A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PEARLAND,
TEXAS, APPROVING PROPOSED PROJECTS FOR THE EDWARD
BYRNE MEMORIAL JUSTICE ASSISTANCE FORMULA GRANT (JAG).
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF PEARLAND, TEXAS:
Section 1. That the following expenditures of JAG Grant Funds for FY 2010-2011
are hereby authorized and approved:
• $285,000 for 60 portable police radios
• $122,200 for portable radios to be installed in patrol cars
• $92,800 for patrol car video cameras
• $43,050 for 7 motorcycle video cameras
• $44,820 for an AFIS (fingerprint) Latent Lite System
PASSED, APPROVED and ADOPTED this the 1St day of June, A.D., 2009.

American Recovery and Reinvestment Act of 2009
Edward Byrne Memorial Justice Assistance(JAG) Formula Grant Program
The Criminal Justice Division (CJD)of the Governor's Office is soliciting applications for projects that
reduce crime and improve the efficiency and effectiveness of the criminal justice system. This
solicitation supports the Recovery Act through initiatives that reduce crime and its effect on
communities under the Byrne Formula Justice Assistance Grant(JAG)program. The minimum funding
level is$10,000 and there is no match requirement.
• Request for Applications will be posted in the Texas Register on Friday, May 1,2009.
• Project Summary Form will be due to H-GAC on Friday, May 15,2009.
• The application must be submitted via eGrants by Monday,June 1, 2009.
• Projects must begin on or after October 1,2009 and expire on or before September 30,2010.
Eligible applicants
1. Units of local government
2. General purpose political subdivisions
3. Law enforcement or judicial enforcement districts established under applicable state law with
the independent authority to establish a budget and impose taxes
Three major eligibility requirements:
1. Eligible applicants are limited to one application
2. Units of local government providing law enforcement services must be current on reporting Part
I violent crime data to the Texas Department of Public Safety for inclusion in the annual Uniform
Crime Report(UCR)and have been current in reporting UCR data for the three preceding years
3. Units of local government that were eligible for grant funds under the Recovery Act: Edward
Byrne Memorial Justice Assistance Formula Grant Program: Local Solicitation mush have
submitted an application for those funds
Eligible activities:
1. Criminal justice services to individuals or communities. Examples include coordinated initiatives,
substance abuse treatment, prosecution,and reentry
2. Improvements to the efficiency and effectiveness of the criminal justice system. Examples
include grant funded personnel,overtime, law enforcement training,equipment,technology,
crime prevention,diversion programs and reductions in backlogs •
Preference will be given to applicants who demonstrate cost effective programs focused on a
comprehensive and effective approach to reducing crime while providing a strong plan for sustaining
any positions proposed for funding.
