APPROVAL OF MINUTES
Commissioner Wood moved to accept the minutes_of the October 4, 1988 meeting.
Motion was seconded by Chairman Gilbert. Motion carried 2-0.
ACTIVITY
Chairman Gilbert made a motion to accept as information, the Personnel
Status Change for Glen Manis. The motion was seconded by Jim Wood. Motion
carried 2-0.
Director Hickling presented a brief report on the progress of the current
eligibility list, and plans to attend a TML seminar in Austin.
~" Commissioner Wood nominated Jim Gilbert by acclamation to serve as Chairman
of the Commission for the 1989 year. Motion was seconded by Gilbert, and
motion carried 2-0.
ADJOURNMENT
The meeting was adjourned at 7:25 P.M.

RE: Organizational Proposals
As I have discussed with you a number of times,' the
Police Department is in dire need of restructuring. In my
memo of 3-9-89 (attached) I outlined a number of steps that
should be taken to alleviate some of the organizational
problems. I have altered this original plan somewhat and have
attached several charts for your review in order to explain
my proposal.
Chart one shows the organization as it existed a year
ago. Notice that there were 12 supervisory positions of
Sergeant or greater. Chart 2 shows our current structure f I
did not fill the Sgt. position which was vacated in January).
As you can see the Chief of Police directly supervises more
individuals than any other person in the department (six
employees). This, of course, is not managerially sound. Chart
three shows the departments structure as I propose. Notice
that the number of supervisory positions of the rank of
Sergeant or greater has been reduced to eight. This is a
~-- thirty percent reduction in golice administration, which
relates to a 30$ increase in officers actually in the field.
This structure is by .far superior to our current - --
organizational scheme.
Also notice the addition of the rank of Corporal...-.This
position will greatly benefit the department. .With a corporal
and a sergeant assigned to each shift, the supervisory
overtime will be dramatically reduced. Basically, the
position of corporal is a pseudo-supervisor. .The corporals
supervisory duties are strictly limited to those times when
the shift Sergeant is off duty or otherwise specially
assigned. This system has been used very successfully in
other agencies.
The creation of this rank has other benefits as well.
Currently a Sergeant is promoted directly from patrol
officer. This can be an extremely difficult transition for
both the officer and the department. This system will allow
a period of time for adjustment where the corporal can be
acclimated to the duties and responsibilities of a first line
supervisor. Further, I believe that the creation of this
classification will allow more advancement opportunities in
the department, which can help to build a sense of pride and
increase moral.
Please review the attached charts and ideas. I would
like to meet with you to discuss the specific details of this
proposal in greater depth and give you an opportunity to ask
