2000-12-04 PEARLAND ECONCOMIC DEVELOPMENT CORPORATION REGULAR MEETING MINUTESMINUTES OF A REGULAR MEETING OF THE PEARLAND ECONOMIC DEVELOPMENT CORPORATION ("PEDC") BOARD OF DIRECTORS OF THE CITY OF PEARLAND, TEXAS, HELD MONDAY, DECEMBER 4,2000,6:00 P.M. IN THE 1sT FLOOR CONFERENCE ROOM, CITY HALL, 3519 LIBERTY DRIVE, PEARLAND, TEXAS. I. The meeting was called to order at 6:00 p.m. with the following present: BOARD MEMBERS Chairman Dennis Frauenberger Vice Chairman Randy Ferguson Secretary Susan Lenamon Board Member Connie Beaumont Board Member Bill Chase Board Member Charlie Philipp EX -OFFICIO BOARD MEMBERS Mayor Tom Reid Interim City Manager Alan Mueller Not in attendance: Due to a conflict in schedule, Ex -Officio Board Members Jon Volkmer and Billye Everett were unable to attend. STAFF MEMBERS Executive Director Mike Chance Assistant Executive Director Darlene Moody Also in attendance: Council members Larry Marcott, Woody Owens, and Klaus Seeger, and City Attorney Darrin Coker. Approval of Minutes: Board member Bill Chase made the motion, seconded by Board member Charlie Philipp to approve the minutes of the Regular meeting of November 20, 2000. Motion Passed: 6 - 0 III. Board Member Reports - Secretary Susan Lenamon thanked everyone for their sympathy, cards, and flowers. IV. Executive Director's Report: 1) Application forms have been updated. City Attorney Darrin Coker will approve changes to tax abatement application. 2) Working on proposals for PEDC web site. 3) Feasibility Study for medical facility. V. Old Business - None VI. New Business: A. Excused Absence: Board member Charlie Phillip made the motion, seconded by Board member Connie Beaumont to excuse the absence of Secretary Susan Lenamon from the Regular Meeting of November 20, 2000. Motion Passed: 5 - 0 Abstained: Susan Lenamon B. Insight Research Marketing Plan Update: Executive Director Mike Chance discussed updating target markets and ROAN Report by Insight Research. A proposed agreement was reviewed. Board member Charlie Philipp made the motion, seconded by Secretary Susan Lenamon to advise Executive Director Mike Chance to set up a workshop between Insight Research, PEDC board members, and staff before a contract is signed. Motion Passed: 6 - 0 C. PEDC By laws: Board member Bill Chase made the motion, seconded by Board Member Charlie Philipp to accept the proposed amendments to the PEDC By laws, in Section 4.06, whereas the Executive Director shall be under the supervision of the City Manager and the Board of Directors, and may be terminated by vote of the Board of Directors and the City Manager. Motion Passed: 6 - 0 D. Infrastructure Project Update: Interim City Manager Alan Mueller has assigned Gene Simeon to work with Executive Director Mike Chance on this project. Mr. Minutes of Regular Meeting of December 4, 2000 Page 3 Simeon expects to have a timeline and costs by mid-January. Mayor Tom Reid commented on the McHard Overpass being funded by the PEDC, and them not receiving much credit for it. Interim City Manager Alan Mueller and Executive Director Mike Chance will work on beautification of the overpass, which was part of the original contract. E. Approval of Incentives: Secretary Susan Lenamon made the motion, seconded by Board member Bill Chase to approve the Economic Development Incentive Package for Industrial Prospect #0021. The Board approved an incentive grant in the amount of $36,000.00 for building project costs. Due to a potential conflict, Board member Connie Beaumont excused herself from the meeting. Motion Passed: 4 - 0 Opposed: 1 - Randy Ferguson F. Proposed Incentive Grant for Industrial Prospect #0029: Executive Director Mike Chance advised the board that the prospect is still finalizing his proposal. No action was taken. VII. Other Business - None VIII. Adjournment: Vice Chairman Randy Ferguson made the motion, seconded by Board member Charlie Philipp to adjourn the meeting.
