eligibility of the first three names given the Department.
!'` At this time, Karen Lowery has passed the required background
check.
A letter dated 12/21/82 from Chief Stanford was read regarding
the rejection of Randal Clayton Guidry for hire.
Discussion was held concerning Rule 28 of .the Civil Service Rules
Manual. Chairperson Keller and Director Hickling will work on
report forms for presentation at the next meeting.
Director Hickling turned in her expenditures for the month of
December, and gave the Commissioners copies of a seniority and
classification list for Pearland Police Officers. The Commission
was made aware of a seminar in Galveston to be conducted by
TCLEOSE during the month of February.

In accordance with the provisions set forth in Vernon's Texas
Civil Statutes, Article I269m, Section 14(Ey, the Civil Service
Commission of the .City of Pearland, Texas hereby recommends the
following officer for promotion to the rank of Sergeant in the
Pearland Police Department:

If you should have a valid reason why the aforementioned officer
should not be promoted to the rank of Sergeant you must fi7.e

Effective March 1, 1983, .police sergeant and lieutenant promotional examinations
will be available for use by Texas cities. These examinations are the result of
-~'' a cooperative effort by the Texas Municipal Personnel Association and the test
publisher, Wollack 8 Associates. Twenty-three- Texas cities participated in the
validation study which has resulted in the development of these examinations.
The promotional examinations are available from Wollack E Associates, on a rental
basis, by all Texas cities wishing to use them.
The design of these examinations offers the maximum amount of flexibility to
user cities. Each city chooses its own reading list for the exams based upon
a Master Reading List. Promotional candidates are responsible for reading a
total of six books in order to prepare for the test. Two legal books jCriminal
and Motor Vehicle Laws) are required reading for all promotional candidates.
Four additional books are selected by each city,. one in each of four categories
Patrol Procedure; Criminal Investigation; Community Relations, and Administration/
Supervision. Wollack E Associates has developed several different test forms for
each reference book. Therefore, by varying the many combinations of subtests,
a very large number of different exams can be produced by Wollack E Associates.
This strategy makes it possible to avoid examination overexposure, and it protects
the security of the tests. Each- year, new textbooks will be added to the Master
Reading .List making ,the choices even greater.
-The costs of renting the promotional exams are determined by the number of
candidates at a given rank. _

ZII. It is the position of the Commission that exception reporting

is insufficient to the Commission's needs therefore each
report required under Rule 28 will need to be acknowledged
no less frequently than each pay period. It is also the
position of-the Commission, that paperwork, for~its own
sake, is ineffecient and without merit. We therefore have
attempted to make complience with this rule as effecient
as possible.. We solicit and welcome any suggestions.
IV. Attached, as Exhibit A, is a suggested format for certain
reports under this rule. Please note all reports are not
covered by this format suggestion. Reports covering
absenteeism,_suspensions, terminations, changes in compensation
and change in the organization of the department are not
