CITY OF PEARLAND, TEXAS. HELD ON TUESDAY, JANUARY 26, 1988,. AT 7:08 P.M.,
IN THE CONFERENCE ROOM ON-THE SECOND FLOOR OF CITY HALL, LOCATED AT
3519 LIBERTY DRIVE., PEARLAND, TEXAS.
The regular meeting was called to order
with the following members present:
James Gilbert - Chairman
Ji3n Wood - Commissioner
Tom Alexander - Commissioner arrived late
Mary Hickling - Director

APPROVAL OF MINUTES
Chairman Gilbert moved that the Minutes of the Regular Meeting of
January 12, 1988 be approved as presented. The motion was seconded
by Jim Wood.. Motion carried 2-0.
ACTIVITY
A motion was made by Gilbert and seconded by Wood to accept as
information, the Award of the Arbitrator in the arbitration case
between the City of Pearland and Officer Robert Harding. Let the
record show that the .arbitrator, Mr: W. Erwin Youngblood...".found
that the factual basis for the charges are substantially true, and.
the particular Rule cited in the Suspension Order was violated, but
that the discipline imposed. was .not commensurate with. the offenses
committed. It is hereby ordered that the suspension should be, and
is, hereby reduced to two (2) days loss of pay. It is also ordered
that Grievant be reimbursed for .three (3) days lost pay and any
loss of seniority rights for three (3)~days be .restored." The
arbitrator also ruled that Officer Harding's personnel file should
reflect the foregoing. "The appeal is, therefore, sustained in part
and denied in part", according to Mr. Youngblood. Motion carried 2-0.
A motion was made by Gilbert and seconded by Wood to accept as
information, a letter from Personnel Director, Buford Parrish which
informs Officer Harding that he is being reimbursed for three (3)
days pay from the City of Pearland. Motion carried 2-0.
A motion was made by Gilbert and seconded by Wood to accept as a
new Civil Service Rule, a recommendation from Director Hickling that
reads as follows: Any. document required by law or by Civil Service
Rules. and Regulations to be served upon the Director of Civil Service
shall be so served exce t that in case of the absence of said Director
of Civil Service from his her office at the time of service, such

elect James Gilbert as Chairman of the Commission for another year.
The motion carried 3-0.

Re : Robert ~~dalter
The above reference patient has been treated by me for
observation and treatment of his Hypertension.
He is on Catapress TTS II for his hypertension, and daily
BP readings taken. His Blood Pressure is well controlled
on this dose and averages 140,176.
His Glucose has been monitored weekly, and round to be
within normal limits each time. ie is controlling it
with diet alone, and no problems are anticipated.
