1988-01-12 CIVIL SERVICE COMMISSION REGULAR MEETING MINUTESMINUTES OF THE REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF THE CITY OF PEARLAND, TEXAS HELD ON TUESDAY, JANUARY 12, 1988, AT 7:02 P,M., IN THE CONFERENCE ROOM ON SECOND FLOOR OF CITY HALL,. LOCATED AT 3519 LIBERTY DRIVE, PEARLAND, TEXAS. The regular meeting was called to order with the following members present: r James Gilbert - Chairman Tom Alexander - Commissioner Mary Hickling - Director ******** APPROVAL OF MINUTES Chairman Gilbert moved that the Minutes of the Regular Meeting of December 8, 1987 be approved as presented. The motion was seconded by Tom Alexander. Motion caried 2-0. ACTIVITY The motion was made by Chairman Gilbert, and seconded by Commissioner Alexander, to accept Director Hickling's recommendation for a rule change on the length of time. that an entrance level-eligibility list will remain effective. Motion passed 2-0. The revised rule. shall read: ALL ELIGIBILITY LISTS. SHALL EXBIRE.SIX (6) MONTHS ~-- FROM THE DATE OF POSTING THE FINAL RESULTS OF THE EXAMINATION.. This rule change shall be made effective immediately, and will be included in the Commission's new Rules and Regulations Handbook. A motion was made by Chairman Gilbert, and seconded by Commissioner Alexander, to accept Director Hickling's recommendation for an addition to-the Rules and Regulations Handbook. The new rule shall read: INTENT TO TAKE EXAMINATION FORMS: THIS FORM SHALL BE DESIGNED AND PREPARED BY THE DIRECTOR AND_PRESENTED TO THE COMMISSION FOR APPROVAL. IT SHALL CONTAIN A STATEMENT INDICATING WHETHER THE INDIVIDUAL DESIRES TO BE SEATED IN A SMOKING OR NON-SMOKING AREA DURING THE EXAMINATION. THE COMMISSION SHALL. ALLOW NOT LESS THAN 15 DAYS FOR ELIGIBLE CANDIDATES TO FILE THIS FORM FROM THE DATE SAID FORMS ARE MADE AVAILABLE. WHEN SAID FORMS. ARE .FILED, A RECEIPT SHALL BE PROVIDED TO THE APPLICANTS. WHERE POSSIBLE, AS DETERMINED BY THE DIRECTOR, THE AREA IN WHICH THE EXAMINATION IS GIVEN SHALL BE '" ARRANGED TO ALLOW SEPARATION OF SMOKERS AND NON-SMOKERS. IF THE EXAMINATION AREA DOES NOT HAVE ADEQUATE VENTILATION, SMOKING SHALL BE PROHIBITED BY THE DIRECTOR. AT THE. BEGINNING OF THE PROMOTIONAL EXAMINATIONS ROLL ~ SHALL BE TAKEN-FROM .THE "INTENT TO TAKE EXAMINATION FORMS". ANY PERSON WHO HAS NOT FILED SUCH FORM SHALL NOT BE PERMITTED-TO TAKE THE EXAMINATION. ANY PERSON. WHO HAS FILED AN "INTENT" FORMS AND DOES NOT GIVE NOTICE. TO .THE DIRECTOR THAT THEY WILL NOT BE IN t ATTENDANCE FOR THE EXAM SHALL HAVE THEIR "INTENT FORM" MARKED "NEGLECTED TO GIVE NOTICE"~ AND SHALL HAVE SAID FORM .FILED IN THAT PERSON'S .PERSONNEL FILE. This rule change shall be included in the Commission's new Rules and Regulations Handbook, and will become effective with the acceptance of the Handbook. A motion was made by chairman Gilbert,. and seconded by Commissioner Alexander, to accept Director Hickling's recommendation for a second addition to .the Rules and Regulations Handbook.- The motion passed. 2-0. The new rule shall read: CANCELLATION/POSTPONEMENT OF EXAMINATION. ANY EXAMINATION MAY BE CANCELLED BY THE COMMISSION SHOULD THE EXAMINATION BECOME UNNECESSARY BECAUSE OF A CHANGE IN THE PERSONNEL REQUIREMENTS OF THE CLASSIFIED SERVICE. THE COMMISSION MAYS BECAUSE OF AN INSUFFICIENT NUMBER OF APPLICANTS OR BECAUSE OF-ANY OTHER GOOD AND ~" SUFFICIENT REASONS POSTPONE AN EXAMINATION TO A LATER DATE ON ITS OWN MOTION OR RECOMMENDATION FROM THE DIRECTOR. This rule change shall be included in the Commission's new Rules and Regulations Handbook, and shall become effective with the acceptance of the .Handbook. The meeting recessed to executive session at 7:40 for-the discussion of a personnel matter concerning the memo given to Lt. Walter asking him to make attempts to control his blood pressure, and to bring a report back to the Commission in six (6) months. At 7:45 p.m., the Commission returned to open session. No action was taken concerning the executive session. It is also ordered that Grievant be reimbursed for three (3) days lost pay and any loss of seniority rights for three (3) days be r restored. Grievant's personnel file should reflect the foregoing.
