A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, AUTHORIZING PARTICIPATION IN THE OTHER VICTIM'S
ASSISTANCE GRANT ("OVAG") THROUGH THE OFFICE OF THE
ATTORNEY GENERAL.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
WHEREAS, the City Council of the City of Pearland (hereinafter "City") finds it in the
best interest of the citizens of Pearland to continue its participation in the OVAG; and
WHEREAS, the City agrees that the entity will not use the existence of an Office of
the Attorney General grant award to offset or decrease total salaries, expenses, and
allowances that the applicant receives from the governing body at or after the time the
grant is awarded; and
WHEREAS, the City agrees that in the event of loss or misuse of the Office of the
Attorney General funds, the City assures that the funds will be returned to the Office of the
Attorney General in full; and
WHEREAS, the City designates the City Manager or his designee as the grantee's
authorized official. The authorized official is given the power to apply for, accept, reject,
alter or terminate the grant on behalf of the applicant agency.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PEARLAND, TEXAS:
Section 1. That the City approves submission of the grant application for the
OVAG to the Office of the Attorney General, Crime Victim Service Division.
PASSED, APPROVED and ADOPTED this the 8th day of June, A.D., 2009.

One of City of Pearland volunteer programs is the Pearland Citizen Police Academy. Liaison utilitzes volunteers from the Pearland Citizen
Police academy to assist with mailings and additional duties as assigned to support the organizations mission.The Citizen Police Academy
trains citizens in a 46 hour program to be the"eyes and ears"of the police department.Observing and reporting susplclous/crime activities.
Several graduates of the academy serve as Park Ambassadors,patrolling City Parks. Volunteers for the Pearland Police Academy are recruited
by participating in volunteer community activities,handouts and advertising.

agreements that result in better and more comprehensive services to victims.Equally,the liaison has developed an educational awareness
campaign,which Is presented to various organizations within the area.

City of Pearland was founded in 1894,became a municipality in 1959.The Police Department was founded in 1970.The City
has grown from 56,690 in 2004 to 90,700 in 2008. Our E.T.J is 35,400 making our total population 126,100.Based on current
trends,expected residential growth for the next five years for single family permits will likely continue at an average rate of
1,708 yearly. To address this growth,the Pearland Police Department has grown to its current 120 patrolling law enforcement
officers. The Pearland Police Department currently employs 159 men and women.

The Pearland Police Department porvides many services in addition to street partols which include:(1)Zero tolerance
programs on campuses in partnership with Pearland independent School District(PISD),successful programs include a
curfew law,a youth crime stoppers program and the School Resource Officer(SRO)program.(2)At the elementary and
middle school levels is the Drug Abuse Resistance Education program.The D.A.R.E.program established to prevent children
and youth from experimenting with various habit forming substances.

Continued effort to make direct victim service contacts with victims filing reports to the Pearland Police Department. Liaison
provides court accompaniment through the Criminal Justice System,and assistance to crime victims and to witnesses who are
required to testify. Liaison serves as a close contact between victims and Social Service Agencies and provides emergency
transportation to Women's center.The activities achieve the project goal by assisting victims of crime,protect and advocate
the rights of victims,informing victims of Constitutional and Statutory rights:providing necessary information,and preventing
further victimization. The Victim Liaison provides available programs that will assist victims during the aftermath of crime. In
an effort to further enhance meeting the needs of the City of Pearland's Hispanic population,the Liaison is Bi-lingual.
Population as a whole profits by victim services work, making it a better community to live in.

The goal of the Victim Assistance Program is to assist victims of crime,protect and advocate the rights of victims. Provide
necessary information,and prevent further victimization. Crime Victims who make a police report are subsequently contacted
by phone,mail,or in person. The Liaison informs victims about police procedures,community resources,and available

3)Reasonableness:With a full time Liaison on staff,the City of Pearland has better served the victim's by initiating services at
the point of contact or soon thereafter.The Liaison will provide the victim with information at the initial contact or as soon as
possible where,in the absence of a Liaison,the City of Pearland Police Department Dectective staff must manage Victims's
needs along with their regular duties. Frequently,a crime victim wants to know what will happen next,the Liaison will be
available to answer questions and assure victims rights,procedures,information on shelters,counseling services or referrals
to Social Service Agencies. Liaison will also assist with information about parole notification,and assist with a parole protest.

By attending monthly meetings,such as the Multi-County Interagency Coalition Against Sexual Assualt(M[CSA),Brazoria
County SART meetings, the liaison will be better informed to assist crime victim's in a professional,efficient and effective
manner.The City of Pearland will benefit by the Liaison Informing victims of Financial Assistance when they have exhausted
their own financial resources. For example, City of Pearland informs victims of the Attorney General Crime Victim
Compensation Fund,which pays out of court costs generated by criminal convictions-provides for medical bills,counseling,
lost wages,funeral expenses and other crime related expenses without any cost to taxpayers.

The salary and fringes will compensate the Crime Victim Liaison for efforts relating to the assistance of victims of crime,
protect and advocate the rights of the victims,provide necessary information to victims, and prevent further victimization. In
addition,crime victims making reports to police will be efficiently contacted by phone,mail,or in person. The Liaison will
advise victims of Police procedures,community resources,and available programs which will assist victims during the
aftermath of a crime. The Liaison will be effectively available to respond to calls and or emergencies and to provide
assistance after hours. The Liaison will advise victims'of their constutional and statutory rights. The Liaison will efficiently
expedite reports regarding case status and individual case outcomes.

For sustainability,the City of Pearland and the Pearland Police Department are committed to retaining the Crime Victims'
Assistance Program even in the event that funding is lost Our City is rapidly growning and will continue to grow.Funding for
existing projects is an ongoing priority for us. We will continue to seek outside funding sources for this program. In the event
that funding should stop,the position of Crime Victim Liaison will be intergrated into the budget of the Police Department of
the City of Pearland.
