1983-11-07 CIVIL SERVICE COMMISSION REGULAR MEETING MINUTESMINUTES OF THE REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF THE CITY OF PEARLAND, TEXAS HELD ON NOVEMBER 7, 1983, AT 7:15 P.M. IN THE CITY SERVICE CENTER, 3501 E. ORANGE, PEARLAND, TEXAS. The regular meeting was called to order with the following present: Dan Keller - Chairperson Gail Birdsong - Vice Chairperson Mary Hickling - Director **** APPROVAL OF MINUTES Chairperson Keller declared the minutes of the October 3, 1983 meeting to be approved as circulated. The Commission agreed. ACTIVITY A written communication from Tom Lay was reviewed by the Commission, and Chairperson Keller proposed a memorandum referring to Personnel Correspondence which will discussed in the December meeting. The Commission agreed to receive as information, the Director's statement of expense for hours worked in the month of October. Keller RE: Personnel Correspondence DATE: November 7, 1983 In light of Mr. Lay's Letter of October 3, 1983 to our director, I suggest that we, as a body, consider an approach incorporating the following procedure. 1. Request our director to: a) forward copies of personnel correspondence to commission members under CONFIDENTIAL cover (as part of our packet or as judgment dictates}. b) either start that flow with 100% of such data and "weed out" what we don't want to see by directives to the director as we go or attempt to give her some guidelines now. c) continue to show executive sessions on meeting agendas but leave all personnel related items off our agenda. 2. Under this scenario, no personnel information is public information unless and until the commission chooses, b y: its own action(s), to make it so. 3. For perfection of our files and filing system, our diredtor would be instructed to get a rubber stamp, which would be used on all papers discussed in Executive Session, reading "Reviewed by commission in Executive Session on (date) '' (including director's initials). This type system precludes any personnel matter being public information except under circumstances which are totally within the commission's control. There is no question that a degree of negligence can be attributed to you. I concur with the recommendation that you be suspended from the Pearland Police Department without pay for a period of 2 working days. Your sus- pension will be the 19th and 20th of November. You are advised of your right of appeal in this matter as set forth by the City's Personnel Ordinance x456 in section 7.7 and Civil Service Law in Rule 24 -disciplinary suspensions (see 20, of 1269P1}, should you so desire. .
