1987-12-08 CIVIL SERVICE COMMISSION REGULAR MEETING MINUTESMINUTES OF THE REGULAR MEETING OF THE CIVIL SERVICE COMMISSION OF THE CITY OF PEARLAND TEXAS HELD ON TUESDAY DECEMBER 9 AT 7:03 P.M. _IN THE CONFERENCE ROOM ON SECOND FLOOR OF ITY HALL, LOCATED AT 3 19 LIBERTY DRIVE, PEARLAND, TEXAS. The regular meeting was called to order with the '~ following members present: James Gilbert ~--Chairman Jim Wood - Commissioner Tom Alexander - Chairman APPROVAL OF MINUTES It was moved by Jim Wood, seconded by Tom Alexander, that the Minutes of the Regular Meeing of December 8, 1987 be approved as presented. Motion passed 3 to 0. ACTIVITY Chairman Gilbert moved to accept as information, the letter to Chief Riemenschneider, which notified him of the three names still remaining on the eligibility list for the rank of Lieutenant. The motion was seconded by Jim Wood. Motion passed 3 to 0. Chairman Gilbert moved that the Final Orders for Lt. Jim Templin and Lt. Bob Cuna vs. the City of Pearland, be accepted as information.. Motion was seconded by Jim Wood. Motion passed 3 to 0. Commissioner Tom Alexander moved that the Commission accept as information, a memo from Director Hickling to Chief Riemenschneider, PPOA President, City Manager, Assistant City Manager and the City Attorney, that effective November 30, 1987, official hours for the Civil Service Office are 8:30 a.m. to 5:OO p.m., Monday through Wednesday. The motion was seconded by Commissioner Wood. Motion carried 3 to 0.. The meeting recessed to executive session at 7:21 p.m. for the discussion of a personnel matter concerning the physical examination of Robert Walter, by Medical Screening. At 7:38 p.m., the Commission returned to open session. Chairman Gilbert made a motion that Sgt. Robert Walter be promoted to Lieutenant with a stipulation that he see a physician of his own choice to bring under control the mentioned problems from the Medical Screening Promotional Examination Report. Six months from the date of the promotion, a specific written report from that physician shall be submitted to the Commission. Commissioner Woods seconded the motion.. Motion carried 3 to 0. Discussion was held concerning the next meeting date. Six (6) months from the date of promotion, a specific, written report from that physician shall be submitted to the Commission. ,-- cc: Robert Walter _ ~ _ , Dec James Gilbert, Chairman Jim Wood Tom Alexander RECOMMENDATION FOR RULE CHANGE: Local rules for the Pearland Civil Service Commission now states: "...All eligibility lists shall expire one year from the date of posting the final results of the examination." (Rule 7) I recommend that Rule 7 of the Local Civil Service Rulebook be changed to read... "...All eligibility lists shall expire .six (6) months from the. date of posting the final results of the examination." ~" RECOMMENDATION FOR NEW RULE: Intent. To-'Fake Examination Forms:. This form shall be designed and prepared by the director and presented to the Commission for approval. It shall contain a statement indicating whether the individual desires to be seated in a smoking or non-smoking area during-the examination. The Commission shall allow not less than 15 days for eligible candidates to file this form from the date said forms are made available.. When said forms are filed, a receipt shall be provided to the applicants. Where possible, as determined by the Director, the area in which the examination is given shall be arranged to allow separation of smokers and non-smokers. If the examination area does .not have adequate ventilation, smoking shall be prohibited by the director. At the beginning of the promotional examination roll shall be taken from the "Intent to take Examination" forms. Any person who has not filed such form shall not be permitted to take .the examination. Any person who has filed an "Intent" form, and does not give notice to the Director that they will not be in attendance for the exam shall have their "Intent Form" marked "neglected to give notice", and shall be filed in that person's personnel file. ~-. RECOMMENDATION .FOR NEW RULE: Minimum Candidates Required:. No promotional examination shall be given unless there is a minimum of three (3) candidates taking the examination. The Commission may, because of an insufficient number of applicants, or because of any other good and sufficient reason, postpone an examination to a later date on its own motion or recommendation from-the Director.
