CITY OF PEARLAND, TEXAS HELD ON TUESDAY, JANUARY 30, 1990 A'~ 7:00
P.M., IN THE CONFERENCE ROOM ON THE SECOND FLOOR OF CITY HALL, LOCATED
AT 3519 LIBERTY DRIVE, PEARLAND, TEXAS.
The regular meeting was called
to order with the following
people in attendance:
James Gilbert - Chairman
Tom Alexander - Commissioner
Jim Wood - Commissioner
Mary Hickling - Director
Commissioner Alexander moved to accept the minutes of the previous
meeting. The motion was seconded by Jrn Wood. Motion carried 3-0.
The Commissioners directed Director Hickling to help them become
better informed. in regard to preparaton'for Commission meetings.
It was determined that when possible, the Director will deliver
packets to the Commission members, prior to the meeting date.
The Commission received as information., memos that-were written
and sent to Chief Garner, regarding the promotions of Pam Anderson
r- and Karen Lowery.
The Commission asked Director Hickling to invite Chief .Garner to
the next Commission meeting for an interpretation of how entrance
examinations need to be carried out 'to help the process of hiring
new officers.
Commissioner Alexander moved that James Gilbert serve as another
year as chairman to the Commission. The motion was seconded by
Jim Wood.. Motion carried 3-0.
The meeting was adjourned at 7:40 P.M.

Dear Commissioners,
We would like to address the up coming Corporal promotional
examination. We feel that the material for the testin•~ o.f officers for
' Corporal has,been incorrectly selected, and we would like certain
materials deleted from the list. Further we sight some deficiencies in '
the announcing of the a test for Corporal..-
We feel tt,at +~he Corporal is d very basic promotion, and that the •
knowledge to perform the duties of the position should be that of the
Texas P::nal Code, Texas Traffic Code, Pearland City Ordinances, along
with the Pc.lice Departments Opera-tang Procedures and Manual. Further
requiring outside materials, and then requiring theofficers to
purchase tTaese materials does not allow equal access for. all officers. `.
Some officer do not have tt-e freedom to spend there-money on such items
as others. Ali the materials required to be known for the promotional
process should be provided at no expense to the afficers wanting"to
take the examination. Since there has .been no lob description provided
us, we make this decision bayed on the fact that the Corporal is not a
full-time supervisor, but rather an interim Sergeant, one who fills in
when the need arises. All other time .the Corporal is 3ust another
r officer, or so we have been told.
This is also what we are wanting to address, is that at no time prior
to the last examination wexe w.e provided with any type of iob
description, nor were we told how many•positions-were available. We
feel that this is part of the announcement process and we would like
this informa~:ion provided us on this and future examinations.

AN ORDINANCE AMENDING ORDINANCE NO. 450 OF THE CITY OF
''~ PEARLAND, TEXAS ESTABLISHING CLASSIFICATIONS FOR ALL POLICE-
MAN, ESTABLISHING THE NUMBER OF AUTHORIZED POSITIONS IN EACH
CLASSIFICATION; ESTABLISHING GROSS MONTHLY PAY SCHEDULES FOR
EACH CLASSIFICATION, PURSUANT TO SECTION 143.021 OF THE
LOCAL GOVERNMENT CODE OF THE STATE OF TEXAS; PROVIDING A
SEVERABILITY CLAUSE, A REPEALING CLAUSE, AN EFFECTIVE DATE,
AND CONTAINING OTHER PROVISIONS RELATING TO THE SUBJECT
THEREOF.
WHEREAS, the reclassification of the City of Pearland Police
Department will accommodate the expansion of the police depart-
ment's responsibilities and functions demanded by increase work
load among existing police personnel; and
WHEREAS, the need for the reclassification of all of the
grades is needed for the further expansion of the City of
Pearland Police Department;
NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE
/'` CITY OF PEARLAND, TEXAS:
SECTION 1. That Ordinance No. 450 passed by City Council of
`the City of Pearland on December 8, 1986 as to Section 1 and 2 is
hereby amended and pursuant to the requirements of Section
143.021 of the Local Government Code of the State of Texas, it is
hereby established the following classifications of employees
within the City of Pearland Police Department, with the number of
authorized positions to each of the following classifications,
all of which shall be subject to the provisions of said Municipal
Civil Service under the Local Government Code, to wit:

SECTION 2. Pursuant to requirements of Section 143.021 of
the Local Government Code of Texas, there is hereby established
base gross monthly pay schedule for each classification as set
forth in the pay classification schedule passed by the City
Council of the City of Pearland on February 2? , 1989 and
effective March 4, 1989 and such other adjustments which may
become effective in the pay classification schedule.
SECTION 3. If any section, sentence, phrase, clause, or any
part of any section, sentence, phrase, or clause, of this ordi-
Hance shall, for any reason, be held invalid, such invalidity
shall not affect the remaining portions of this Ordinance, and it
is hereby declared to be the intention of this City Council to
have passed each section, sentence, phrase, or clause, or part
thereof, irrespective of the facts that any other section,
sentence, phrase or clause, or part thereof, may be declared
valid.
SECTION 4. All ordinances or parts of ordinances in con-
flict herewith are hereby repealed to the extent of such con-
flict.
SECTION 5. The City Council hereby officially finds,
determines, recites and declares that a sufficient written notice
of the date, hour, place and subject of this meeting of the City
Council was posted at a place convenient to the public at the
City Hall of the City for the time required by law preceding this
meeting, as required by the Open Meetings Law, Article 6252-17,
Texas Revised Civil Statutes Annotated; and that this meeting has
been open to the public as required by law at all times during
which this ordinance and the subject matter thereof has been
discussed, considered and formally acted upon. The City Council
further ratifies, approves and confirms such written notice and
the contents and posting thereof.
~ SECTION 6. This Ordinance shall take effect and be in force
from and after its passage on Second and Final Reading.
